It assesses the institutional context of the 1540 Committee and explores the nature of cooperation between the EU and the Committee, including by identifying gaps in EU reporting on its assistance measures. The paper concludes that although direct EU funding to the work of the 1540 Committee on assistance has been low, the EU has played a valuable role in capacity-building outside of the EU through bilateral and regional cooperation programmes in several relevant functional areas.

Using the example of bureaucratic actors in the United Nations and the European Union, this study examines how and to what degree international counterterrorism bureaucracies exercise autonomy and perform distinct functions. The book reveals the special ambivalence of counterterrorism cooperation for international bureaucracies, which need to reconcile calls for effective counterterrorism with the need to maintain an impression of technical impartiality in a particularly contested policy-field. They respond to this challenge with different strategies of politicization and depoliticization.

Book excerpt: The Convention on the Physical Protection of Nuclear Material was signed at Vienna and at New York on 3 March 1980. The Convention is the only international legally binding undertaking in the area of physical protection of nuclear material. It establishes measures related to the prevention, detection and punishment of offenses relating to nuclear material. A Diplomatic Conference in July 2005 was convened to amend the Convention and strengthen its provisions. The amended Convention makes it legally binding for States Parties to protect nuclear facilities and material in peaceful domestic use, storage as well as transport. It also provides for expanded cooperation between and among States regarding rapid measures to locate and recover stolen or smuggled nuclear material, mitigate any radiological consequences of sabotage, and prevent and combat related offences. The amendments will take effect once they have been ratified by two-thirds of the States Parties of the Convention.

Book excerpt: This report identifies and assesses the role that national law enforcement actors and public prosecutors in the EU member states play in helping prevent the proliferation of weapons of mass destruction (WMD) by stopping the illicit trade in dual-use items. In the 1980s and 1990s, some EU member states discovered cases of illegal trade in sensitive items for use in, for example, the Pakistani nuclear weapon programme. The report discusses how these cases were dealt with in these countries, using a case study model. Acknowledging that dual-use goods are subject to the free movement of goods within the EU, the report emphasizes the importance of coordinating customs and licensing standards among the EU member states to prevent abuse of the EU market for 'licence shopping'. It also presents the argument for the coordination of prosecution and penalties for offenders. In order to show the level of coordination that is required, the report provides an overview of both the international, EU and national legal frameworks for control of the export of dual-use goods.

The primary aim of the conference was to promote the concept of a CBRN security culture which recognizes synergy across the individual disciplines. As a first step in the practical application of this synergistic view, the conference introduced assessment methodologies that could be refined and customized to enhance the role of the human factor in CBRN security. This, we hope, will enable countries to fulfill their international obligations and implement United Nations Security Council Resolution 1540. The book reflects the presentations and deliberations of workshop participants and will be of interest to governments, international organizations, researchers and practitioners whose work involves the human dimension of the security of CBRN materials.

Book excerpt: International efforts to prevent the spread of weapons of mass destruction (WMD)—including nuclear, biological, and chemical weapons—rest upon foundations provided by global treaties such as the Nuclear Non-Proliferation Treaty (NPT) and the Chemical Weapons Convention (CWC). Over time, however, states have created a number of other mechanisms for organizing international cooperation to promote nonproliferation. Examples range from regional efforts to various worldwide export-control regimes and nuclear security summit meetings initiated by U.S. president Barack Obama. Many of these additional nonproliferation arrangements are less formal and have fewer members than the global treaties. International Cooperation on WMD Nonproliferation calls attention to the emergence of international cooperation beyond the core global nonproliferation treaties. The contributors examine why these other cooperative nonproliferation mechanisms have emerged, assess their effectiveness, and ask how well the different pieces of the global nonproliferation regime complex fit together. Collectively, the essayists show that states have added new forms of international cooperation to combat WMD proliferation for multiple reasons, including the need to address new problems and the entrepreneurial activities of key state leaders. Despite the complications created by the existence of so many different cooperative arrangements, this collection shows the world is witnessing a process of building cooperation that is leading to greater levels of activity in support of norms against WMD and terrorism.

Nonetheless, few efforts have been made thus far to systematically examine the EU’s interaction with global policy regimes. This book maps the relative importance of EU policies in the multi-level global governance system, in comparison with national and global activities. It provides a unique comparative analysis of the EU’s capacity for projecting its policies outward. Focusing on trade policy, agriculture, food safety, competition, social rights, environmental policy, transport, migration, nuclear non-proliferation, or financial regulation, each chapter contributes to a better understanding of the EU’s role in shaping global policies, the mechanisms it uses and the conditions leading to success or failure. The contributors’ comparative research highlights that policy export is a demanding phenomenon that faces severe limitations and frequently comes with drawbacks. Still, EU policy export played a key role in shaping the rules of the global trade regime and influenced global policy outcomes – at least to a minor extent or in technical aspects – in the majority of the covered policy areas. Overall however, this book reveals that the EU not only aims to export its policies, but interacts with its global environment in a number of distinct ways, including policy import and policy protection, to shield it from global pressures. As a crisis manager it seeks to contribute to global peace and stability through civilian and military operations. Closer to home, it is wrestling with questions about membership enlargement, large-scale migration and terrorist threats to the security of its populations and infrastructure. European governments, already under financial strain from ageing workforces and welfare systems, face ever more difficult choices about budget cuts in security and defence after the near-collapse of the global banking system. Will it be possible to enhance cooperation between member states? How can the EU complete its transition from a security actor with great potential to a player that credibly aligns available policy instruments and resources? These and other issues about the very nature and identity of the Union are explored in this Adelphi. From the need to establish its hard-power credentials, overcome its reluctance to demonstrate them against non-compliant states, and leverage its relationships with other great powers, to attempts to break its dependence on Russian energy, it is clear the EU has its work cut out.
