Key thinkers including Foucault, Baudrillard and Lyotard have challenged existing ideas about power and rationality in society. Book The Oxford Handbook of Local and Regional Democracy in Europe

Download or read book The Oxford Handbook of Local and Regional Democracy in Europe written by John Loughlin and published by OUP Oxford. This book was released on 2012-11-08 with total page 812 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Oxford Handbook of Local and Regional Democracy in Europe analyses the state of play of democracy at the subnational level in the 27 member states of the EU plus Norway and Switzerland. It places subnational democracy in the context of the distinctive Anglo, the French, the German and Scandinavian state traditions in Europe asking to what extent these are still relevant today. The Handbook adapts Lijphart's theory of democracy and applies it to the subnational levels in all the country chapters. A key theoretical issue is whether subnational (regional and local) democracy is derived from national democracy or whether it is legitimate in its own right. Besides these theoretical concerns it focuses on the practice of democracy: the roles of political parties and interest groups and also how subnational political institutions relate to the ordinary citizen. This can take the form of local referendums or other mechanisms of participation. The Handbook reveals a wide variety of practices across Europe in this regard. Local financial systems also reveal a great variety. Finally, each chapter examines the challenges facing subnational democracy but also the opportunities available to them to enhance their democratic systems. Among the challenges identified are: Europeanization, globalization, but also citizens disaffection and switch-off from politics. Some countries have confronted these challenges more successfully than others but all countries face them. An important aspect of the Handbook is the inclusion of all the countries of East and Central Europe plus Cyprus and Malta, who joined the EU in 2004 and 2007. This is the first time they have been examined alongside the countries of Western Europe from the angle of subnational democracy.

Book excerpt: 'Structural reform has been one of the most important, and yet one of the most neglected, aspects of modern local government. This book represents the first attempt, since the early seventies, at providing a comprehensive account of both the theory and practice of structural reform in local government in developed countries. Using recent policy experience from seven different countries, the authors present seminal theoretical perspectives on structural reforms in local governance and the policy implications deriving from them. Written by well-known scholars of local government from around the world, this volume is a "must-read" for all academics, practitioners, students and policymakers.' - Giorgio Brosio, University of Turin, Italy

Book Perspectives on Management Capacity Building

Download or read book Perspectives on Management Capacity Building written by Beth W. Honadle and published by State University of New York Press. This book was released on 1986-01-15 with total page 374 pages. Available in PDF, EPUB and Kindle. Book excerpt: Perspectives on Management Capacity Building provides a lively spectrum of views on the problems and prospects of improving the management and performance of municipal governments in the United States. Leading specialists in public administration probe the management needs of local governments and explore ways in which they can improve their capacity to manage. Today, state and local governments are caught in the transition between the expansionism of the post-World War II years and the retrenchment era of the late seventies and eighties. Improved management capacity has emerged as the most effective way for local governments to ride out the economic and political pressures confronting them. This book first investigates the meaning of the term "management capacity." It then considers how management needs have changed in the post-war period and how these needs vary among large cities, suburbs, and rural communities. Two of the contributions explore the organizational politics of management improvement while others look at the functional areas of computers and financial management. The book also addresses human resource problems such as labor relations, management development, and training of municipal legislators, and concludes with several viewpoints on federal efforts to improve local management capacity.

Book Control and Power in Central local Government Relations

Download or read book Control and Power in Central local Government Relations written by R.A.W. Rhodes and published by Routledge. This book was released on 2018-12-17 with total page 214 pages. Available in PDF, EPUB and Kindle. Book excerpt: Published in 1999. Originally published in 1981, Control and Power in Central-Local Government Relations set out to provide a re-interpretation of central-local relations in Britain. The book reviewed the (then) existing literature; redefined the subject of intergovernmental relations (IGR); and developed a theory linking IGR to broader issues in the study of British Government. It rapidly became a classic in the study of local government. The link to broader issues what achieved through the power-dependence model and the focus on policy communities. The book underpinned the vast growth in the study of policy networks in British government. This revised edition includes four new chapters, two of which have been specially written. The new Preface traces the fortunes of the power-dependence model, commenting on and updating the individual chapters. A new part II continues the story. It contains a 1986 essay reviewing criticism of the original model (chapter 6); a 1992 article discussing unresolved issues in the study of policy networks (chapter 7); and a new chapter assessing where we are now in the study of networks. It argues, provocatively, for an ethnographic focus on traditions and narratives; on how individuals construct networks. The book remains essential reading for all students and academics concerned with the study of IGR and policy networks.
