Book excerpt: The United States government spends billions of dollars on home ownership programs in low and moderate income communities. However, there is paucity of academic research to assess the socioeconomic impacts of these programs. The purpose of this empirical research was to assess their possible impacts. The key research question explored the relationship between low and moderate income home ownership, the independent variable, and the dependent variables of the rates of crime, unemployment, high school graduation, and standardized test scores in the communities concerned. The research design was quantitative-causal. Welfare economic theory formed the theoretical foundation for the study. Using public records, data were collected from four low and moderate income communities in major Midwestern metropolitan areas. The proposed relationships were tested through independent sample t-tests and regression analyses. Results indicated no significant relationship between low and moderate home ownership rate and the rates of the studied socioeconomic indicators. A significant social change implication of this finding would be to relocate federal dollars from housing schemes to more socially and economically relevant programs, such as those geared toward improving educational opportunities in low and moderate income communities.

The authors' research has provided tremendous insights into the extra-financial effects of affordable homeownership. It shows that homeowners, when compared with renters, have better health outcomes, experience less stress in times of financial hardship, experience a greater sense of trust in their neighbors, have access to more social capital resources, and are more likely to vote. Further, the data allows us to explore not only what benefits result from affordable homeownership, but how and why these benefits are transferred. The book ultimately argues that homeownership is not only important for financial reasons, but also functions as a social tool that can improve the lives of low- and moderate-income people.

Book excerpt: Individuals invest in their local environments by volunteering, getting involved in local government, becoming informed about their political leaders, joining non-professional organizations and even gardening. Homeownership may encourage these investments because homeownership gives individuals an incentive to improve their community and because homeownership creates barriers to mobility. Using the U.S. General Social Survey document that homeowners are more likely to invest in social capital, and a simple instrumental variables strategy suggests that the relationship may be causal. While our results are not conclusive, we find evidence that a large portion of the effect of homeownership on these investments may come from lower mobility rates for homeowners. Using the German Socio-Economic Panel homeownership and citizenship controlling for individual fixed effects. Finally, across cities and counties, areas with more homeowners have lower government spending, but spend a larger share of their government budget on education and highways.
