Book excerpt: A distinguished group of scholars examine recent transitions to democracy and the prospects for democratic stability in Argentina, Brazil, Chile, the Dominican Republic, Peru, Portugal, Spain and Uruguay. They also assess the role of elites in the longer-established democratic regimes in Columbia, Costa Rica, Italy, Mexico and Venezuela. The authors conclude that in independent states with long records of political instability and authoritarian rule, democratic consolidation requires the achievement of elite 'consensual unity' - that is, agreement among all politically important elites on the worth of existing democratic institutions and respect for democratic rules-of-the-game, coupled with increased 'structural integration' among those elites. Two processes by which consensual unity can be established are explored - elite settlement, the negotiating of compromises on basic disagreements, and elite convergence, a more subtle series of tactical decisions by rival elites which have cumulative effect, over perhaps a generation.

While this control is usually attributed to campaign donations and lobbying, Levers of Power argues that corporate power derives from control over the economic resources on which daily life depends. Government officials must constantly strive to keep capitalists happy, lest they go on "capital strike" - that is, refuse to invest in particular industries or locations, or move their holdings to other countries - and therefore impose material hardship on specific groups or the economy as a whole. For this reason, even politicians who are not dependent on corporations for their electoral success must fend off the interruption of corporate investment. Levers of Power documents the pervasive power of corporations and other institutions with decision-making control over large pools of capital, particularly the Pentagon. It also shows that the most successful reform movements in recent U.S. history - for workers' rights, for civil rights, and against imperialist wars - succeeded by directly targeting the corporations and other institutional adversaries that initiated and benefitted from oppressive policies. Though most of today's social movements focus on elections and politicians, movements of the "99%" are most effective when they inflict direct costs on corporations and their allied institutions. This strategy is also more conducive to building a revolutionary mass movement that can replace current institutions with democratic alternatives.

In this context, the politics of transnational television means the decision-making process that determines the degree of freedom of the press tolerated by individual governments and how that could affect broadcasting mode and attitudes toward other nations.The motivation for this research stems from a conviction that the cultural imperialism perspective on the nature and modes of transnational television are erroneous and therefore susceptible to a wide and often misleading theoretical assumption, with wide ranged implications.In reevaluating the concept of cultural imperialism, some fundamental questions are raised to determine to what extent its arguments are true. Using the elite theory of power in various societies, aided by Johan Galtung's model of a global communication in four worlds, we see a pattern of global television that suggests a similar motivation underlying media ownership in all societies.We acknowledge, with the support of a literature review and other data sources, the existence of a global systemic order where technology rich nations dominate technology over poor nations. But there is also substantial evidence to prove some of the poorer nations exercise some degree of autonomy. This makes it more difficult to explain cultural imperialism simply as a relationship where developed and developing nations are arranged in dominant/subordinate or top/down order.Through a strategy of original intent, we are able to show the elite in various societies acquire television mainly to satisfy their political, economic, or social interest. Media attitudes, therefore, are largely the ideological expression of local elite who determines foreign policy.
