Book excerpt: This document describes the current links between the world of work (employees, employers, industrial sectors, and companies) and the world of vocational training (in-company, inter-company, and school-based training bodies) in member states of the European Community; and the degree and nature of the involvement of the social partners in the development, implementation, administration, and control of training programs, including the scale and nature of state intervention. The industries in which these relationships were studied were the construction, metal working, electronics, insurance, and banking industries. The following research questions were among those addressed: (1) Why is it important to increase the participation of the social partners in decision making?; (2) Under what conditions can such participation be a positive contribution?; and (3) What are the major obstacles to greater participation? Following an introduction, the second chapter describes the current situation against a background of social, economic, and technological changes. The third chapter analyzes the situation in member states, including the participation of workers in their organizations; their participation at local, regional, and national levels; the participation of sector-specific organizations; the various forms of social dialogue; the role of the state in the social dialogue; the autonomy of the organizations of social partners; vocational training as a subject of the social dialogue; and preliminary results from the analysis. The fourth chapter takes up problems and prospects of developing the social dialogue. A 15-item bibliography concludes the document. (CML)

It asks whether the EU offers peripheral countries the opportunity to modernise their industrial relations. The EU dynamically promotes core-like employee practices, and national actors energetically attempt to implement the prescribed initiatives, yet little success has been achieved in modernising production techniques in peripheral economies. O'Hagan argues that the EU implements an unofficial development policy which it pressurises States to adopt. These initiatives amount to the frequently referred to European Social Model (ESM), which, she argues, can cause difficulty for policy makers because it is ill-defined, vague and contradictory.

This is the main question addressed by this publication on the eve of this year’s Spring European Summit. The ETUC and ETUI offer a critical assessment of the strategy and its various components: will it be able to provide a framework for the creation of more and better-quality jobs? Are the policies and indicators set to promote an increase in social cohesion? How can workers better participate in the achievement of these various aims? Benchmarking Working Europe 2011 is structured in eight topical chapters illustrated by a significant number of graphs, and has a completely new layout. The various chapters on the different facets of Europe 2020 contain a carefully argued and critical analysis of the design and contents of the European mid-term strategy and of the state of the European economic, employment and social indicators. They question the underlying foundation which firmly places the emphasis on fiscal consolidation while neglecting the need for economic growth and quality jobs. The major problem is that, if the (macro) economics are wrong, all the other laudable targets and procedures in the Europe 2020 strategy – raising education standards and R&D spending, reducing poverty – will prove entirely illusory, further undermining the credibility of Europe. Several of the contributions to this volume show that it is rather by raising social and environmental standards and wellbeing that we might succeed in achieving a sustainable growth pattern and a healthier and more cohesive society for the future.

The book also examines the interrelationships between different forms of exclusion, and how outcomes and processes of different kinds of exclusion can be related to one another. In doing so, major cross-cutting themes, such as rights and identity, inclusive service infrastructures, and displacement of marginalised older adult groups, are considered. Finally, in a series of chapters written by international policy stakeholders and policy researchers, the book analyses key policies relevant to social exclusion and older people, including debates linked to sustainable development, EU policy and social rights, welfare and pensions systems, and planning and development.
