Hong Kong had been a colony of the British Empire since 1842 after the First Opium War and its territory was expanded on two occasions; first in 1860 with the addition of Kowloon Peninsula and Stonecutters Island, and again in 1898 when Britain obtained a 99-year lease for the New Territories. The date of the handover in 1997 marked the end of this lease.

However, since the handover in 1997, the transformation of Hong Kong’s political and socio-economic environment has eroded the conditions that supported a viable state-business alliance. This state-business alliance, which was once a solution for Hong Kong’s governance, has now become a political burden, rather than a political asset, to the post-colonial Hong Kong state. This book presents a critical re-examination of the post-1997 governance crisis in Hong Kong under the Tung Chee-hwa and Donald Tsang administrations. It shows that the state-business alliance has failed to function as an organizational machinery for supporting the post-colonial state, and has also served to generate new governance problems. Drawing upon contemporary theories on hybrid regimes and state capacity, this book looks beyond the existing opposition-centered explanations of Hong Kong’s governance crisis. By establishing the causal relationship between the failure of the state-business alliance and the governance crisis facing the post-colonial state, Brian C. H. Fong broadens our understanding of the governance problems and political confrontations in post-colonial Hong Kong. In turn, he posits that although the state-business alliance worked effectively for the colonial state in the past, it is now a major problem for the post-colonial state, and suggests that Hong Kong needs a realignment of a new governing coalition. Book excerpt: This book examines the period leading up to the Hong Kong handover in 1997 - the 'countdown of time', and by using iconic cultural symbols such as the countdown clock, the Hong Kong Museum exhibitions and cultural heritage sites, argues that China has undergone a transition to neoliberal state, in part through its reunification with Hong Kong. The problem of synchronization with the world, a Chinese phrase that epitomizes China's engagement with modern capitalism since the first Opium War, was characterized throughout the 20th century as a 'humiliation', 'weakness', 'tragedy' and 'disaster', with China in the role of the victim of capitalist globalization. During the reunification with Hong Kong, these conventional expressions were replaced by new ones such as 'de-humiliation', 'return', 'self-esteem' and 'revival'. Hai Ren gives an ethnographic and historical analysis of this cultural and political transformation of China's globalization experience by looking closely at public history practices in mainland China and Hong Kong and how the reconfiguration of everyday life and cultural norms led to the development of this neoliberal China.
