Book excerpt: Recurrent problems with project performance in the U.S. Department of Energy (DOE) in the 1990s raised questions in Congress about the practices and processes used by the department to manage projects. The 105th Committee of Conference on Energy and Water Resources directed DOE to investigate establishing a project review process. Many of the findings and recommendations in this series of reports identified the need for improved planning in the early project stages (front-end planning) to get the project off to the right start, and the continuous monitoring of projects by senior management to make sure the project stays on course. These reports also stressed the need for DOE to act as an owner, not a contractor, and to train its personnel to function not as traditional project managers but as knowledgeable owner's representatives in dealing with projects and contractors. The NRC Committee for Oversight and Assessment of Department of Energy Project Management determined that it would be helpful for DOE to sponsor a forum in which representatives from DOE and from leading corporations with large, successful construction programs would discuss how the owner's role is conducted in government and in industry. In so doing, the committee does not claim that all industrial firms are better at project management than the DOE. Far from it-the case studies represented at this forum were selected specifically because these firms were perceived by the committee to be exemplars of the very best practices in project management. Nor is it implied that reaching this level is easy; the industry speakers themselves show that excellence in project management is difficult to achieve and perhaps even more difficult to maintain. Nevertheless, they have been successful in doing so, through constant attention by senior management.

This assessment applies the IMF Public Investment Management Assessment (PIMA) framework, including the Climate-PIMA module. It finds that there have been improvements in Kosovo’s public investment management institutions since the original 2015 PIMA assessment—but the design of these institutions is stronger than their effectiveness in practice. Continued reforms are needed to strengthen the project appraisal process, improve the pace of project implementation, and increase central support for major projects. Like most other countries, Kosovo is at an early stage of incorporating climate aspects into public investment management. Strengthening the alignment between climate goals and sectoral infrastructure planning and delivery will be needed to ensure that infrastructure investments are resilient and assist Kosovo in meeting is climate objectives.

In Chapter Four he takes up the same issues associated with capital budgeting but in a global context, and in Chapter Five, the determination of political risk and its use in capital budgeting internationally. Chapter Six compares the techniques of leasing versus purchasing and their reliance on capital budgeting techniques. In Chapter Seven he turns to the techniques of capital budgeting applied to social projects, and ends the book with an examination of the behavior and cognitive implications of wealth measurement and distribution. This is a useful survey and examination of the traditional and advanced techniques of capital budgeting and their applications in domestic and international contexts.

Book excerpt: This Technical Assistance report on Ukraine highlights that Ukraine currently has an efficiency gap of around 32 percent, which ranks it below average amongst emerging market countries and other comparators. Persistent under-investment, the currently high stock of debt, and ongoing institutional weaknesses, coupled with effects of the conflict in the East could see this gap continuing to grow, absent concerted efforts to reverse recent trends. The report also analyses that government policy on fiscal decentralization, articulated in the government’s 2014 coalition agreement, has the potential to significantly impact on the allocation of public investment. The institutional framework is weak in all areas. It is in terms of effectiveness of the institutions that the Ukrainian public investment management system really falls short. Twelve institutions are ranked as ineffective while a further two are moderately effective, with only one institution scoring a high rank in this category. While the picture looks bleak, some recent initiatives may bring about significant improvements.

Book excerpt: This paper discusses results of a technical assistance report prepared to evaluate the quality of Armenia’s public investment institutions in the planning, budgeting, and implementation stages of public investment management. Significant gaps exist in the efficiency of public investments, both in terms of physical outputs and quality. The report also highlights that in a context of limited fiscal space, the scaling up of public investments will require the prioritization of efforts to introduce reforms in the following areas in need of urgent action. The recommendations in this report prioritize the eight actions at the key stages of the project cycle and for the Ministry of Finance’s capacity development. Recommendation is also made to establish a constraint on in-year changes in project implementation plans and complete the transformation of the Audit Chamber from the Control Chamber. Armenia is expected to have a more robust audit function when the provisions in the new Law on the ‘Audit Chamber’ are fully implemented.
