Not only can the application of military civic action give underprivileged citizens confidence in their government, it also can create and environment in which the education, discipline, and experience of the Reserve Components can be put to use in building the infrastructure that these citizens need if they are to help themselves out of poverty. The citizen soldier is the unique military force, having both civilian and military skills to accomplish this strategic mission. This paper analyzes the value of an enhanced relationship between the United States Reserve Components (United States Army Reserve and National Guard) and Latin America. The main focus is centered around the Joint Chief of Staff(JCS) exercises. The first half of this paper discusses the background and history of humanitarian and civic action (H/CA) in relation to the military as a whole. The second half concentrates on the background and recent developments of the Reserve Component involvement in the H/CA exercises. Also included are the criticisms and advantages of employing the Reserve Component in planing and conducting JCS exercises. The final part is conclusions and recommendations for continued use of Reserve Components for this strategic mission in Latin America.

Book excerpt: This report explores the feasibility of U.S. Army roles in twelve former Soviet republics and assesses the costs, benefits, and risks of potential Army missions. It focuses on roles that replicate or build on existing Army and DoD assistance programs, especially "dual-purpose" missions that would serve both Army and host-nation interests. The study concludes that although few roles would fully meet key "dual-purpose" criteria, the Army could undertake some modest aid actions in the twelve republics--swiftly and at relatively low cost--that it routinely performs in other countries for largely self-interested reasons. The most promising could be built around small-scale nation assistance actions, primarily involving Reserve Component medical and engineer units, which the Army regularly conducts throughout the developing world, typically in conjunction with scheduled training activity. While the study findings do support a modest Army aid role, they cannot support a recommendation that the Army undertake specific actions absent key situational factors. However, they do argue that the Army's potential as an aid instrument be brought into sharper relief as an instrument available to policymakers.

Book excerpt: In 2004-2006, the U.S. government acted to revise the way that the planning and implementation of Stabilization, Security, Transition, and Reconstruction (SSTR) operations are conducted. The primary emphasis of the changes was on ensuring a common U.S. strategy rather than a collection of individual departmental and agency efforts and on mobilizing and involving all available U.S. government assets in the effort. The proximate reason for the policy shift stems from the exposing of gaps in the U.S. ability to administer Afghanistan and Iraq after the U.S.-led ousters of the Taliban and Ba'athist regimes. But the effort to create U.S. government capabilities to conduct SSTR operations in a more unified and coherent fashion rests on the deeper conviction that, as part of the U.S. strategy to deal with transnational terrorist groups, the United States must have the capabilities to increase the governance capacities of weak states, reduce the drivers of and catalysts to conflict, and assist in peacebuilding at all stages of pre- or post-conflict transformation. According to the Joint Operating Concept for Military Support to SSTR operations, these operations are civilian-led and conducted and coordinated with the involvement of all the available resources of the U.S. government (military and civilian), nongovernmental organizations (NGOs), and international partners. Although military assets are an essential component of many SSTR operations, specific military goals and objectives are only a portion of the larger SSTR operation.

Hurricane Katrina, in Aug. 2005, was the costliest hurricane as well as one of the five deadliest storms in U.S. history. It caused extensive destruction along the Gulf coast from central Florida to Texas. Some 22,000 Active-Duty Army personnel assisted with relief-and-recovery operations in Mississippi and Louisiana. At the same time, all 50 states sent approx. 50,000 National Guard personnel to deal with the storm¿s aftermath. Because the media coverage of this disaster tended toward the sensational more than the analytical, many important stories remain to be told in a dispassionate manner. This study offers a dispassionate analysis of the Army¿s response to the natural disaster by providing a detailed account of the operations in Louisiana and Mississippi.

It is hoped that a presentation and critical analysis of the historical record will assist today?s Army in its attempts, now well under way, to reassess its long-standing attitudes toward stability operations and the role it should play in them. The US military?s experience in the conduct of stability operations prior to the Global War on Terrorism can be divided chronologically into four periods: the country?s first century (1789-1898); the?Small Wars? experience (1898-1940)7; the Cold War (1945-1990); and the post-Cold War decade (1991-2001). Reference will be made to a group of 28 representative case studies. The list of these case studies can be found at appendix A; synopses of the cases, written by members of the Combat Studies Institute, are located in appendix B.
