The second factor is the aging of the population.

In order to achieve a high standard of living, states need to change their focus from "cheap" and "quick" job training to long-term educational changes that will ensure highly skilled workers and to persuading industries and companies to become high-performing competitors in the world marketplace. The three sections of this report discuss the following: (1) the new world economy and the realities of change, including the worldwide marketplace, changing products and technology, current state economic development strategies, and smart workers and smart businesses; (2) new realities and changing roles, such as new awareness of change and choices, new structures and helping industries themselves, and managing the transition; and (3) education, work force skills, and economic competitiveness, including the need to move businesses up the performance curve, smoothing the school-to-work transition, training the 75 percent of students who do not graduate from college, and job training for adult workers. Training is often provided by private employers, but governments must continue to play a role to help train workers in companies too small to provide training, and because training benefits society in ways too remote for employers and employees to pay for. Public training policies in developing countries can be designed to create strategies ensuring that the skills needed by the economy are developed and that equity objectives for the poor and socially disadvantaged are effectively addressed. The key elements of this approach include strengthening primary and secondary education, encouraging private sector training, improving effectiveness and efficiency in public training, and using training as a complement to equity strategies. The World Bank has been the largest single source of international financial support for skills training. Five actions will improve the quality of World Bank support for skills training: (1) analysis of the economic context of training, including labor market training, should be improved and used in formulating national strategies; (2) lending for prevocational courses should be replaced by programs to strengthen quality and access in academic secondary education; (3) lending should address the policy changes needed to create a favorable economic climate for private training; (4) lending should improve the efficiency of public training; and (5) training should require development of long-term strategies for the evolution of governments' role in training and should encourage broad-based coordination of donor support. The case studies are grouped into three categories. The first six case studies are examples of programs that have been developed to assist in training for new jobs as a result of business relocation or expansion. They illustrate ways in which state assistance (either alone or coupled with local money) and community and/or regional economic development organizations can create new jobs by attracting business to an area. Next, five case studies show how employer-initiated efforts, in cooperation with local education and training institutions, can help prevent job loss by retraining existing workers so that they can meet changing workplace needs (such as the adoption of new equipment or processes). The five case studies presented in the third chapter, all of which are dislocated worker programs operated under the auspices of the Job Training Partnership Act (JTPA), reflect strategies for retraining workers who have been laid off from their jobs with little or no prospect of ever returning to them. These programs exemplify how employers, unions, local governments, and JTPA Private Industry Councils can join forces to develop dislocated worker programs. As the job market has grown more volatile, a variety of labor market intermediaries—organizations that help job seekers find employment—have sprung up, from private temporary agencies to government "One-Stop Career Centers." In Staircases or Treadmills? Chris Benner, Laura Leete, and Manuel Pastor investigate what approaches are most effective in helping workers to secure jobs with decent wages and benefits, and they provide specific policy recommendations for how job-matching organizations can better serve disadvantaged workers. Staircases or Treadmills? is the first comprehensive study documenting the prevalence of all types of labor market intermediaries and investigating how these intermediaries affect workers' employment opportunities. Benner, Leete, and Pastor draw on years of research in two distinct regional labor markets—"old economy" Milwaukee and "new economy" Silicon Valley—including a first-of-its-kind random survey of the prevalence and impacts of intermediaries, and a wide range of interviews with intermediary agencies' staff and clients. One of the main obstacles that disadvantaged workers face is that social networks of families and friends are less effective in connecting job-seekers to stable, quality employment. Intermediaries often serve as a substitute method for finding a job.
