Peacebuilding as a sustainable process requires the intervention of different actors at the local, national and international levels and requires the cooperation between them to coordinate their roles in the post conflict situation. This paper also discusses specifically the role of NGOs as one of these important actors in the international community and the different actions that carried out by them that help in providing a healthy environment for sustaining peace and development at the same time. However, linking peace with aid by NGOs in most of the cases added more damage in the targeted post conflict countries instead of depleting it. Discussed within are the challenges that have been met by different NGOs at different levels when trying to incorporate peacebuilding into development and while intervening in the field.

Book excerpt: In the late 1990s, several non-governmental organizations (NGOs) focused world attention on the issue of conflict diamonds which funded wars, massive death, and refugee crises across Central and West Africa. Several governments, NGOs, and key industry players engaged in negotiations under the so-called Kimberley Process (KP). A voluntary global agreement came into effect leading to a substantial decline in illicit diamond trade. Despite its importance in international affairs, the KP remains understudied in academia. Franziska Bieri's book provides the first comprehensive account of the KP and is the first to reveal how NGOs have become critical actors in their own right, possessing the ability to directly influence policies and to participate in the decision making and the implementation of global agreements. In developing this argument, Bieri explains: why the NGO campaign to raise awareness was successful; why a rapid and comprehensive resolution on such a complex global problem was possible; how the tripartite negotiations between states, NGOs, and industry developed during the implementation of the agreement, which is an on-going process. Ariel Hernandez looks on the complexity of the nation-building process in the Philippines and how its social and political context constrains the achievement of a peace agreement that would withhold new challenges as the process unfolds. Mediation as one of the possible modes of intervention to resolve identity conflicts is taken as the self-evident instrument to end the 40 year old conflict between the Filipino society at large and the Bangsamoro. The analysis confirms that mediation and other types of intervention are contributing to the intractability of identity conflicts by bringing in further complexities in the negotiation process. The conceptualization of “stumbling blocks” may provide knowledge based resources to develop strategies to “facilitate” the mediation process that allows negotiating parties to cope with the complexity of the bargaining table.

How should we understand women’s participation in peace processes and in peace operations? And what forms of gendered security dynamics are present in armed conflict and international interventions? These questions represent central themes of protection and participation that the international community has to address in order to implement UNSCR 1325. Thus far, the implementation has often employed varying approaches related to gender mainstreaming, a third theme of the resolution.
