When states mount information campaigns against each other, they are trying to change the narrative. The digital platforms of the new information environment have been identified by various analysts as a significant factor in contemporary strategy and crisis management. But while social media is noisier and more chaotic than traditional media, and unprecedented in its immediacy and accessibility, has it thus far been a game changer in strategic affairs? In this Adelphi book, Sir Lawrence Freedman and Heather Williams examine the impact of state-led digital information – or disinformation – campaigns in four contexts: the India–Pakistan crisis over Kashmir in 2019; the heightened tensions between the United States and Iran following the assassination of Qasem Soleimani in 2020; China’s messaging in response to the COVID-19 pandemic from 2020–22; and the Russia–Ukraine crisis from 2013–23. While noting the meaningful consequences of digital information campaigns, in each case the authors call for a sense of perspective. Such campaigns are only one aspect of wider political struggles. They are also difficult for their initiators to control, and less likely to influence foreign audiences than domestic ones. Overall, the authors argue, there is little evidence so far to suggest such campaigns will have as much influence over contemporary crises as the classical instruments of military and economic power.

Book excerpt: On 17 July 2014, at 13.20 a Boeing 777-200 with the Malaysia Airlines nationality and registration mark 9M-MRD disappeared to the west of the TAMAK air navigation waypoint in Ukraine. The aeroplane impacted the ground in the eastern part of Ukraine, near the villages of Hrabove, Rozsypne and Petropavlivka. All 298 persons on board lost their lives. The in-flight disintegration of the aeroplane near the Ukrainian/ Russian border was the result of the detonation of a warhead. The weapon used was a 9N314M-model warhead carried on the 9M38-series of missiles, as installed on the Buk surface-to-air missile system. But was MH17 really hit by a 9N314M model war head mounted on a 9M38 series missile? Careful examination of the available facts show that the conclusion of the Dutch Safety Board (DSB) are questionable to say the least. The report is a mixture of an air crash investigation and a criminal investigation.

Book excerpt: This book examines the relationship between national identity construction and current foreign policy discourses on Russia in selected European Union member states in 2014–2018. It shows that divergent national discourses on Russia derive from the different ways in which the country was constructed in national identity. The book develops an interpretive theoretical framework and argues that policy makers’ agency can profoundly influence the contestation between different identity narratives. It includes case studies in policy areas that are of primary importance for EU–Russia relations, such as energy security (the Nord Stream 2 controversy), the Ukraine crisis and Russia’s military intervention in Syria. Focusing on EU member states that have traditionally taken different stances vis-à-vis Russia (Germany, Poland and Finland), it shows that at the peak of the Ukraine crisis national discourses converged towards a pragmatic, but critical narrative. As the Ukraine crisis subsided and new events took centre stage in foreign policy discussions (i.e. the Syrian civil war, international terrorism), long-standing and identity-based divergences partly re-emerged in the discourses of policy makers. This became particularly evident during the Nord Stream 2 controversy. Deep-rooted and different perceptions of the Russian Other in EU member states are still influential and lead to divergent national agendas for foreign policy towards Russia. This book will be of interest to students and scholars working in European and EU politics, Russian and Soviet politics, and International Relations.

Following his election, President Obama's supporters and detractors anticipated radical reform. As the first African American to serve as president, he reached the White House on a campaign promise of change. His commitment to usher in a multiracial, multiethnic, and multicultural society was fundamentally connected to opening up, but not radically altering, the existing free enterprise system. The Affordable Care Act, arguably President Obama's greatest policy achievement, was a distillation of his complex motivations for policy. More conservative than radical, the ACA fitted the expansion of health insurance into the existing system. Similarly, in foreign policy, Obama eschewed the use of force to affect regime change. Yet he kept boots on the ground in the Middle East and supported ballot-box revolts geared toward achieving in foreign countries the same principles of liberalism, free enterprise, and competition that existed in the United States. In estimating the course and impact of Obama's full political life, Kaufman makes clear that both the desire for and fear of change in the American polity affected the popular perception but not the course of action of the forty-fourth US president.
