Book excerpt: Since the end of the World War II, nation states have formed regions to give them some protection from the processes of globalization and internationalization. Against this background, the contributors consider the position of China in the processes of regional competitive interdependency. This book offers analysis at three levels: internal, regional, and global. Chapters consider China’s position in regional post-socialist associations such as the BRICS, the Shanghai Cooperation Organization (SCO), the Eurasian Economic Union (EEU), the Silk Road Economic Belt and the ‘One Belt, One Road’ (OBOR). Contributors discuss how membership in these regional bodies is likely to enhance China’s economic power, strategic position, and political importance. A major theme addressed is whether these new powers will become complementary to the American-led economic core countries or evolve as countervailing powers. Contributors suggest that linkages favored by China’s regional associations are more ‘network’ based and informal in character. They are more in keeping with regionalization rather than regional blocs such as the European Union, which have ‘locked in’ members to market-driven institutions. Thus, these new developments move away from a neo-liberal market perspective and satisfy the needs of members to retain their economic and political sovereignty. This book considers whether these new regional blocs led by China will perform a ‘transformative’ process for the international order or become an alternative—supplementary to, but not replacing, the existing institutions of the North. An important topic is the relationship of Russia and China to the Central Asian countries of the former USSR and the interaction between the Russia-led Eurasian Economic Union and the Chinese initiative of the Silk Road Economic Belt. There is potential for the evolution of an alliance between China and Russia against the neo-liberal order led by the USA. Concurrently, they bring out possible the tensions between Russia’s and China’s conflicting interests over influence in Central Asia. Reactions to China’s rise include the Trump administration’s movement from a multilateral to a bi-lateral trade policy and the threat of discriminatory tariffs for China. The contributors seek to promote a better appreciation of China’s role in regional associations, and the implications of contemporary developments in economic, geo-political, and international political affairs in the 21st century.

The volume compares the national worldviews, priorities, and strategic visions for the Chinese and Russian leadership, examining several aspects of the relationship in detail. The energy trade is the most important component of economic ties, although both sides desire to broaden trade and investments. In the military realm, Russia sells advanced arms to China, and the two countries engage in regular joint exercises. Diplomatically, these two Eurasian powers take similar approaches to conflicts in Ukraine and Syria, and also cooperate on non-traditional security issues including preventing coloured revolutions, cyber management, and terrorism. These issue areas illustrate four themes. Russia and China have common interests that cement their partnership, including security, protecting authoritarian institutions, and re-shaping aspects of the global order. They are key players not only influencing regional issues, but also international norms and institutions. The Sino-Russian partnership presents a potential counterbalance to the United States and democratic nations in shaping the contemporary and emerging geopolitical landscape. Nevertheless, the West is still an important partner for China and Russia. Both seek better relations with the West, but on the basis of 'mutual respect' and 'equality'. Lastly, Russia and China have frictions in their relationship, and not all of their interests overlap. The Sino-Russian relationship has gained considerable momentum, particularly since 2014 as Moscow turned to Beijing attempting to offset tensions with the West in the aftermath of Russia's annexation of Crimea and intervention in Ukraine. However, so far, China and Russia describe their relationship as a comprehensive 'strategic partnership', but they are not 'allies'.

Since the founding of the People’s Republic, Chinese Communist Party leaders have sought to increase state capacity and exercise more effective control over their western frontier through a series of state-building initiatives. Although these initiatives have always incorporated an international component, the collapse of the USSR, increasing globalization, and the party’s professed concerns about terrorism, separatism, and extremism have led to a region-building project in Eurasia. Garcia traces how domestic elite-led narratives about security and development generate state-building initiatives, and then region-building projects. He also assesses how region-building projects are promoted through narratives of the historicity of China’s engagement in Eurasia, the promotion of norms of non-interference, and appeals to mutual development. Finally, he traces the construction of regions through formal and informal institutions as well as integrative infrastructure. By presenting three phases of Chinese domestic state-building and region-building from 1988-present, Garcia shows how region-building projects have enabled China to increase state capacity, control, and development in its western frontier. Recommended for scholars of China’s international relations and development policy.
