Over the next few decades, the number of children will decline relative to the number of older adults. Population aging is the result of a slow but sustained reduction in mortality rates, given increases in life expectancy and fertility. These trends reflect welcome long-term improvements in welfare and in economic and social development. But this process also entails policy challenges: many public institutions—including education, health, and pension systems and labor market regulations—are designed for a different demographic context and will need to be adapted. When We’re Sixty-Four discusses public policies aimed at overcoming the two main challenges facing Latin American countries concerning the changing demographics. On one hand, older populations demand more fiscal resources for social services, such as health, long-term care, and pensions. On the other, population aging produces shifts in the proportion of the population that is working age, which may affect long-term economic growth. Aging societies risk losing dynamism, being exposed to higher dependency rates, and experiencing lower savings rates. Nonetheless, in the interim, Latin American countries have a demographic opportunity: a temporary decline in dependency rates creates a period in which the share of the working-age population, with its associated saving capacity, is at its highest levels. This constitutes a great opportunity in the short term because the higher savings may result in increases in capital endowment per worker and productivity. For that to happen, it is necessary to generate institutional, financial, and fiscal conditions that promote larger savings and investment, accelerating per capita economic growth in a sustainable way.

Book excerpt: While there is a strongly held belief that Latin American societies are highly discriminatory, the economic profession has found relatively little evidence for this perception, and until recently other social sciences had prevailed in the discussion of this timely and relevant topic. The development of new tools for analyzing the economic mechanisms underlying discrimination, however, has opened up several avenues for research. This book presents a set of studies on contemporary discrimination in Latin America that takes advantage of these new tools by focusing on social interactions that range from cooperation, group formation, and the impact of migration in poor families to specific markets such as housing and labor. The techniques applied include traditional regression analysis, experimental approaches, and audit studies, as well as structural methods. This wide range of analytical approaches leads to findings that confirm some of the common perceptions regarding discrimination but challenge the conventional wisdom in other regards In some instances the long-held conventional wisdom may not hold at all. Latin Americans do not discriminate more or less than inhabitants of other regions, and the discrimination that does occur appears largely to stem from lack of information on individuals a result of great interest in colleges and universities that teach courses on Latin American development both at the undergraduate and graduate level. Furthermore, this book s findings extend to the political arena, as they challenge standard policies that have been ineffective for decades. Finally, this book should be of interest to researchers, as the empirical methods employed are at the vanguard of the profession. In fact, in addition to the contribution that this volume makes to the literature on discrimination, it also has the potential to contribute more broadly to labor economics, development economics and experimental economics, as well as to Latin American studies.

Fast Forward shows that Latin America's economic renaissance clearly has implications for a post-Cold War world order. Latin America is starting to make important contributions, particularly in the areas of international diplomacy, economics, and culture. Collectively, Latin Americans now demonstrate a coherent collective will about where they wish to take themselves. This does not mean that U.S. influence in the Americas will soon disappear, but that new challenges in the international system will force greater equity in Western Hemisphere relationships. While Latin America in the 1990s offers much to be excited about, the authors caution that there are dangers in being too enthusiastic. The always-present potential for top-down authoritarian approaches must temper enthusiasm about a better Latin American future. Despite this, the authors see a well-defined departure from past economic modes occurring and the potential for a higher level of development for some countries. This book is for economists, sociologists, and political scientists interested in economic and political development, and researchers interested in Latin America in particular.

These ideas include a role for counter-cyclical macroeconomic policies, including restrictions on capital mobility; active productive sector and technological development policies; and the need to pay greater attention not only to social policies, but also to the links between economic policies and social outcomes, in order to guarantee a desirable social performance. This collection sheds new light on issues that were largely overlooked during the reform period, and that must be faced squarely to overcome the deficiencies that Latin America has faced during its phase of liberalization and its dismal economic performance since the Asian crisis.
