Book excerpt: At the end of the twentieth century, academics and policymakers welcomed a trend toward fiscal and political decentralization as part of a potential solution for slow economic growth and poor performance by insulated, unaccountable governments. For the last two decades, researchers have been trying to answer a series of vexing questions about the political economy of multi-layered governance. Much of the best recent research on decentralization has come from close collaborations between university researchers and international aid institutions. As the volume and quality of this collaborative research have increased in recent decades, the time has come to review the lessons from this literature and apply them to debates about future programming. In this volume, the contributors place this research in the broader history of engagement between aid institutions and academics, particularly in the area of decentralized governance, and outline the challenges and opportunities to link evidence and policy action.

An important part of the analysis examines whether cities and counties differ significantly in their economic development efforts and whether smaller jurisdictions employ different types of development strategies and tools than larger ones. The survey findings also highlight the barriers that local governments face in promoting economic development and identify important technical assistance needs and gaps in local capacity.

An indicator for the political influence of traditional leadership in Southern Africa is the fact that a considerable number of democratically elected politicians in high office originate from aristocratic families, representing hereditary traditional leadership structures for centuries. This is evident for the charismatic founding president of the new South Africa; Nelson Mandela, as well as for his adversary, the prime minister-in-office, Mangosuthu Buthelezi. The careful reconsideration of this "state behind the state" has been identified as crucial, in this study, to make any realistic assessments of the prospects for sustainable democratization in Southern African countries in the near future.

The idea of sustainable place shaping has made its way to the heart of the debate on the form and delivery of integrated (economic development, planning, housing, regeneration, education, transport and health) policy for our neighbourhoods, towns, cities and regions. The delivery of policy for place shaping has become a far more complex cross-boundary and relational leadership task - and there is now a requirement for a refreshed approach to leadership development for collaborative learning and ‘associational’ working. Going forward, what is needed is a more insightful and comprehensive conceptual framework related to the leadership of place that takes account of the paradigm shift occurring in economic development, planning and regeneration studies. Against this background, this timely book takes stock of the leadership literature and connects with the experience and views of those working in economic development, planning and regeneration. In this book we seek to enhance the discussion of these new leadership challenges. Whereas a considerable number of land reforms have been carried out by African governments since the 1990s, no systematic analysis on their meaning has so far been conducted. In the age of land reform, Africa has seen drastic rural changes. Analysing the relationship between those reforms and change, the chapters in this book reveal not only their socio-economic outcomes, such as accelerated marketisation of land, but also their political outcomes, which have often been contrasting. Countries such as Rwanda and Mozambique have utilised land reform to strengthen state control over land, but other countries, such as Ghana and Zambia, have seen the rise in power of traditional chiefs in managing the land. The comparative perspective of this book clarifies new features of African social changes, which are carefully investigated by area experts. Providing new perspectives on recent land reform, this book will have a considerable impact on scholars as well as policymakers.

And, of course, it is a field that has developed a large practitioner cohort in government and business agencies from the national down to the state and local levels. In planning for cities and regions, both large and small, economic development issues now tend to be integrated into strategic planning processes. For at least the last 50 years, scholars from various disciplines have theorised about the nature of regional economic development, developing a range of models seeking to explain the process of regional economic development, and why it is that regions vary so much in their economic structure and performance and how these aspects of a region can change dramatically over time. Regional scientists in particular have developed a comprehensive tool-kit of methodologies to measure and monitor regional economic characteristics such as industry sectors, employment, income, value of production, investment, and the like, using both quantitative and qualitative methods of analysis, and focusing on both static and dynamic analysis. The 'father of regional science', Walter lsard, was the first to put together a comprehensive volume on techniques of regional analysis (Isard 1960), and since then a huge literature has emerged, including the many titles in the series published by Springer in which this book is published.

Book excerpt: Today, universities around the world find themselves going beyond the traditional roles of research and teaching to drive the development of local economies through collaborations with industry. At a time when regions with universities are seeking best practices among their peers, Shiri M. Breznitz argues against the notion that one university's successful technology transfer model can be easily transported to another. Rather, the impact that a university can have on its local economy must be understood in terms of its idiosyncratic internal mechanisms, as well as the state and regional markets within which it operates. To illustrate her argument, Breznitz undertakes a comparative analysis of two universities, Yale and Cambridge, and the different outcomes of their attempts at technology commercialization in biotech. By contrasting these two universities—their unique policies, organizational structure, institutional culture, and location within distinct national polities—she makes a powerful case for the idea that technology transfer is dependent on highly variable historical and environmental factors. Breznitz highlights key features to weigh and engage in developing future university and economic development policies that are tailor-made for their contexts.

Freely translated, this proverb of the Ovakwanyama of northern Namibia means: "New leaves produce a good shade; the laws of a king are always as good as new". The proverb paints a picture of wisdom to express the dialectical relationship between continuity and change in customary law. Since royal orders are supposed not to change from one king to the next, they are always as good as new, reads the explanatory note to the proverb by the anthropologist Loeb, who recorded the proverb. Traditional authority is like a tree standing on its roots, rooted in the tradition created by the ancestors of the ruler and the community. These roots remain firm, stable and unchanged, not so the concrete manifestation of authority that changes and responds to changes of the environment. This makes that new leaves are produced by the rooted tree. The new leaves are new and old. They are old, because in structure, colour and their capacity to protect by giving shade, they are more or less like the leaves of last year and the year before; they are new because they react to the challenge of seasons. The Shade of New Leaves emerged out of an international conference on the living reality of customary law and traditional governance held in Windhoek in 2004. The conference was organised by the Centre for Applied Social Sciences and the Human Rights and Documentation Centre, both affiliated to the Faculty of Law of the University of Namibia, in co-operation with the Law Departments of the Universities of Bremen, Germany, and the School of Oriental and African Studies, University of London.
