Sanborn examines tsarist and Soviet armies of the early twentieth century to show how military conscription helped to bind citizens and soldiers into a modern political community. The experience of total war, he shows, provided the means by which this multiethnic and multiclass community was constructed and tested. Drafting the Russian Nation is the first archivally based study of the relationship between military conscription and nation-building in a European country. Stressing the importance of violence to national political consciousness, Sanborn shows how national identity was formed and maintained through the organized practice of violence. The cultural dimensions of the "military body" are explored as well, especially in relation to the nationalization of masculinity. The process of nation-building set in motion by military reformers culminated in World War I, when ethnically diverse conscripts fought together in total war to preserve their national territory. In the ensuing Civil War, the army's effort was directed mainly toward killing the political opposition within the "nation." While these complex conflicts enabled the Bolsheviks to rise to power, the massive violence of war even more fundamentally constituted national political life. Not all minorities were easily assimilated. The attempt to conscript natives of Central Asia for military service in 1916 proved disastrous, for example. Jews, also identified as non-nationals, were conscripted but suffered intense discrimination within the armed forces because they were deemed to be inherently unreliable and potentially disloyal. Drafting the Russian Nation is rich with insights into the relation of war to national life. Students of war and society in the twentieth century will find much of interest in this provocative study.

Book excerpt: During the Second World War, approximately 25,000 Dutchmen served within the ranks of the military branch of the German SS: the Waffen-SS. They volunteered to fight to secure the victory of Nazi Germany. These Dutch volunteers fought mainly on the Eastern Front, and to a lesser extent, within their own national borders. After the war, the Allied victors regarded them as part of a criminal organization and jointly responsible for the atrocious transgressions of the Nazi regime. In the Netherlands, these men were reviled, branded as traitors and became pariahs in their own country. Those who had devoted themselves to the Nazi regime caused so much grief to the Netherlands that they had to be held accountable. Despite their military achievements, their reputation was damaged forever. The Netherlands supplied the largest contingent of SS soldiers from the occupied North-western European territories. Who were these people? What led them to enlist, and what were the consequences of their choice? An important part of this study involves the autobiographical texts of nineteen Dutch volunteers in the Waffen-SS. These ego-documents recount their own immediate experiences and are mainly fragments from diaries, but there are also letters, individual notes, and memoirs. The ego-documents are placed within the larger historical context to provide an answer to the question of whether these men were only ideologically motivated and unconditional Nazi sympathizers, and for this, their criminal records are also researched. Do lowered levels of professionalism actually lead to higher levels of intervention? Through a systematic exploration of professionalism within the Russian military, this study addresses these important questions. Moran suggests that by examining the notion of subjective fragmentation, both Gorbachev and Yeltsin utilized a highly effective, yet potentially troublesome, form of civil-military control. Findings that overall levels of praetorian behavior on the part of the Russian military have declined in this period, in spite of declining levels of military professionalism, challenge one of the most basic theoretical assumptions of civil-military relations. Since 1991, post-communist Russia has exhibited all of the classic indicators of a society ripe for a military takeover. Not only have institutional interests of the Russian officer corps been gravely threatened, but surveys conducted within it have found a general lack of sympathy for democratic values. Furthermore, Russia's weak civil society is accompanied by high levels of corruption, rampant crime, secessionist movements, a significant terrorist threat, and a general disrespect for the rule of law. Even further augmenting the chances of a military coup d'^D'etat, public opinion polls of civilians have found that the military is one of the most trusted institutions in the country—so trusted, in fact, that many Russian citizens have expressed support for a military takeover. Moran explains why the military has not capitalized on these factors.

After three years of great loss and suffering on the Eastern Front, Imperial Russia was in crisis and on the verge of revolution. In November 1917, Lenin’s Bolsheviks (later known as “Soviets”) seized power, signed a peace treaty with the Central Powers and brutally murdered Tsar Nicholas (British King George’s first cousin) and his children so there could be no return to the old order. As Russia fractured into loyalist “White” and revolutionary “Red” factions, the British government became increasingly drawn into the escalating Russian Civil War after hundreds of thousands of German troops transferred from the Eastern Front to France were used in the 1918 “Spring Offensive” which threatened Paris. What began with the landing of a small number of Royal Marines at Murmansk in March 1918 to protect Allied-donated war stores quickly escalated with the British government actively pursuing an undeclared war against the Bolsheviks on several fronts in support of British trained and equipped “White Russian” Allies. At the height of British military intervention in mid-1919, British troops were fighting the Soviets far into the Russian interior in the Baltic, North Russia, Siberia, Caspian and Crimea simultaneously. The full range of weapons in the British arsenal were deployed including the most modern aircraft, tanks and even poison gas. British forces were also drawn into peripheral conflicts against “White” Finnish troops in North Russia and the German “Iron Division” in the Baltic. It remains a little-known fact that the last British troops killed by the German Army in the First World War were killed in the Baltic in late 1919, nor that the last Canadian and Australian soldiers to die in the First World War suffered their fate in North Russia in 1919 many months after the Armistice. Despite the award of five Victoria Crosses (including one posthumous) and the loss of hundreds of British and Commonwealth soldiers, sailors and airmen, most of whom remain buried in Russia, the campaign remains virtually unknown in Britain today. After withdrawal of all British forces in mid-1920, the British government attempted to cover up its military involvement in Russia by classifying all official documents. By the time files relating to the campaign were quietly released decades later there was little public interest. Few people in Britain today know that their nation ever fought a war against the Soviet Union. The culmination of more than 15 years of painstaking and exhaustive research with access to many previously classified official documents, unpublished diaries, manuscripts and personal accounts, author Damien Wright has written the first comprehensive campaign history of British and Commonwealth military intervention in the Russian Civil War 1918-20. “Allied intervention in the Russian Civil War remains forgotten.
