Book excerpt: This book sets out to describe the personal experiences of a state worker in Missouri as she attempted to implement educational reform programmes in the late 1980's. This was a critical time in America as other states were mandating new regulations to improve the quality of schools. Problems emerged such as lack of resources, bureaucratic red tape, and a dysfunctional administrative structure caused chaos, hampering the ability of the state workers to regulate and administer the new programmes. Some of the superintendents who did not believe in the new programmes resisted by abusing state funds and witholding information so teachers could not participate. This is a timely case study as legislators play a more important role in developing schools and the state will become the responsible agency to implement reform. Madsen's experience verifies the policy implementation literature and cites several new theoretical perspectives on the important role of the state agency in determining the success or failure of mandated reform programmes. The study indicates the need for state agencies to change their perspectives from regulation to service orientation if reform programmes are to succeed in schools.

Book excerpt: To answer the question of how to build the capacity of state and local educational systems to implement systemic reform, the National Governors' Association (NGA) convened two meetings of educators and policymakers and commissioned three supporting papers from knowledgeable educators. This volume contains an overview report of the conferences and includes the following three papers: (1) "State Education Agencies: Partners in Reform" (Paul G. LeMahieu and Bonnie A. Lesley); (2) "A View from the Cities: State Reform, Technical Assistance, and Professional Development" (Michael D. Casserly); and (3) "An Analysis of Survey Data on the Transformation of State Departments of Education" (John T. MacDonald). Meeting participants focused on the dual challenge facing state education agencies (SEAs) as they try to transform themselves and simultaneously help local education agencies undertake similar changes. It is recommended that SEAs change their conceptions of professional development for administrators and teachers, as well as their communication and organizational structures. Given the complex array of internal and external barriers, SEAs must change their functions from monitoring to assisting and from service delivery to collaboration and the empowerment of others. Governors can strengthen the potential of systemic reform by publicizing the importance of educational reform, promoting investment in the development of the education work force, and pressing for the elimination of unnecessary federal regulations. Intertwining extensive narratives and rigorous quantitative analyses, this book tells the story of what happened to Chicagos elementary schools in the first four years of this reform. }In 1989, Chicago began an experiment with radical decentralization of power and authority. This book tells the story of what happened to Chicagos elementary schools in the first four years of this reform. Implicit in this reform is the theory that expanded local democratic participation would stimulate organizational change within schools, which in turn would foster improved teaching and learning. Using this theory as a framework, the authors marshal massive quantitative and qualitative data to examine how the reform actually unfolded at the school level.With longitudinal case study data on 22 schools, survey responses from principals and teachers in 269 schools, and supplementary system-wide administrative data, the authors identify four types of school politics: strong democracy, consolidated principal power, maintenance, and adversarial. In addition, they classify school change efforts as either systemic or unfocused. Bringing these strands together, the authors determine that, in about a third of the schools, expanded local democratic participation served as a strong lever for introducing systemic change focused on improved instruction. Finally, case studies of six actively restructuring schools illustrate how under decentralization the principals role is recast, social support for change can grow, and ideas and information from external sources are brought to bear on school change initiatives. Few studies intertwine so completely extensive narratives and rigorous quantitative analyses. The result is a complex picture of the Chicago reform that joins the politics of local control to school change.This volume is intended for scholars in the fields of urban education, public policy, sociology of education, anthropology of education, and politics of education. Comprehensive and descriptive, it is an engaging text for graduate students and upper-level undergraduates. Local, state, and federal policymakers who are concerned with urban education will find new and insightful material. Book excerpt: This study follows the aesthetic of the sublime from Burke and Kant, through Wordsworth and the Shelleys, into Thackeray, Dickens, Eliot and Hardy. Exploring the continuities between the romantic and Victorian "periods" that have so often been rather read as differences, the book demonstrate that the sublime mode enables the transition from a paradigm of overwhelming power exemplified by the body of the king to the pervasive power of surveillance utilized by the rising middle classes. While the domestic woman connected with the rise of the middle class is normally seen as beautiful, the book contends that the moral authority given to this icon of depth and interiority is actually sublime. The binary of the beautiful and the sublime seeks to contain the sublimity of womanhood by insisting on sublimity's masculine character. This is the book's most important claim: rather than exemplifying masculine strength, the sublime marks the transition to a system of power gendered as feminine and yet masks that transition because it fears the power it ostensibly accords to the feminine. This aesthetic is both an inheritance the Victorians receive from their romantic predecessors, and, more importantly, a broad historical phenomenon that questions the artificial boundaries between romantic and Victorian.
