The authors are not limited to the framework created by the NCSA (National Cybersecurity System Act - this act was the first attempt to create a legal regulation of cybersecurity and, in addition, has implemented the provisions of the NIS Directive) but may discuss a number of other issues. The book presents international and EU regulations in the field of cybersecurity and issues pertinent to combating cybercrime and cyberterrorism. Moreover, regulations concerning cybercrime in a few select European countries are presented in addition to the problem of collision of state actions in ensuring cybersecurity and human rights. The advantages of the book include a comprehensive and synthetic approach to the issues related to the cybersecurity system of the Republic of Poland, a research perspective that takes as the basic level of analysis issues related to the security of the state and citizens, and the analysis of additional issues related to cybersecurity, such as cybercrime, cyberterrorism, and the problem of collision between states ensuring security cybernetics and human rights. The book targets a wide range of readers, especially scientists and researchers, members of legislative bodies, practitioners (especially judges, prosecutors, lawyers, law enforcement officials), experts in the field of IT security, and officials of public authorities. Most authors are scholars and researchers at the War Studies University in Warsaw. Some of them work at the Academic Centre for Cybersecurity Policy - a thinktank created by the Ministry of National Defence of the Republic of Poland. .

Book excerpt: Since the turn of this century, stability on the European continent has to a large degree depended on political-military cooperation among European countries as well as the establishment of common goals to eliminate current threats and risks such as terrorism. As far as Poland is concerned, its priority is to be an active leader in improving common security policy within the boundaries of the European Union (EU) and the North Atlantic Treaty Organization (NATO). Polish security policy and strategy is shaped by its geographical location, which places Poland in NATO's main strategic area opposite the Russian Federation and Belarus. In other words, Poland sees itself as the eastern edge of NATO's area and as a front-line country. This motivates Poland to support NATO's further enlargement to the East because Warsaw understands that it is a primary key to stability in Europe and has a responsibility to support NATO activities in this region. This thesis analyzes the character of Polish Defense Policy after integration into NATO and the EU, and the impact this policy has had on its national interests. It focuses specifically on Poland's ongoing efforts to adjust its defense policy and strategy to meet contemporary demands through political-military cooperation and dialog with its allies.

This work seizes upon the author's experience in the U.S. Embassy, Warsaw, as well as scholarly analysis. Together with NATO allies, the United States has begun the fielding of an anti-missile system directed against Iran. By dint of policy and geography, the Republic of Poland's status as one of closest allies to the United States put it at the forefront of the candidates to host the interceptor portion of the system. In addition to the U.S. anti-missile installation, the Polish government wants significant U.S. forces stationed in Poland as a symbol of collective defense. As in other cases of the politics of forward defense in NATO in the past and present, the Poles desire an unshakable commitment to forward defense at a time of strategic retrenchment and shifts in the international system. They consider political and military strategy elements as part of a larger decisionmaking process influenced by economic, technological, cultural, and historical factors. I know of no other recent volume that addresses the entire national security milieu in such a logical manner and yet also manages to address current concerns so thoroughly. It is equally remarkable that they have addressed so many contentious problems in such an evenhanded manner. Although the title suggests that this is an introductory volume - and it is - I am convinced that experienced practitioners in the field of national security strategy would benefit greatly from a close examination of this excellent book. The attack on the World Trade Center broke some kind of a moral barrier in the way war was waged by worldwide terrorist organizations. World and local leaders realized that there is no safe place on this earth and that terrorists' capabilities had become almost unlimited. Such a situation caused many states to pledge their willingness to support the anti-terrorism coalition lead by the United States. The bombing in Madrid and hijacking of coalition countries' citizens in Iraq faltered the strength of the coalition and has caused some countries to step back. Despite recurrent menaces and over twenty citizens lost in Iraq, Polish policy regarding her involvement in the anti-terrorist coalition remains constant. This paper will examine Polish National Security Strategy and its Homeland Security Policy in response to the growing worldwide terrorism threat. Moreover, it will analyze the advantages and disadvantages of Poland's engagement in the anti-terrorism world coalition and present implications of Polish policy on political- and military-related issues.
