Book excerpt: This paper aims at identifying practical ways in which NGOs might contribute to the peacemaking process in Somalia and Somaliland. It covers the Somali Civil War up to October 1993. The author believes that Somalia has become a testing ground for the UN, the U.S. and NGOs, a theatre in which many ideas pertinent to a possible future world order are being worked out. He believes the heart of the challenge is how humanitarian agencies learn to respond to the results of armed conflict in complex and protracted emergencies. A wide range of suggestions is offered to NGOs. They need to recognise that peacemaking is a long term process and should consider sponsoring research into the causes and impact of the Somali conflict. UN efforts have failed because they represented external intervention rather than a Somali initiative, so NGOs may need to get involved on a political level. They could assist by promoting "peacemaking" rather than "peace enforcement", for example, by advocating an enquiry into human rights abuses by UN personnel and by Somali warlords. Peacemaking needs to address the underlying causes of conflict- in Somalia land ownership and land use is a significant source of conflict and this is another area where NGOs could usefully focus resources. Finally, the author considers that peacemaking and development can usefully be seen as similar processes, both of which benefit from a participatory approach. Thus NGOs have an important role to play in promoting local initiatives.

Book excerpt: With Ethiopia in disarray following a period of severe internal unrest and the spread of insurgencies in Eritrea and Tigray, Ethiopia and its armed forces should have offered little opposition to well-equipped Somali armed forces which were unleashed to capture Ogaden, in July 1977. However, excellently trained pilots of the Ethiopian Air Force took full advantage of their US-made equipment, primarily their few brand-new Northrop F-5E Tiger II fighter-bombers, to take the fight to their opponents, win air superiority over the battlefield, and thus have their hands free to interdict the Somali supply links to stop the invasion cold. This air victory practically sealed the fate of the Somali juggernaut in Ogaden, especially so once Ethiopia convinced Cuba and the Soviet Bloc to support her instead of Somalia. In a fit of pique, Somalia forced all Soviet advisers to leave the country. Already bitter over similar experiences in Egypt in 1972, Moscow's revenge was designed as a clear message: nobody was to treat her in such fashion again. The USSR subsequently launched an air bridge to Ethiopia, unique and unprecedented in its extension and importance, delivering huge quantities of armament and equipment necessary for the Ethiopians to reconquer Ogaden, and beyond. In turn Somalia asked the USA for help and thus occurred an unprecedented switch of Cold War alliances. This volume details the history and training of both Ethiopian and Somali air forces, their equipment and training, tactics used and kills claimed, against the backdrop of the flow of the Ogaden war. It explains in detail, supported by over 100 contemporary and exclusive photographs, maps and color profiles, how the Ethiopian Air Force won the decisive victory in the air by expertly deploying the F-5Es - unequaled in maneuverability, small size and powerful armament - to practically destroy the Somali Air Force and its MiG-17s and MiG-21s.

The book's two parts provide a history of the mission from its genesis in an earlier, failed regional initiative in 2005 up to mid-2017, as well as an analysis of the mission's six most challenges, namely, logistics, security sector reform, civilian protection, strategic communications, stabilization, and developing a successful exit strategy. These issues are all central to the broader debates about how to design effective peace operations in Africa and beyond. AMISOM was remarkable in several respects: it would become the African Union's (AU) largest peace operation by a considerable margin deploying over 22,000 soldiers; it became the longest running mission under AU command and control, outlasting the nearest contender by over seven years; it also became the AU's most expensive operation, at its peak costing approximately US$1 billion per year; and, sadly, AMISOM became the AU's deadliest mission. Book excerpt: In 1991, certain political and military leaders in Somalia, wishing to gain exclusive control over the state, mobilized their followers to use terror—wounding, raping, and killing—to expel a vast number of Somalis from the capital city of Mogadishu and south-central and southern Somalia. Manipulating clan sentiment, they succeeded in turning ordinary civilians against neighbors, friends, and coworkers. Although this episode of organized communal violence is common knowledge among Somalis, its real nature has not been publicly acknowledged and has been ignored, concealed, or misrepresented in scholarly works and political memoirs—until now. Marshaling a vast amount of source material, including Somali poetry and survivor accounts, Clan Cleansing in Somalia analyzes this campaign of clan cleansing against the historical background of a violent and divisive military dictatorship, in the contemporary context of regime collapse, and in relationship to the rampant militia warfare that followed in its wake. Clan Cleansing in Somalia also reflects on the relationship between history, truth, and postconflict reconstruction in Somalia. Documenting the organization and intent behind the campaign of clan cleansing, Lidwien Kapteijns traces the emergence of the hate narratives and code words that came to serve as rationales and triggers for the violence. However, it was not clans that killed, she insists, but people who killed in the name of clan. Kapteijns argues that the mutual forgiveness for which politicians often so lightly call is not a feasible proposition as long as the violent acts for which Somalis should forgive each other remain suppressed and undiscussed. Clan Cleansing in Somalia establishes that public acknowledgment of the ruinous turn to communal violence is indispensable to social and moral repair, and can provide a gateway for the critical memory work required from Somalis on all sides of this multifaceted conflict.

Political, social and economic triggers have been identified to resolve or reduce violent conflict and disorder. The research used primary as well as secondary sources to study the issues and explore the problems inherent in an environment of scarce resources. Confrontations between the state and society were brought to a higher level of violence since the late 1970s following the Somali-Ethiopian war. The author explored avenues for reconciliation and nation-building and introduced several models as possible strategies for nation-building. Conclusively, a home-grown, traditional mechanisms model was recommended which entails the following policy prescriptions to achieve long-lasting peace and security for Somalia: 1. Governance structures of law and order. 2. Resources: De-escalating conflicts by opening up negotiating opportunities of land and property. 3. Complete demilitarization of society. 4. International cooperation. A plan by the international community to reconstruct and rehabilitate Somalia is essential if we have to avoid a relapse into a chaotic, violent situation in Somalia.

According to one definition of armed conflict based on the Doctrine of International humanitarian law, it is ‘the use of weapons as an instrument to harm persons and /or property in order to overcome the opposing party’. Arising from this doctrine is the understanding is that an armed conflict is one in which there is intervention by armed forces. Arising from this brief definition of an armed conflict, this paper, in the next section, we will examine and evaluate the elements of an armed conflict with a special focus on Somalia- a nation that has been in the throes of armed conflict for about three decades now. In the next section, an assessment of the elements of armed conflict in the Somalia civil war will be attempted.

Crucially, Yuusuf looks beyond the mainstream explanation for the conflict – that of rival clans fighting over resources. By recognising the impact of foreign military interventions in Somalia, from superpower rivalry during the cold war to the war-on-terror, on the initiation and perpetuation of the Somali conflict, the book attempts to identify foreign military intervention as a new paradigm in the discourse around it.

This paper is going to explain the Somali civil war, it’s roots and future prospects. Therefore, it is divided in seven main chapters: geographical aspect, historical aspect, ethnic aspect, political aspect, social aspect, economic aspect and future prospects. Each aspect illustrates the particular part of the conflict and after the future prospects based on a personal assessment there will be a summary of the conflict’s main issues. Since there is neither an established government nor any other official registration it is hard to find reliable data and statistics. Most of them are based on estimates and cannot keep up with the fast changes. That is why the figures in this paper may not be absolutely correct but nevertheless they can give a general idea of Somalia’s situation.
