The report focuses on major incidents that could necessitate a partial to full evacuation of the central business district or other large portion of an urban area. According to the committee that produced the report, transit agencies could play a significant role in an emergency evacuation, particularly in transporting carless and special needs populations, but few urban areas have planned for a major disaster and evacuation that could involve multiple jurisdictions or multiple states in a region, or have focused on the role of transit and other public transportation providers in such an incident. The report offers recommendations for making transit a full partner in emergency evacuation plans and operations, while cautioning emergency managers, elected officials, and the general public to be realistic in their expectations, particularly in a no-notice incident that occurs during a peak service period.

Book excerpt: The need to have evacuation plans in place for readily implementation for special need populations has become evident after catastrophic events such as Hurricane Katrina. For the purpose of this research special need populations will include, but are not limited to, people with physical disabilities, senior citizens, non-English speaking populations, residents and employees without vehicles, and tourists. The main objective of this research is to evaluate different evacuation procedures for special need populations from large urban areas utilizing current public transit systems. A microscopic simulation model was constructed to analyze real life scenarios for evacuation methodologies. A linear programming optimization model was developed to find the optimum locations for evacuation bus stops for the case study area. The results from this research were very interesting and can aid evacuation planners in the future.

Questions linger: What went wrong? Can it happen again? Is our government equipped to plan for, mitigate, respond to, and recover from natural and manmade disasters? Can the public trust government response to be fair? Does race matter? Racial disparities exist in disaster response, cleanup, rebuilding, reconstruction, and recovery. Race plays out in natural disaster survivors' ability to rebuild, replace infrastructure, obtain loans, and locate temporary and permanent housing. Generally, low-income and people of color disaster victims spend more time in temporary housing, shelters, trailers, mobile homes, and hotels - and are more vulnerable to permanent displacement. Some ''temporary'' homes have not proved to be that temporary. In exploring the geography of vulnerability, this book asks why some communities get left behind economically, spatially, and physically before and after disasters strike.
