Abstract: Abstracts of dissertation entitled A Case Study of Build-Operate-Transfer Road Project in Hong Kong: Route 3 Country Park Section Submitted by Lo Chi-wah, Felix For the degree of Master of Arts in Transport Policy and Planning at The University of Hong Kong in June 2004 In the planning of infrastructure projects, financing is a key consideration at the onset of the process. In view of the scale of infrastructure project and current budget deficit in Hong Kong, there is an increasing desire to tap new sources of funds from private sectors to finance projects in meeting development needs. The BOT structure is the most widely used model in the project financing of infrastructure such as transportation projects. For an infrastructure project under BOT model, the private sector is involved in the financing, construction and operation of the infrastructure and the project would be transferred back to the government upon expiry of the concession period. The concessionaire, in return, is granted with the right to charge the users for enjoying the services provided during the concession period. The BOT road projects in Hong Kong include Cross Harbour Tunnel, Eastern Harbour Crossing, Tate's Cairn Tunnel, Western Harbour Crossing and Route 3 Country Park Section (CPS). Route 3 CPS is the most recent project under BOT model in Hong Kong and has involved a significant investment. Like many other privatized road projects in Asia, it has been impacted unexpectedly by the Asian financial crisis in late 1990s. Currently, it is experiencing problems of over-optimistic forecast on traffic and revenue for the project. This dissertation reviews major issues of some real cases of BOT road projects in Hong Kong. It covers areas on how it was initiated, organized and operated. A detailed investigation was carried out on various risks of Route 3 CPS project and the main focus is on the analysis of its traffic and revenue risk. In analyzing the factors affecting this risk, a number of events were identified that account for its shortfall in revenue and low traffic flow. The major ones include unexpected economy downturn, decline of manufacturing industry and competition from toll-free Tuen Mun Road. A qualitative analysis is also presented to show the indicative trend of the future traffic and revenue of Route 3 CPS, by taking into account of socio-economic factors such as population growth, Gross Domestic Product growth, development programme of transport projects in the vicinity. It is found that the Route 3 CPS project will likely be prospective and profitable in medium term. In the last section of the dissertation, recommendations on tolling strategies for BOT model, including, shadow toll, and toll integration and pooling, are discussed. Also, the improvement strategies for mitigating the traffic and revenue risk of Route 3 CPS are suggested such as toll balancing strategy of the BOT road, new road diverting cross border traffic to Route 3. Abstract: Abstract of thesis entitled A Critical Evaluation of Public Transport Policy Formulation in Hong Kong submitted by Lo Sze Yuen, Henri for the degree of Master of Arts in Transport Policy & Planning at the University of Hong Kong in June 2005. In Hong Kong, the Government has long been the principle actor in devising transport policy. This thesis aims to take a hypothetical approach to assume the role of a rational Government, critically evaluate the public transport policy in Hong Kong with two fundamental parameters: the effectiveness and efficiency of the public transport policy. A SCD (Subjectivity, Consistency, Dependency) approach is adopted to form the policy evaluation framework in which different methods such as goal attainment analysis or political economic causality test is housed for evaluating the policy. For effectiveness, an ex-post evaluation is conducted. The policies are examined quantitatively by means of performance indicators and qualitatively by three case studies for a more comprehensive illustration. The focus of the assessment in case studies revolves around two major parameters, which are consistency and dependency respectively. While the former is to test the coherence of the case with the policy as well as economics doctrine, the latter is to assess whether the policy can be successfully implemented with due regard to stakeholders' acceptance. For efficiency, an ex-ante evaluation is conducted on the public transport policy. The causality of the policies is examined with a perspective of transport economics to see if the consistencies and logic of policies are aiming at the best use of resources, in other words, the Pareto Optimal. The test is done qualitatively to see if the policy is strategically sound or otherwise, any immaculate computation models, cost-benefit analysis or cost-effectiveness analysis built on an unsound basis is meaningless. The essence of the above approach is to find out if the outcomes are in line with the policy goals, and if the logic and consistencies of the policy are robust enough to stand the test in terms of stakeholders' concern and transport economics discipline. There are two major findings in this thesis: Firstly, it is unveiled that the external cost has not been fully internalized for public transport modes and it is a serious irrationality observed in current public transport policies of Hong Kong, which goes against the vision and value that the Government of Hong Kong upholds. Secondly, the lack of output-oriented evaluation on its public transport policy leads the Government to nowhere in measuring to what extent the policy objective is met. It is recommended that the Government should take heed of the deficiencies and ameliorate the situation by establishing quantifiable goals for the public transport policies to attain and be evaluated. Moreover, the Government should adopt full internalization of external cost so as to ensure the public transport system is genuinely efficient in a holistic view. Multicriteria decision-making methods are usually applied to address the complex and often conflicting criteria that characterise sustainability. *e present study aims to review the current state of the art regarding the application of such techniques in the sustainability assessment of infrastructures, analysing as well the sustainability impacts and criteria included in the assessments. Analytic Hierarchy Process is the most frequently used weighting technique. Simple Additive Weighting has turned out to be the most applied decision-making method to assess the weighted criteria. Although a life cycle assessment approach is recurrently used to evaluate sustainability, standardised concepts, such as cost discounting, or presentation of the assumed functional unit or system boundaries, as required by ISO 14040, are still only marginally used. Additionally, a need for further research in the inclusion of fuzziness in the handling of linguistic variables is identified.

To promote more efficient and responsive service delivery, incentives need to be changed through commercial management, competition, and user involvement. Several trends are helping to improve the performance of infrastructure. First, innovation in technology and in the regulatory management of markets makes more diversity possible in the supply of services. Second, an evaluation of the role of government is leading to a shift from direct government provision of services to increasing private sector provision and recent experience in many countries with public-private partnerships is highlighting new ways to increase efficiency and expand services. Third, increased concern about social and environmental sustainability has heightened public interest in infrastructure design and performance.
