Schools and hospitals are Obviously more useful than City dinners yet the inference that there ought to be no more cakes and'ale is perhaps not exhaustively true. The security of more important institu tions may rest on firmer grounds but it also depends largely on the instinct or habit of letting things alone. The theory that Parliament is the sole judge Of the expediency of main taining any kind Of right is essentially modern. The pre cedent of the appropriation to novel purposes Of the estates of the monasteries was founded on the assumption that the property had been dedicated to superstitious uses. The Commissioners probably took an unnecessary pre caution when they recommended that a short Act Should be immediately passed to restrain the Companies from alienation of their property. There could be no question of any such proceeding on the part of such Companies as the Mercers, the Goldsmiths, and the Fishmongers; and pro bably even the smallest Guilds would decline to follow the example of the members of Serjeants' Inn. A division made once for all of the property which a corporate body has accumulated during hundreds of years is not even an approximate fulfilment of a legal or moral trust. In some-cases the leading members of the Companies will perhaps be willing to concur with any Commission which may be appointed in promoting judicious schemes for the future application of the funds. It may be hoped that there will be no capricious attempt to deprive the governing bodies of the right and duty Of administering funds which they avowedly hold as trustees. The most important function which the Companies have discharged has been to create and to cultivate a local patriotism which is probably not to be found in equal force in any other English com munity. The liverymen and other members of the Com panics have been proud of their traditional dignity and Of their connexion with the great -city Corporation. There is no reason for meddling unnecessarily with names and titles, even when they are no longer associated with Substantial advantages. It is useless to struggle against fate, especially when it assumes the form Of a Parliamentary majority backed by general Opinion. Book excerpt: Excerpt from The Saturday Review of Politics, Literature, Science, and Art, 1882, Vol. 53 After this prelude we may approach the Supreme Being of the Hottentots, as described by Dr. Hahn, custodian of the Grey Collection at Cape Town. Dr. Hahn's book, published by Messrs. Triibner, is that of a man who is both a philologist and believer in philological methods and a close student of savage manners and customs. He has long observed the Hottentots, or Khoi Khoi, a yellowish race of pastoral men, allied by blood, Dr. Hahn thinks, to the much less cultivated and probably degraded Se, or Bush men. Dr. Hahn gives abstracts of old accounts of the religion and mythology (a very different thing) of the Khoi Khois. It is agreed that cairns are still objects of worship, where they assemble to offer prayers to' the deceased or to the supreme being, Tsuigoa The question arises, Is Tsuigoab, the supreme being, himself no. More than the ghost of a dead man Kolb, a Dutch settler, says. (english translation, 17 38) that the Hottentots adore the moon, and. Likewise pay a Religious Veneration to their Saints and Men of Renown departed. They have also an evil deity, a little crabbed inferieure Captain and Kolb mentions their worship of the Mantis insect. Later travellers, quoted by Dr. Hahn, speak of the offerings made at cairns because a Hottentot was buried there. Dr. Hahn himself has known a man to worship at his father's grave; and it is, in fact, admitted that the Hottentots are an ancestor-worshipping people. The Namaquas, a branch of the race, aver that their great father, Heije Eibib, is below the cairn on which they throw bushes. And it seems to be the universal faith of the Hottentots that their chief god, Tsuigoab, was once a man, now dead and buried. But the very language of the hymns in which they address, with deep and pathetic religious feeling, the father of fathers, suggests to the European oh server that Tsuigoab is probably no real ancestor of recent times, but a being of the imagination, a fancied ancestor and protector, imaginatively endowed with human attributes. Book excerpt: Excerpt from The Saturday Review of Politics, Literature, Science, and Art, Vol. 64: July-December, 1887 The Committee hereupon Observe Making a fair allowance for uncertainties and other questions which cannot now be settled, we believe it sure that, excluding deaths after bites by rabid wolves, the proportion of deaths in the persons bitten by other animals was between I and 12 per cent.-a proportion far lower than the lowest ever estimated among those not submitted to M. Pasteur's treatment, showing even at this lowest estimate a saving of not less than 100 lives. The value of M. Pasteur's method is further confirmed by the results Obtained in certain groups of his cases. Of 233 persons bitten by animals in which rabies was proved either by inocula tion from their spinal cords or by the occurrence of rabies in other animals, or persons bitten by them, only four died. Without inoculation it is more than probable that at least forty wo'uld have died. Further illustrations of this successful result is shown among other additional groups of cases. Between the end of last December and the end of March, M. Pasteur inoculated 509 persons bitten by animals proved to be rabid, either by inoculation from their spinal cords, or by the deaths Of some Of those bitten by them, or as reported on by veterinary surgeons. Of this number only two have died. One Of these was bitten by a wolf a month before inoculation, and died after only three days' treatment. If we Omit, say, one-half of these cases as being too recent, the other 250 have had a mortality of less than I per cent. Instead of 20 to 30 per cent.
