New Union Loan to be placed in this country adds point and interest to the discussion of the Far East Rand, provoked by the publication of Mr. Liotze's report. Early in the week news came from Capetown that, whatever the recommendations of the Select Committee might be, the Government would hardly be able to find time to give them legislative effect during this session. As the week wore on, however, evidence began to point in the opposite direction. Thegovernment Mining Engineer, 'for the second time since the Committee began its sittings, was summoned to Capetown, and the belief is growing that his visit is connected with the introduction of an amendment to the Gold Law. This supposition is supported by the news of the new Union issue, since it is inconceivable that the Government should on the one hand further pledge the credit of the Union, and, on the other, refuse to take the first and most obvious step to strengthen that credit by removing the legislative obstacles against, and putting things in train for, the early development of its greatest potential asset - the Far East Rand. Other aspects of Mr. Kotze's report are dealt with elsewhere in this issue. Here our purpose is merely to emphasise its features of courage, clear ness and commonsense. This is best proved by the recep tion it has had from the cranks, the State Socialists, and the whole yelping chorus of destructive critics whose hatred of all progress invariably takes the malignant form of sowing rancour and suspicion. These people pretend to see all sorts of dark happenings foreshadowed in Mr. Kotze's report, when-in reality it is simply no more and no less than the well-reasoned opinion of a. Singularly able and fearless Government technical adviser. It is so clear that we believe no one not woefully prejudiced can fail to follow and admit the soundness of the arguments; and it is courageous because it tells the Government in plain unmistakable Ian, guage that it must no longer delay action if it wants to preserve uninjured the credit of the country, which it is now about further to mortgage. As we pointed out last week, Mr. Kotze's report confirms in a striking way what this paper has been saying on the subject for some years back. His concluding passage, in which he emphasises the urgency of the matter and the approaching demise of several Central Band producers, has, indeed, been a stock argument with us, and Mr. Kotze has shown no petty fear of boldly repeat ing it. The point is, of course, that the warning now should come from no less an authoritv than the Government Mining Engineer. So grave an admonition from so authoritative a source no Government could ignore. And Parliament can rest assured that the people of the Rand are with Mr. Kotze in this matter. They may know it is impossible at this moment to raise. Many millions to complete the development of large areas of the Far East. But they recognise that a start must soon be made. Or it will be too late to bridge the gap or fill the hiatus between the soon-to-be. Exhausted pro ducers and the mines to be opened on the Far East. Merely a beginning is now desired that no time may be lost, when monetary conditions become more favourable for financing a number of rew undertakings. The reform of the Gold Law on the lines suggested by Mr. Liotze is the first step, and all the machinery, even down to the draft Bill, is, we believe, in readiness for Parliamentary action. For far too long the. Matter has been hung up. General Smuts for two' years in succession declared that it was a question of urgency, and it is unthinkable that it should now be delayed for another year. The Far East Rand must cease to be merely the party cry of Socialistic agitators; but, in the. Interest of the State credit it must be put in the way of realizing its great productive, spending, purchasing and Vitalizing possibilit...

A very similar process has long been successfully employed by the Portland Mill in Oregan. I am informed, however, that considerable work remains to be accomplished towards perfecting the mechanical details of the process before it will' attain to complete commercial success. There is no doubt, however, that many ores hitherto untreatable without roast ing can and will be successfully treated in the near future by the Clancy process. G. 151.s brought his very successful period of office as President of the Chamber of Mines to a close (n Thursday with an address of unusual interest and importance. The address is sufficiently voluminous to fill half an issue of this journal, and our readers must be content with a sum mary and indication from us of its leading points. A dozen articles might more easily be written than one on the matters discussed by Mr. Elkan, and their very number and variety afford an excellent illustration of the innumerable ways in which the mining industry affects the well being of the country. The speech was enriched with manv exclusive and first-hand statistics; with some statesmanlike Opinions on the outstanding problems of the industry, and with several valuable practical suggestions, of which more is certain to be heard. Naturally the President of the Cham ber is in a position to collect and publish the most striking and informative statistics regarding the industry, and some of these may be here strung together from various portions of his address. Thus it is most satisfactory to learn that the death-rate for native employes fell from per thou sand per annum in 1911 to in 1912. In 1912, natives were supplied by the Witwatersrand Native Labour Association and independent recruiters, and the native labour position is more satisfactory than it has been for many years. Stores consumed by the mines in 1912 were valued at European salaries called for and native wages Rockdrills have increased in number from in 1908 to last year. The recovery per ton milled has increased from 278. Md, in 1911, to an improvement of Is. 1d. Per ton. This is not due to closer sorting, which has remained practically stationary, the figures being per cent. For 1911 and 125 per cent. For 1912, but to an improvement in the grade. There has been a welcome reduction in the death-rate from accidents as affecting white employes, the figure being per thousand last year as against in 1911. An improvement in the average profit per ton milled is shown, having risen from 95. 7d. In 1911 to 105. In 1912. This is due, to some extent, to better methods of extraction, accord ing to Mr. Elkan, but principally to the improvement in the value of the ore treated, and is most encouraging for the future. Of the total output 65 per cent. Was absorbed by working costs, 21 per cent. By dividends, and 14 per cent. By Profits Tax, capital expenditure, interest on and redemp tion of loans. Mr. Elkan drew attention to the gratifying fact that the average value of the residues to-day does not exceed 1s. 6d. Per ton. In regard to native labour, while the mines had on the 3lst December, 1911, per cent. Of their total complement of native labour, this figure had risen at the end of 1912 to per cent. It must be te membered that during last year the complement figures were revised, as in the course of time it had been found that, owing to the introduction of labour-saving appliances, better organisation and greater efficiency, it was possible to perform the work with a smaller number of natives. The health of the natives is having constant and careful attention, and that the efforts are proving successful is clearly seen from the death-rate figures, which have come down from per thousand per annum in 1911, to in 1912; these rates include, of course, the deaths due to accidents, which amounted to in 1912, so that the death-rate from disease alone last year was These figures further include the mortality among the so-called tropical natives, which in 1911, taking into account deaths from accidents, was and from disease alone in 1912 they decreased to and respectively, While in January of this year the total death-rate among such tropical natives had fallen to per thousand per annum.

A further feature of interest is that five of the seven mines dealt with above are installing roasting furnaces. An interesting statement was made by Sir John C. Willoughby, Bart, at the meeting of the Rhodesian s.a. Options Syndicate, Ltd., recently in Diamonds. London. He said: Shareholders would all probably remember that some time ago the British South Africa Company brought an action against De Beers Consolidated, with a view to determining the rights of the latter company's claim to a monopoly of all diamonds found in Rhodesia. The lawsuit in question, to a certain extent, was decided in favour of De Beers, in that it was found that that company did have certain pre-emptive rights; but, seeing that the Courts, in giving judgment, did not attempt to define the nature or scope of such rights, the position of De Beers in connection with Rhodesian diamonds would appear to remain almost as obscure as it was before the action in question was decided. Pending the conclusion of the lawsuit between the British South Africa Company and De Beers, obviously, neither of those companies were in a position to settle final terms as regarded the diamond areas owned by this syndicate, as first discoverers of diamonds in Rhodesia; but in the meantime, in order that their work should not be interrupted, the terms of their original grant, with some slight modifications, were renewed for a further period of years, leaving the final terms as regarded the areas aggregating 20 square miles in extent, already definitely selected by them under the original grant, to be determined at some later date. Although a considerable time had now elapsed since judgment was given in the action referred to, no final arrangement between the two companies for the working of Rhodesian diamonds had, so far, been concluded; but he had been given to understand that a round-table con ference with a view to settling the question was likely to take place in the early part of next year, when the chairman and other directors of the Kimberley Board of De Beers were expected to arrive in London.
