Anti-U.S. sentiment may be prompted by perceived hostile U.S. actions, such as blocking China's bid to host the 2000 Olympics and dispatching aircraft carriers to the Taiwan Strait. Negative public sentiment in both China and the United States could lead to a further deterioration in the relationship between the two countries. To avoid further deterioration, a working mechanism should be established through which Washington can consistently engage Beijing in dialogue at the highest level.

China is the sole exception, and it is fast emerging into a global superpower that could rival, if not eclipse, the United States. What does China want, does it have a grand strategy to achieve it, and what should the United States do about it? In The Long Game, Rush Doshi draws from a rich base of Chinese primary sources, including decades worth of party documents, leaked materials, memoirs by party leaders, and a careful analysis of China's conduct to provide a history of China's grand strategy since the end of the Cold War. Taking readers behind the Party's closed doors, he uncovers Beijing's long, methodical game to displace America from its hegemonic position in both the East Asia regional and global orders through three sequential "strategies of displacement." Beginning in the 1980s, China focused for two decades on "hiding capabilities and biding time." After the 2008 Global Financial Crisis, it became more assertive regionally, following a policy of "actively accomplishing something." Finally, in the aftermath populist elections of 2016, China shifted to an even more aggressive strategy for undermining US hegemony, adopting the phrase "great changes unseen in century." After charting how China's long game has evolved, Doshi offers a comprehensive yet asymmetric plan for an effective US response. Ironically, his proposed approach takes a page from Beijing's own strategic playbook to undermine China's ambitions and strengthen American order without competing dollar-for-dollar, ship-for-ship, or loan-for-loan.

Rosemary Foot goes on to examine the relationship after normalization, a period when the United States has come to view China as less of a challenge but still resistant to certain of the norms of the current international order. The book begins by examining US efforts to build, and then maintain an international and domestic consensus behind its China policy. It then looks at changing US perceptions of the capabilities of the Chinese state. It shows how American positions on Chinese representation at the UN and on the trade embargo were subtly eroded, not least by changes in US domestic public opinion. The author argues that previous explantions of American relations with China have dwelt too single-mindedly on ideas associated with the strategic triangle and that instead we need to embed our understanding of the evolution of American relations with China within a wider structure of relationships at the global and domestic level. Blackwill, Henry A. Kissinger senior fellow at the Council on Foreign Relations (CFR), and Kurt M. Campbell, the Asia Group's chairman and chief executive officer, in a new Council Special Report. "Economic growth and nationalism have for decades been the two founts of legitimacy for the Communist Party, and as the former wanes, [Chinese leader Xi Jinping] will likely rely increasingly on the latter." Xi's "dominance of the decision-making process [has] made him a powerful but potentially exposed leader," the authors note. To protect his position, Xi will "most probably stimulate and intensify Chinese nationalism—long a pillar of the state's legitimacy—to compensate for the political harm of a slower economy, to distract the public, to halt rivals who might use nationalist criticisms against him, and to burnish his own image." The report—Xi Jinping on the Global Stage: Chinese Foreign Policy Under a Powerful but Exposed Leader—notes that China's economy, which had expanded at an annual rate of 10 percent for three decades, is entering a new era of considerably slower growth. To strengthen his position at home, Xi "will probably intensify his personality cult, crack down even harder on dissent, and grow bolder in using the anticorruption campaign against elites who oppose him." Internationally, Xi "may provoke disputes with neighbors, use increasingly strident rhetoric in defense of China's national interests, and take a tougher line in relations with the United States and its allies to shift public focus away from economic troubles." To deal with Xi's more assertive foreign and defense policies, the authors call for a new American grand strategy for Asia that "seeks to avoid a U.S.-China confrontation and maintain U.S. primacy in Asia." The authors, both former senior government officials with extensive experience in the region, recommend passing the Trans-Pacific Partnership—an Asia-centered trade deal with countries that represent approximately 40 percent of the global economy—lifting constraints on U.S. exports of oil to Asian allies, and maintaining a commitment to deploy at least 60 percent of the U.S. Navy and Air Force in the Asia Pacific. They identify the U.S. pivot or rebalance to Asia as "the indispensable ingredient in a successful U.S. policy to participate and project strength more consequentially in the region and to deal with Chinese power and influence under Xi Jinping."

Book excerpt: While American images of China have been characterized by a fluctuating love/hate relationship, many educated urban Chinese youths also retained ambivalent feelings toward the United States in the early decades of the 20th century. The years between the end of the Second World War and the outbreak of the Korean War represented a significant period in Sino-American relations. This study places the shifting perceptions of the United States among an important political group—young, volatile, and politically active urban Chinese—into historical perspective through the examination of the origin, development, and eruption of their anti-American sentiment. These feelings would prove to be a liability to the Chinese Nationalist cause and would ultimately assist in easing the way of the Communists into urban China. In the immediate post-World War II period, American influence and presence in China reached an unprecedented peak. However, American political, military, and economic activities largely failed to generate Chinese good will; instead, such actions produced political antipathy toward the United States. The sojourn of American GIs in urban China, for example, would serve as a critical factor in arousing nationalist fervor. The Chinese Communist Party would capitalize on this groundswell and push it to the foreground during open hostilities with the United States after the outbreak of the Korean War.

Considering the country's violent political history, unprecedented economic rise, and growing military capabilities, China has become America's strongest market competitor and arguably the most challenging global threat to the United States. Nevertheless, a full consideration of American opinion proves the opposite to be true. Carefully analyzing all available polls and surveys, Benjamin I. Page and Tao Xie find most Americans favor peaceful engagement with China. The public view has been surprisingly coherent and consistent, changing only in response to major events and new information. While a majority of Americans are not happy that China's economy is projected to become as large as that of the United States, they are prepared to live with it. "Unfair" Chinese trade practices and their impact on American jobs and wages are a concern, along with the quality and safety of Chinese-made goods. However, Americans favor free trade with China, provided it is tempered with environmental and workplace protections. They also believe that the United States should "balance" Chinese power through alliances with neighboring countries, such as Japan. Yet they oppose military action to defend Taiwan. Page and Xie examine these opinions in relation to facts about China and in light of current U.S. debates on diplomacy and policy.
