Book excerpt: This publication offers a brief description of Spain's vocational training system and its radical overhaul since the early 1990s in an effort to adjust to the new economic and social context in Europe. Particular attention is paid to these three subsystems: (1) regulated vocational training that reflects the impact of reforms introduced by the General Law on the Education System of 1990; (2) occupational training for the unemployed; and (3) continuing training for those in employment following the recent signature of the third national and tripartite agreements. Other aspects, such as funding, the training of teachers and trainers, and the career information and guidance system are also covered. Book Vocational Training in Spain

Download or read book Vocational Training in Spain written by Cándido Genovard and published by Berlin : European Centre for the Development of Vocational Training. This book was released on 1987 with total page 166 pages. Available in PDF, EPUB and Kindle. Book excerpt: Vocational training in Spain suffers from a fundamental initial disadvantage, namely the subsidiary position that it occupies in the general structure of the country's educational system. The situation has been aggravated by the sector's relative neglect by the government, which has been forced to concentrate its efforts on secondary and university education as a result of the rapid population growth that occurred throughout the 1970s. The remainder of society is also rather uninterested in vocational training and views it primarily as the educational option for those who do not successfully complete their elementary education. The general attitude from industry is that vocational education does not provide adequate preparation for today's jobs and that its content is not geared toward meeting industry's needs. More than once, the government has recognized the need for closer cooperation with the employment sector in planning course content and developing occupational profiles to guide vocational training. In general, however, the lack of labor planning and clear employment forecasts have allowed vocational education to continue concentrating on sectors of the job market that are currently saturated and to give inadequate attention to sectors that are currently expanding or of vital importance to the economy. As in academic education, theory is given preeminence over practice in vocational training. The lack of teaching resources appropriate to preparation for the contemporary world of work is another of the problems inherent in the vocational education system. Closer links between vocational education and industry are difficult to establish since the formal vocational training system begins at age 14, which is two years before youth can legally hold jobs. A map of Europe and two diagrams are provided in color; tables, figures, and a bibliography are also included. (MN)

Available in PDF, EPUB and Kindle. Book excerpt: Recent reforms affecting every aspect of Spain's educational system are reviewed in this report. The first part presents the observations of three educators from other European countries ("The Examiners' Report"). Part 2 is a "Record of the Review Meeting" held in Paris in December of 1985 10 months after the examiners' visit to Spain. Questions of the examiners and other attendees are addressed to the Spanish delegation (of 10 members) and partly based on the "Summary of the Background Report." The latter forms part 3 of this document, a publication of the Center for Educational Research and Documentation, Madrid (1985). The Review Meeting Report includes a brief by the Spanish Minister of Education and Science on legislative and other educational reforms underway in Spain. Subsequent discussion deals with many concerns. Questions of determining priorities are raised between capital expenditure and teacher training, both preservice and inservice. While decentralization is desirable, caution must be exercised to avoid inequalities of resources and educational opportunities between various regions. The quality of education and the reduction of the high dropout rate is the overriding concern of the reforms at the lower secondary level. At the upper secondary level the report criticizes the out-of-date curriculum for upper-ability students and low esteem and lack of resources for vocational students. The advantages of a comprehensive education and training system are discussed. Of major concern are the effects of rapid enrollment increases at teaching training institutions and the high drop-out rate in the initial years of study for prospective teachers. Ways and means of increasing the graduation success rate while enhancing the universities' research role are considered. (KWL)

Book Vocational Education and Training in Times of Economic Crisis

Download or read book Vocational Education and Training in Times of Economic Crisis written by Matthias Pilz and published by Springer. This book was released on 2016-12-20 with total page 490 pages. Available in PDF, EPUB and Kindle. Book excerpt: This book brings together a broad range of approaches and methodologies relevant to international comparative vocational education and training (VET). Revealing how youth in transition is affected by economic crises, it provides essential insights into the strengths and weaknesses of the various systems and prospects of VET in contexts ranging from North America to Europe, (e.g. Spain, Germany or the UK) to Asia (such as China, Thailand and India). Though each country examined in this volume is affected by the economic crisis in a different way, the effects are especially apparent for the young generation. In many countries the youth unemployment rate is still very high and the job perspectives for young people are often limited at best. The contributions in this volume demonstrate that VET alone cannot solve these problems, but can be used to support a smooth transition from school to work. If the quality of VET is high and the status and job expectations are good, VET can help to fill the skills gap, especially at the intermediate skill level. Furthermore, VET can also offer a realistic alternative to the university track for young people in many countries.

Book Competence based Vocational and Professional Education

Download or read book Competence based Vocational and Professional Education written by Martin Mulder and published by Springer. This book was released on 2016-09-08 with total page 1142 pages. Available in PDF, EPUB and Kindle. Book excerpt: This book presents a comprehensive overview of extant literature on competence-based vocational and professional education since the introduction of the competence concept in the 1950s. To structure the fi eld, the book distinguishes between three approaches to defi ning competence, based on 1.functional behaviourism, 2. integrated occupationalism, and 3. situated professionalism. It also distinguishes between two ways of operationalizing competence: 1. behaviour-oriented generic, and 2. task-oriented specifi c competence. Lastly, it identifi es three kinds of competencies, related to: 1. specific activities, 2. known jobs, and 3. the unknown future. Competence for the unknown future must receive more attention, as our world is rapidly evolving and there are many ‘glocal’ challenges which call for innovation and a profound transformation of policies and practices. Th e book presents a range of diff erent approaches to competence-based education, and demonstrates that competencebased education is a worldwide innovation, which is institutionalized in various ways. It presents the major theories and policies, specifi c components of educational systems, such as recognition, accreditation, modelling and assessment, and developments in discipline-oriented and transversal competence domains. Th e book concludes by synthesizing the diff erent perspectives with the intention to contribute to further improving vocational and professional education policy and practice. Joao Santos, Deputy Head of Unit C5, Vocational Training and Adult Education, Directorate General for Employment, Social Aff airs and Inclusion, European Commission: “This comprehensive work on competence-based education led by Martin Mulder, provides an excellent and timely contribution to the current debate on a New Skills Agenda for Europe, and the challenge of bridging the employment and education and training worlds closer together. Th is book will infl uence our work aimed at improving the relevance of vocational education to support initial and continuing vocational education and training policy and practice aimed at strengthening the key competencies for the 21st century.” Prof. Dr. Reinhold Weiss, Deputy President and Head of the Research, Federal Institute for Vocational Education and Training (BIBB), Bonn, Germany: “This book illustrates that the idea and concept of competence is not only a buzzword in educational debates but key to innovative pedagogical thinking as well as educational practice.” Prof. Dr. Johanna Lasonen, College of Education, University of South Florida, Tampa, USA: "Competence-based Vocational and Professional Education is one of the most important multi-disciplinary book in education and training. Th is path-breaking book off ers a timely, rich and global perspective on the fi eld. Th e book is a good resource for practitioners, policymakers and researchers."

Book Internationalization in Vocational Education and Training

Download or read book Internationalization in Vocational Education and Training written by Ly Thi Tran and published by Springer. This book was released on 2017-01-11 with total page 255 pages. Available in PDF, EPUB and Kindle. Book excerpt: This edited book addresses a range of aspects of internationalization in vocational education and training (VET) in different countries. It considers the impact of internationalization and student mobility on VET at the sectoral, institutional and individual levels as the sector emerges as a key tool for social and structural change in developing nations and as a flexible and entrepreneurial means of growth in developed nations. The book explores not only the effects of the neo-liberal market principle underpinning VET practices and reforms, but importantly considers internationalization as a powerful force for change in vocational education and training. As the first volume in the world that examines internationalization practices in VET, the book provides VET and international education policymakers, practitioners, researchers and educators with both conceptual knowledge and practical insights into the implementation of internationalization in VET.

Book Vocational Education in the Nordic Countries

Download or read book Vocational Education in the Nordic Countries written by Christian Helms Jørgensen and published by Routledge. This book was released on 2018-05-15 with total page 188 pages. Available in PDF, EPUB and Kindle. Book excerpt: Vocational Education in the Nordic Countries: Learning from Diversity is the second of two books that disseminates new and systematic knowledge on the strengths and weaknesses of the different models of vocational education and training (VET) in four Nordic countries. Vocational education in Europe has resisted standardisation to a higher degree than other fields of education, and during the last decade, there has been a growth in international, comparative VET research. While the Nordic countries provide an ideal case for comparative education studies, the literature in English on the Nordic VET systems is at present very limited. This book provides thorough examinations of VET in Sweden, Denmark, Norway and Finland. Each section examines the current challenges for VET, compares how these challenges are managed, and explores recent reforms and institutional innovations. Contributors also analyse institutions and policies at the national level and include comparative studies of two occupations at the micro-level in the four countries. The book explores what can be learned from the diversity of the VET systems in the Nordic countries, which otherwise have many similarities and share a common heritage in education policy. This volume will help strengthen the knowledge base required for transnational policy learning, and for developing vocational education internationally for the future. As a result, the book will be of interest to researchers, academics and postgraduate students involved in the study of vocational education, educational studies and educational policy, as well as policy makers.
