Book excerpt: Key messages Participatory Prospective Analysis (PPA) proved to be effective for encouraging collective reflection to identifythreats to forest tenure security as well as to develop ways to improve local people's tenure security over forests in Kibaale district, Uganda. A PPA exercise carried out in 2015/16 brought together stakeholders from district government, civil society, local communities and the Bunyoro kingdom, as well as politicians, to discuss the past, present and future of forest tenure security in the district. As the forest and land sectors are male dominated, a separate women-only PPA workshop was organized to gather women’s perspectives.While the mixed group and women-only PPA stakeholders identified four common key influences on forest tenure security, they also each identified four unique influences. Commonly identified influences were: the role played by politicians; the implementation capacity of key stakeholders (particularly at district level); the implementation and enforcement of forest laws and policies; and population dynamics, including the influx of migrants. Influences identified only by the women’s workshop were: access to adequate funding for reform implementation; the level of security in the district; and the role of NGOs, particularly those working to advance and defend women's forest tenure rights. Influencing factors identified only by the mixed group included: the knowledge, attitudes and participation of local people in implementing forest tenure reforms; and the extent of forest tenure rights actually granted to communities.Stakeholders identified two desirable and three undesirable scenarios to envision the potential forest tenure security situation in Kibaale in 2025. Desirable scenarios involved participatory formulation and implementation of forest policies and plans; clear tenure rights; adequate funding for implementing forest tenure reforms; well-informed local communities; and corruption-free political leadership. Undesirable scenarios were characterized by insecure forest tenure rights due to immigration; and unfair enforcement of forest laws in favor of powerful, well-connected immigrants over indigenous peoples.The PPA then identified potential actions to be undertaken by different stakeholders to improve access to local forest tenure rights over the next decade. These included: the dissemination of laws, policies and technologies to communities and their political leaders; increased community involvement in resource planning and implementation (including the enforcement of rules); and the development of policies and laws to address problems caused by immigration.The women-only PPA workshop viewed major threats as being the prospect of men taking over trees that women have planted (due to discriminatory cultural practices that prevent women from owning land and trees). They also viewed the lack of funding to invest in tree planting and for acquiring their own land, lack of access to markets, political instability and limited NGO influence as factors that could undermine forest tenure security over the next decade.

With the approval of the idea by the Congress Organizing Committee, serious efforts to make it a reality got under way in early 2003. The rigorously peer-reviewed and edited manuscripts were submitted to the publisher in December 2003. Considering the many differentindividualsinvolved in the task as authors and manuscriptreviewers, we feel quite pleased that the task could be accomplished within this timeframe. We are pleased also about the contents on several counts. First of all, the tropical-temperate mix of topics is a rare feature of a publication of this nature. In spite of the scienti?c commonalities between tropical and temperate practices of agroforestry, the differences between them are so enormous that it is often impossible to mesh them together in one publication. Secondly, several of the chapters are on topics that have not been discussed or described much in agroforestryliterature. A third feature is that some of the authors, though well known in their own disciplinary areas, are somewhat new to agroforestry; the perceptions and outlooks of these scholars who are relatively unin?uenced by the past happenings in agroforestry gives a whole new dimension to agroforestry and broadensthescopeofthesubject. Finally, ratherthanjustreviewingandsummarizingpastwork,mostchapterstake the extra effort in attempting to outline the next steps.

Book excerpt: This paper looks at the gendered impacts of a development project that provided improved dairy cattle and training as part of a broader effort to develop a smallholder-friendly, market-oriented dairy value chain in Manica province, Mozambique. The project targeted households, registered cows in the name of the household head, and, initially, trained registered cow owners in various aspects of dairy production and marketing. Subsequently training was expanded to two members per household to increase the capacity within households to care for cows, a change which resulted in a significant number of women being trained. Using qualitative and quantitative data on dairy production and consumption and on gendered control over income and assets, the paper explores how men and women participated in and benefited from the project. We find that despite being registered to men, in practice dairy cattle are in some cases viewed as jointly owned by men and women. Beneficiary households dramatically increased dairy production and income, with men, women, and children all contributing labor. Womens incentives for participation in dairy are less clear. Despite their recognized rights and responsibilities related to dairy cow management, women exercise relatively little control over milk and milk income as compared to men. Various explanations related to monetary and nonmonetary benefits of MSDDP and dairying for women are explored, along with their implications for womens level of effort and overall project outcomes.

In recent years governments in the South have transferred at least 200 million hectares of forests to communities living in and around them . This book assesses the experience of what appears to be a new international trend that has substantially increased the share of the world's forests under community administration. Based on research in over 30 communities in selected countries in Asia (India, Nepal, Philippines, Laos, Indonesia), Africa (Burkina Faso, Cameroon, Ghana) and Latin America (Bolivia, Brazil, Guatemala, Nicaragua), it examines the process and outcomes of granting new rights, assessing a variety of governance issues in implementation, access to forest products and markets and outcomes for people and forests . Forest tenure reforms have been highly varied, ranging from the titling of indigenous territories to the granting of small land areas for forest regeneration or the right to a share in timber revenues. While in many cases these rights have been significant, new statutory rights do not automatically result in rights in practice, and a variety of institutional weaknesses and policy distortions have limited the impacts of change. Through the comparison of selected cases, the chapters explore the nature of forest reform, the extent and meaning of rights transferred or recognized, and the role of authority and citizens' networks in forest governance. They also assess opportunities and obstacles associated with government regulations and markets for forest products and the effects across the cases on livelihoods, forest condition and equity. Book excerpt: Gender relations in households and communities play a formative role in how tenure rights — such as access to, use, and management of land and various natural resources — are practiced across multifunctional landscapes. Such rights can be based on statutory recognition or on customary tenure arrangements. Women’s tenure rights are generally weaker than men’s, both in terms of the range of rights they can assert and the degree of authority over those rights. In addition, women often hold a more informal and negotiated set of rights than men, be it for private or collective use of land and natural resources. These gender differences are the outcome of decision-making and governance at the household and community level. In any rural landscape in developing countries, a household’s livelihood portfolio will be affected by the gender dynamics at work across the landscape mosaic of different tenure niches. For example, women may easily access privately owned home gardens (one type of tenure niche) to harvest a range of vegetables, fruits, and medicinal plants, but not so easily access trees in collective forests for harvesting timber to sell in the market.

Over time, various forms of community-based forestry have evolved in different countries, but all have at their heart the notion of some level of participation by smallholders and community groups in planning and implementation. This publication is FAO’s first comprehensive look at the impact of community-based forestry since previous reviews in 1991 and 2001. It considers both collaborative regimes (forestry practised on land with formal communal tenure requiring collective action) and smallholder forestry (on land that is generally privately owned). The publication examines the extent of community-based forestry globally and regionally and assesses its effectiveness in delivering on key biophysical and socioeconomic outcomes, i.e. moving towards sustainable forest management and improving local livelihoods. Similarly, technologies that span multiple farms are unlikely to be adopted unless neighbors and groups work together (collective action). But little is know about the way property rights and collective action in developing countries mediate the adoption of technologies by farmers and groups. To address this information gap, this volume brings together international experts in economics, sociology, and natural resource management to examine the links among property rights, collective action, and technological change for a variety of technologies across a rage of community contexts in the developing world.
