Book The Second International Conference on Indochinese Refugees

Download or read book The Second International Conference on Indochinese Refugees written by and published by . This book was released on 1989 with total page 52 pages. Available in PDF, EPUB and Kindle. Book excerpt: This paper contains four distinct parts relating to the preparation for the Second International Conference on Indo-Chinese Refugees held in Geneva in June 1989. The Introduction presents the developments which led up to the decision to convene the Conference, beginning with the foreign ministers meeting of the Association of South-East Asian Nations (ASEAN) in Bangkok in 1988 and a Preparatory Conference in Kuala Lumpur in March 1989. It was during this latter meeting that a draft proposal for a Comprehensive Plan of Action for achieving durable solutions to the region's refugee problem was approved. The second section describes the refugee situation in South East Asia and the 1979 Geneva Meeting designed to establish the basic framework for responding to the exodus of refugees in the region. The breakdown of the system for handling the situation and the lack of a workable range of humane alternatives led, according to the report, to ASEAN's appeal. The third brief section describes the various conferences held and the preparation for the Comprehensive Plan of Action. The fourth section is the Plan itself, which includes a broad framework for attacking the root causes of mass exodus while more firmly establishing international responsibility. The Plan has four major areas: it moves towards a de-coupling of the provision of first asylum from a prerequisite by countries outside the region to large-scale resettlement of Vietnamese; it seeks more regular relationships with Viet Nam regarding departure and return; movements of people out of Viet Nam and Laos are to be handled in a humanitarian manner; the Plan suggests the possibility of alternatives to voluntary return of those who do not meet the criteria for consideration as refugees.

Book Towards Humane and Durable Solutions to the Indochinese Refugee Problem Statement of 160 Indochinese Organizations in North America and Europe to the International Conference on Indochinese Refugees Geneva 13 14 June 1989

Download or read book Towards Humane and Durable Solutions to the Indochinese Refugee Problem Statement of 160 Indochinese Organizations in North America and Europe to the International Conference on Indochinese Refugees Geneva 13 14 June 1989 written by Advocacy Planning Task Force and published by . This book was released on 1989 with total page 25 pages. Available in PDF, EPUB and Kindle. Book excerpt: This statement, prepared for the International Conference on Indo-Chinese Refugees by the Advocacy Planning Task Force, an ad hoc group of Indo-Chinese-American community leaders based in the Washington DC area, and endorsed by 145 Indo-Chinese organizations in the United States, Canada and Europe, expresses the concern of the overseas Indo-Chinese community about the present treatment of asylum seekers from the Indo-Chinese region. The statement also reflects their concern regarding measures proposed at the International Conference. In the first part of the statement, the authors recommend, in particular, that any international arrangements and practices being worked out for Vietnamese should apply equally to asylum seekers from Laos and Kampuchea, and that Kampucheans should be given the status of refugees rather than 'displaced persons' as in the past. Section II is a 'Call to Action' to ensure safe refuge, genuine protection and timely resettlement for all Indo-Chinese asylum seekers. The third and final section offers specific recommendations regarding the implementation of elements contained in the Comprehensive Plan of Action adopted by the Conference. These elements consist of screening, orderly departure programmes, repatriation, resettlement and oversight and enforcement mechanisms.

Book Indochinese Refugees

Book excerpt: This June issue deals with Indochinese refugees and the questions which were to be discussed at the International Conference on Indochinese refugees later that month. The agenda included the preservation of first asylum, the legitimacy of deterrence measures, the implementation of eligibility or screening measures, and resettlement as a durable solution. The way in which these questions were treated at the conference would have an impact on refugee issues in other parts of the world. A draft Comprehensive Action Plan, endorsed by 29 governments, was to be presented at the June conference. The plan represented a package in which first asylum was guaranteed in exchange for Vietnamese promises to deter clandestine departures and to accept those not found to be refugees; resettlement countries agreed to expand their quotas. The article provides an overview of the rapid changes in the Indochinese refugee situation and a description of church initiatives in the region. Refugee arrivals from Vietnam have not decreased in spite of the cut-off date of 14 March. In Thailand, Vietnamese refugees are placed in a new camp and have been denied resettlement opportunities. In Hong Kong Vietnamese refugees are kept in prison-like camps and are subject to very long screening procedures; Malaysia has threatened to close Pulau Bidong refugee camp in an effort to stem the flow. Thailand is the only country which provides temporary asylum for Kampucheans and Laotians, and is attempting to reduce the number of refugees. Khao I Dang camp will become a Voluntary Repatriation Training Centre and the 13,000 Kampucheans under UNHCR protection are now being interviewed for repatriation. The Thai government considers the presence of minority ethnic groups from Myanmar as temporary and does not wish to invite UNHCR to assist these refugees. The article concludes by summarising the activities of Hong Kong Christian Aid to Refugees.

Book excerpt: This ground-breaking volume brings the refugee issue out of the narrow confines of refugee law into the centre of international law and international relations. It reviews the concept of the refugee and the international protection of refugees from the unconventional angle of the prospects and limitations of multilateralism in the post Cold War era. This approach - taking conflict prevention and resolution as its point of departure - ensures that Broadening the Edges: Refugee Definition and International Protection Revisited is not only novel, but comprehensive and practical as well. It is comprehensive because it offers a review of state practice within the United Nations and regional contexts, as well as a review of the practice of the United Nations inter-agency system. It is practical because it is based on the personal experience of its author, not on theoretical models. The broadening concept of security, affecting the attitudes of states towards refugees, is the underlying theme of the book. As a result, the contemporary preoccupation with how best to provide international protection to all those in need of it is reviewed from a number of relevant perspectives - including that of peacekeeping, sanctions, and coordination and competence within the United Nations. Pirkko Kourula worked for some twelve years in UNHCR in Asia, Europe and the USA, and was Deputy Director of UNHCR Liaison Office at United Nations Headquarters in New York from 1991 to 1996. She was also Director for Humanitarian Assistance and Food Aid at FINNIDA, the Finnish International Development Agency, Ministry of Foreign Affairs.

Book excerpt: Robert Ferrell Book Prize Honorable Mention 2021, Society for Historians of American Foreign Relations Book Award for Outstanding Achievement in History Honorable Mention 2022, Association for Asian American Studies After the US war in Vietnam, close to 800,000 Vietnamese left the country by boat, survived, and sought refuge throughout Southeast Asia and the Pacific. This is the story of what happened in the camps. In Camps raises key questions that remain all too relevant today: Who is a refugee? Who determines this status? And how does it change over time? From Guam to Malaysia and the Philippines to Hong Kong, In Camps is the first major work on Vietnamese refugee policy to pay close attention to host territories and to explore Vietnamese activism in the camps and the diaspora. This book explains how Vietnamese were transformed from de facto refugees to individual asylum seekers to repatriates. Ambitiously covering people on the ground—local governments, teachers, and corrections officers—as well as powerful players such as the UN High Commissioner for Refugees and the US government, Jana Lipman shows that the local politics of first asylum sites often drove international refugee policy. Unsettling most accounts of Southeast Asian migration to the US, In Camps instead emphasizes the contingencies inherent in refugee policy and experiences.

This book was released on 2022-02-16 with total page 534 pages. Available in PDF, EPUB and Kindle. Book excerpt: People in danger have received protection in communities beyond their own from the earliest times of recorded history. The causes — war, conflict, violence, persecution, natural disasters, and climate change — are as familiar to readers of the news as to students of the past. It is 70 years since nations in the wake of World War II drew up the landmark 1951 Convention relating to the Status of Refugees. People Forced to Flee marks this milestone. It is the latest in a long line of publications, stretching back to 1993, that were previously entitled The State of the World's Refugees. The book traces the historic path that led to the 1951 Convention, showing how history was made, by taking the centuries-old ideals of safety and solutions for refugees, to global practice. It maps its progress during which international protection has reached a much broader group of people than initially envisaged. It examines international responses to forced displacement within borders as well as beyond them, and the protection principles that apply to both. It reviews where they have been used with consistency and success, and where they have not. At times, the strength and resolve of the international community seems strong, yet solutions and meaningful solidarity are often elusive. Taking stock today - at this important anniversary – is all the more crucial as the world faces increasing forced displacement. Most is experienced in low- and middle-income countries and persists for generations. People forced to flee face barriers to improving their lives, contributing to the communities in which they live and realizing solutions. Everywhere, an effective response depends on the commitment to international cooperation set down in the 1951 Convention: a vision often compromised by efforts to minimize responsibilities. There is growing recognition that doing better is a global imperative. Humanitarian and development action has the potential to be transformational, especially when grounded in the local context. People Forced to Flee examines how and where increased development investments in education, health and economic inclusion are helping to improve socioeconomic opportunities both for forcibly displaced persons and their hosts. In 2018, the international community reached a Global Compact on Refugees for more equitable and sustainable responses. It is receiving deeper support. People Forced to Flee looks at whether that is enough for what could – and should – help define the next 70 years.

Book excerpt: For half a century (ever since the Japanese invasion of 1942), much of Southeast Asia has been racked by war. In the last 20 years alone, some three million people fled their homes in Vietnam, Laos and Cambodia. This book is their story. It is also the story of the international community's response. Spearheading this was the United Nations agency responsible, UNHCR. It pioneered innovations like the Orderly Departure Programme, anti-piracy and rescue-at-sea efforts, and later on, ambitious reintegration projects for returnees. Today the camps in Southeast Asia are closed. Half a million people have returned home. Over two million have started new lives in the United States, Canada, Australia and France. This compelling book is the history of this modern exodus. It also takes stock and poses important questions. How did the flight of refugees and international response evolve? How do we measure the achievements and the failures of that international effort? What has been the legacy in Asia itself? And what lessons can be drawn for use in other refugee situations around the world?
