It argues that in spite of initial efforts in mutual accommodation, both sides have been divided from within, which slows the engagement and gives it more form than substance. The efforts by ASEAN so far will only create a community of the governing elite, not a community of the people. Regional community building, just like nation-building, is very much a people-centered process. It is not a simple top-down chain of command and control. If ASEAN wants to establish a real community, it must change its modus operandi. It must be much more than an exclusive club for the governing elite by giving more space as well as power to civil society in its agendasetting and decision-making. A community is much more a cognitive than material construction; it is something that has to be believed in, sensed, and nurtured by the people. In Southeast Asia, the Association of Southeast Asian Nations (ASEAN) is building an ASEAN Community, which is its most far-reaching project. Yet is it possible for a regional organisation that has been widely criticised by civil society for being remote to and detached from the people to establish a community of caring and sharing societies by 2015 as its statements indicate? And if yes, how? Meanwhile, civil society has an important role to play in community building. Yet civil society in Southeast Asia is weak and fragmented. It has been excluded from ASEAN's decision-making process. Can civil society contribute to ASEAN community building? And if yes, how? Unlike other works written by scholars outside ASEAN or East Asia, it offers an insider’s point of view of the 10 ASEAN states, China, Japan and South Korea on regional community building. While a nationalist perspective may permeate throughout the study, it is also clear that pursuing regional cooperation is considered to be important by the respective author, denoting the non-exclusivity between nationalism and regionalism and the mutual reinforcement of the two. Each author of this volume has made a deliberate effort to introduce and survey the developmental challenges and experiences of his or her country from a historical perspective. All authors, without exception, have emphasized the importance and advantages in staying with ASEAN or linking up with ASEAN by China, Japan and South Korea in political-security, economic and socio-cultural terms. Their papers also reveal that the self-help and self-strengthening mechanism emphasized by the ASEAN Plus Three process will take time to bear fruits. In the meantime, it seems that bilateral interactions and cooperation between ASEAN and Northeast Asian states remain to be more dominant as shown in this study. One can argue that bilateral interactions are the building block of multilateralism interactions. To be sure, there is a deliberate effort in this study to highlight "unity in diversity" in East Asia in general and ASEAN in particular.

Colonial, ideological, and national wars have left their scars and legacies on regional, international, and national governance. Yet East Asian post-conflict development experiences have been viewed as remarkably successful. The three largest economies of East Asia, Japan, China, and South Korea, have all experienced dramatic growth but immediately prior to their periods of expansion, all experienced the devastating impacts of international conflicts and/or civil upheaval. These post-conflict development ’success’ stories do not, however, tell the whole tale. Other states in East Asia and in particular certain regions within some of these states, while apparently emerging from similar conflictual backgrounds, have experienced far less positive transitions. This volume critically assesses measurements of success in East Asian post-conflict development from a human-centered perspective. This involves a major re-evaluation of accepted accounts of domestic governance and international relations in East Asia from both a comparative and inter-disciplinary viewpoint. Case study rich, this volume provides policy prescriptions for East Asian donors and actors in an effort to provide Asian solutions for Asian problems.

This book evaluates ASEAN’s progress, and in doing so examines three matters of concern. The book firstly looks at the importance of constitutive norms to the workings of security communities, by identifying ASEAN’s constitutive norms and the extent to which they act as a help of hindrance in establishing a security community. It then moves on to how ASEAN has interpreted people-orientated as empowering civil society organisations to be community stakeholders. The book discusses the uncertainty between how ASEAN envisages their role, and the role they themselves expect to have. Civil society actors are seeking to influence what sort of community evolves and their ability to interact with the state elite is evaluated to determine what interpretation of people-oriented is likely to emerge. Thirdly, in order to make progress ASEAN has sought to achieve cooperation among its member states in functional areas. The book examines this interest in functional cooperation through case studies on human rights, HIV/AIDS and disaster management. By discussing the notion of ASEAN being people-orientated, and how it engages with ‘the people’, the book provides important insights into what type of community ASEAN in building, as well as furthering our understanding on security communities more broadly.
