Book excerpt: They are the last generation to have experienced (as children) traditional life before contact with European cultures in the early 1950s and the first generation to experience the cultural change brought about by that contact - these are 'the in-between people'. As parents, they want their children to experience the best of both the high technology world of today, and the language and culture of their traditional world. The In-Between People studies how the Kaugel-speaking people of Papua New Guinea approach the tension that results from the intersection of the old and new cultures. Specifically, the author focuses on Kaugel pre-primary bilingual education, a nonformal mother-tongue education program whose purpose is to increase the children's success in formal English education and also to increase their appreciation of and participation in their ethnic language and culture. He approaches his work with three purposes in mind: understanding how the Kaugel pre-primary program has been maintained and expanded, understanding Kaugel parents' attitude toward their children's education, and describing how community members resolve the tension between maintaining their mother tongue and succeeding in English-speaking schools. Dennis Malone has lived and worked in Papua New Guinea since 1967, first as an educator in primary schools, later as a mother-tongue literacy specialist for the Kaugel Literacy Project, and as a mother-tongue education advisor to the PNG Department of Education. Since receiving his Ph.D. in Education from Indiana University in 1998 he has served as an International Literacy Consultant for SIL International in the Asia area.

Book excerpt: This volume focuses on a case where community organizing, academic research and governmental responsibility were successfully mobilized and synchronized to bring about change in educational policy and practice. The focus of this book is the methodology implemented and the results obtained over the course of a year-long action research project on language and education in St. Eustatius, one of the islands of the Dutch Caribbean, commissioned by the educational authorities in both St. Eustatius and the European Netherlands. On the island, the language of instruction is Dutch, however, outside of the classroom most students only speak English and an English-lexifier Creole. The research project was set up to address the negative impact on school success of this disparity. It included a community-based sociolinguistic study that actively involved all of the stakeholders in the education system on the island. This was complemented by a multi-pronged set of research strategies, including a language attitude and use survey, a narrative proficiency test, in depth interviews, and a review of the relevant literature. The resulting report and recommendations were accepted by the government, which is now in the process of changing the language of instruction.

Book excerpt: The number of students who are not being educated in their first language is on the rise, globally. While it may seem rational to teach in a second language, especially when it holds the potential to guide students towards employment and increased human capital, this policy is not in the best long-term interest of learners. Gaining primary literacy skills uniquely in a second language has been proven to decrease overall linguistic development among children and increase students' risk of academic failure. The purpose of this dissertation is to construct a philosophical argument for the importance of first language instruction. Using postcolonial scholars (Fanon, Derrida, and Freire), the reasons for a second language medium of instruction in postcolonial nations are explored. Colonial languages were used to reinforce the imperialistic goals of colonizing nations and this language policy was rarely reversed after decolonization. Many nations have instated pilot mother tongue programs into their school systems, but they rarely move past this stage. To illuminate the complex issues of language education policy in postcolonial nations, Senegal's language policy is deconstructed. Through document analysis of all sources of financial resources that contribute to the Senegalese public school system available for viewing, the analysis revealed that while research and funding may exist for these programs to move forward, the historical oppression of national languages has prevented their full support. Neocolonialism has further propelled the lack of native tongue instruction in education. As globalization increases the use of world languages across the globe, working towards policy that allows learners to become literate in their first language before learning through a second language is vital. Three recommendations are made to move towards first language instruction in the classroom: increase community support of mother tongue programs, increase funding to support national implementation, and lastly, individualize programs without decentralizing the education systems.
