Book excerpt: Since 2001, Congress has appropriated about $640 billion for the global war on terrorism, the majority of it for operations in Iraq. In January 2007, the President announced "The New Way Forward" to stem violence in Iraq and enable the Iraqi government to foster national reconciliation. GAO also discusses U.S. strategies for Iraq. GAO reviewed documents and interviewed officials from U.S. agencies, the United Nations, and the Iraqi government. GAO also had staff stationed in Baghdad. Since May 2003, GAO has issued over 130 Iraq-related audits which have provided baseline information for this assessment. GAO prepared this report under the Comptroller General's authority. GAO recommends that the Departments of Defense and State, in conjunction with relevant U.S. agencies, develop an updated strategy for Iraq that defines U.S. goals and objectives after July 2008, and addresses the long-term goal of achieving an Iraq that can govern, defend, and sustain itself.

Available in PDF, EPUB and Kindle. Book excerpt: Learning the Lessons of Modern War uses the study of the recent past to illuminate the future. More specifically, it examines the lessons of recent wars as a way of understanding continuity and change in the character and conduct of war. The volume brings together contributions from a group of well-known scholars and practitioners from across the world to examine the conduct of recent wars in Iraq, Afghanistan, the Middle East, South America, and Asia. The book's first section consists of chapters that explore the value of a contemporary approach to history and reflect on the value of learning lessons from the past. Chapters on Iraq discuss the lessons of the Iraq War, the British perspective on the conflict, and the war as seen through the lens of Saddam Hussein's military. Chapters on Afghanistan discuss counterinsurgency operations during the war, Britain's experience in Afghanistan, raising and training Afghan forces, and U.S. interagency performance. The book's third section examines the lessons of wars involving Russia, Israel, Sri Lanka, the Philippines, Georgia, and Colombia. It concludes by exploring overarching themes associated with the conduct of recent wars. Containing a foreword by former National Security Advisor Lieutenant General H.R. McMaster, Learning the Lessons of Modern War is an indispensable resource for international relations and security studies scholars, policymakers, and military professionals.

Download or read book Hezbollah written by Matthew Levitt and published by Georgetown University Press. This book was released on 2015-04-29 with total page 424 pages. Available in PDF, EPUB and Kindle. Book excerpt: Hezbollah: The Global Footprint of Lebanon's Party of God is the first thorough examination of Hezbollah’s covert activities beyond Lebanon’s borders, including its financial and logistical support networks and its criminal and terrorist operations worldwide. Hezbollah—Lebanon’s "Party of God"—is a multifaceted organization: It is a powerful political party in Lebanon, a Shia Islam religious and social movement, Lebanon’s largest militia, a close ally of Iran, and a terrorist organization. Drawing on a wide range of sources, including recently declassified government documents, court records, and personal interviews with intelligence and law enforcement officials around the world, Matthew Levitt examines Hezbollah’s beginnings, its first violent forays in Lebanon, and then its terrorist activities and criminal enterprises abroad in Europe, the Middle East, South America, Southeast Asia, Africa, and finally in North America. Levitt also describes Hezbollah’s unit dedicated to supporting Palestinian militant groups and Hezbollah’s involvement in training and supporting insurgents who fought US troops in post-Saddam Iraq. The book concludes with a look at Hezbollah’s integral, ongoing role in Iran’s shadow war with Israel and the West, including plots targeting civilians around the world. Levitt shows convincingly that Hezbollah’s willingness to use violence at home and abroad, its global reach, and its proxy-patron relationship with the Iranian regime should be of serious concern. Hezbollah is an important book for scholars, policymakers, students, and the general public interested in international security, terrorism, international criminal organizations, and Middle East studies.

Book External Intervention and the Politics of State Formation

Download or read book External Intervention and the Politics of State Formation written by Ja Ian Chong and published by Cambridge University Press. This book was released on 2012-06-29 with total page 305 pages. Available in PDF, EPUB and Kindle. Book excerpt: This book explores ways foreign intervention and external rivalries can affect the institutionalization of governance in weak states. When sufficiently competitive, foreign rivalries in a weak state can actually foster the political centralization, territoriality and autonomy associated with state sovereignty. This counterintuitive finding comes from studying the collective effects of foreign contestation over a weak state as informed by changes in the expected opportunity cost of intervention for outside actors. When interveners associate high opportunity costs with intervention, they bolster sovereign statehood as a next best alternative to their worst fear - domination of that polity by adversaries. Sovereign statehood develops if foreign actors concurrently and consistently behave this way toward a weak state. This book evaluates that argument against three 'least likely' cases - China, Indonesia and Thailand between the late nineteenth and mid-twentieth centuries.

Download or read book Securing Stabilizing and Rebuilding Iraq written by United States Government Accountability Office and published by Createspace Independent Publishing Platform. This book was released on 2017-09-15 with total page 100 pages. Available in PDF, EPUB and Kindle. Book excerpt: Public Law 110-28 requires GAO to report to Congress by September 1, 2007, on whether or not the government of Iraq has met 18 benchmarks contained in the Act, and the status of the achievement of these benchmarks. The benchmarks stem from commitments first articulated by the Iraqi government in June 2006. In comparison, the Act requires the administration to report in July and September 2007 on whether satisfactory progress is being made toward meeting the benchmarks, not whether the benchmarks have been met. To complete our work, we reviewed government documents and interviewed officials from U.S. agencies; the UN; and the government of Iraq. We also made multiple visits to Iraq during 2006 and 2007. Our analyses were enhanced by approximately 100 Iraq-related audits we have completed since May 2003.
