Excerpt: "It was pointed out by Charles Dickens in Little Dorrit, which remains the most accurate and penetrating study of the genteel littleness of our class governments in the English language, that whenever an abuse becomes oppressive enough to persuade our party parliamentarians that something must be done, they immediately set to work to face the situation and discover How Not To Do It. Since Dickens's day the exposures effected by the Socialists have so shattered the self-satisfaction of modern commercial civilization that it is no longer difficult to convince our governments that something must be done, even to the extent of attempts at a reconstruction of civilization on a thoroughly uncommercial basis. Consequently, the first part of the process described by Dickens: that in which the reformers were snubbed by front bench demonstrations that the administrative departments were consuming miles of red tape in the correctest forms of activity, and that everything was for the best in the best of all possible worlds, is out of fashion; and we are in that other phase, familiarized by the history of the French Revolution, in which the primary assumption is that the country is in danger, and that the first duty of all parties, politicians, and governments is to save it. But as the effect of this is to give governments a great many more things to do, it also gives a powerful stimulus to the art of How Not To Do Them: that is to say, the art of contriving methods of reform which will leave matters exactly as they are."

If our silly censorship would permit its performance, it might possibly help to set right-side-up the perverted conscience and re-invigorate the starved self-respect of our considerable class of loose-lived playgoers whose point of honor is to deride all official and conventional sermons. As it is, it only gives me an opportunity of telling the story of the Select Committee of both Houses of Parliament which sat last year to enquire into the working of the censorship, against which it was alleged by myself and others that as its imbecility and mischievousncss could not be fully illustrated within the limits of decorum imposed on the press, it could only be dealt with by a parliamentary body subject to no such limits. A Readable Bluebook Few books of the year 1909 can have been cheaper and more entertaining than the report of this Committee. Its full title is Report from the Joint Select Committee Of the House of Lords and the House of Commons on the Stage Plays (Censorship) together with the Proceedings of the Committee, Minutes of Evidence, and Appendices. Set in America’s Wild West and aptly subtitled ‘A Sermon in Crude Melodrama’, this single-act play concerns the conversion of a horse thief desperate to ‘keep the devil’ in him and die game. Published in 1909, it brought Shaw into conflict with the Lord Chamberlain of England, who banned it on the grounds of alleged blasphemy, and it was twelve years before the play was performed in a London theatre. In an interview Shaw commented, ‘I am sorry that Fanny’s First Play has destroyed the cherished legend that I am an unpopular playwright ... for the first time I have allowed a play of mine to run itself to death ... And the worst of it is it will not die.’ First performed in 1911, the play is a delightful farce in which Shaw debates some of his favourite subjects: middle-class morality, marriage, parents and children and women’s rights. And, deliberately concealing his authorship, Shaw took the opportunity to satirize contemporary drama critics who, he claimed, ‘do not know dramatic chalk from dramatic cheese when it is no longer labelled for them.’

Stage productions, however, escaped official censorship. The theater became a "public space"—a place to air cultural confrontations between Church and State, individual and community, and "freedom of the theatre" versus the audience’s right to disagree. Joan FitzPatrick Dean’s Riot and Great Anger suggests that while there was no state censorship in early-twentieth-century Ireland, the theater often evoked heated responses from theatergoers, sometimes resulting in riots and the public denunciation of playwrights and artists. Dean examines the plays that provoked these controversies, the degree to which they were "censored" by the audience or actors, and the range of responses from both the press and the courts. She addresses familiar pieces such as those of William Butler Yeats, John Millington Synge, and Sean O’Casey, as well as the works of less known playwrights such as George Birmingham. Dean’s original research meticulously analyzes Ireland’s great theatrical tradition, both on the stage and off, concluding that the public responses to these controversial productions reveal a country that, at century’s end as at its beginning, was pluralistic, heterogeneous, and complex.

Book excerpt: Censorship and all it implies in terms both of our historical understanding and of issues of enormous moment in contemporary life defies brief definition because it is an idea that always engages our prejudices, penetrates to the dim regions where our manners and mores take form, and shapes our attitude to the rule law, while at the same time the responses it evokes, whether pernicious or benevolent, depend upon the actualities of the historical moment. Censorship is fascinating because its theory demands some decision on its practice whenever there is an intellectual or political crisis; it is a measure of individual rationality and liberalism. History, which has accelerated so powerfully in recent decades, has diffused our attention, and we tend to overlook the most urgent of the threats to ourselves from ourselves. Censorship is one of the gauges of civilization, and it has always aroused men's most passionate and partisan feelings. The issues involved exploded into the modern world with John Milton's Areopagitica in 1644, and have become ever more pressing as our world has grown smaller and smaller. This anthology is therefore of urgent relevance to our own lives and times. Milton's thesis rests upon the issue of religious belief, and it introduces the book's first part, "Censorship and Belief." With "Censorship and Fact," the book moves to the conflict of the interests of science and freedom of speech with those of the state. In "Censorship and the Imagination," the issue turns on the question of what art is and how it functions in society. And, finally, comes "Self-Censorship," with Dostoievsky and Freud opening up that modern vista where neurosis and politics meet. John McCormick was for five years Professor of American Studies in the Free University, Berlin, and is at present Professor emeritus of Comparative Literature at Rutgers University. He is also a Honorary Fellow of English and Literature at the University of York. Mairi MacInnes was educated in England and has published a novel and a book of verse there and poems in British and American magazines.
