Book excerpt: Today, raising capacity in water resources management entails supporting stakeholders and decision-makers to reach a common understanding on the priorities and necessary arrangements for sharing and allocating water-related goods and services. Valuation is central to this process, as setting priorities and making choices implies valuing certain uses and arrangements above others. Water valuation can help stakeholders to express the values that water-related goods and services represent to them. It also offers a means for conflict resolution and planning, informing stakeholders, supporting communication, and facilitating joint decision-making on priorities and specific actions. This report confronts concepts from the literature on water valuation with practical experiences from three local cases where an effort was made to embed existing valuation tools and methods in ongoing water resources management processes. It uses the lessons from this exploration to provide a first outline for a stakeholder-oriented water valuation process. This is expected to provide a useful starting point to help water professionals and policy-makers improve the use of water valuation as a means to support participatory processes of water resources management.

Book excerpt: Falling or stagnant agricultural growth, increasing dependence on groundwater, climate variability, swift industrialization, and unplanned and unregulated urbanization in South Asia have spawned a variety of challenges for water resources governance, management and use: groundwater overdraft; insufficient, ill-managed and poor-quality freshwater supply vis-à-vis escalating demand; and water pollution. Water policies in each of the South Asian countries thus call for a more holistic understanding for the efficient management, equitable distribution and sustainable use of this scarce resource. Analyzing the economic, demographic and ideological context in which water policies are framed and implemented, this book argues for an integrated framework in formulating and implementing water policies in South Asia. It also highlights some common missing links in the national policies: problems of techno-centric and blueprint approach to water management, growing influence of international donor agencies and inadequate concern for issues such as equity, sustainability, gender sensitivity, accountability, regional diversity in property rights regimes and water management practices, and regional conflicts over water access. Book excerpt: This book reviews the Corps of Engineers' experiences to date with the concept of "adaptive management" and provides advice on additional and more effective implementation of this planning approach. The adaptive management concept itself is complex and evolving, but might be summarized as "learning while doing." The book reviews literature on adaptive management and notes that a range of adaptive management practices present themselves for Corps projects. It is noted that there is no "cookbook" approach to adaptive management, and the book encourages the Corps of Engineers to continue to work with and learn from its applications of the concept. To facilitate institutional learning and to ensure that experiences are being employed across the agency, the book recommends that a Corps Center for Adaptive Management be established. The book also notes that greater involvement from the administration and Congress will be essential to successful adaptive management applications, as the Corps' efforts in this area will benefit from clarified water resources management objectives, the authority to manage adaptively, and from resources necessary for programs such as stakeholder collaboration and post-construction evaluations.

Book excerpt: In many developing countries, their governments dominate the field of water resources management. Even in “participatory irrigation management” efforts, the governments play a dominant role. As these efforts are rarely based on any internally generated demand from the water users, they usually fail to create viable organizations at the local level. A similar setback can be seen in the more recent institutional reforms in Asia’s water sector, which are promoted by the donor agencies and, national and international development professionals. A survey of experiences in Asian countries shows that no country has successfully completed establishing new water sector policies and laws and river basin organizations, as prescribed. The need to improve current performance of water resources management is widely appreciated.In managing the scarce water resources, a change in attitude and approach is seen to be essential. Participatory learning and action methods conducted in a study of selected river basins in five Asian countries surfaced a distinct need for coordination at the river basin level. They also indicated a clear stakeholder preference for establishing coordinating mechanisms, by way of adapting the existing institutions, as an initial step towards greater stakeholder control of river basin management. Essentially, cost-effective and contextually appropriate institutional arrangements were preferred over the prescribed standard models, in order to meet the varying needs related to integrated water resources management.

Book excerpt: A five-country river basin study in Asia used a participatory method for diagnostic investigations to learn about contextual processes, as well as for stakeholder consultation to develop action plans. The use of this methodology was encouraged by the positive results of an earlier action research program conducted in Pakistan for mobilizing farmers to form their own organizations. The method was found to be exceptionally effective, and had many advantages over the conventional methodsof field research and action planning where the stakeholders are treated as objects of research and passive recipients of development messages. The contribution of participatory learning and action in developing institutions appeared to vary across the five selected river basins, depending on thedegree to which stakeholder participation was forthcoming. This variation could be attributed to study constraints in terms of time and other resources, which acted differently on the five study teams. In some cases, conducting full-fledged participatory methods was not possible due to sociopolitical constraints, and in some others, time was too short to build sufficient awareness among the large number of stakeholders for meaningful participation. Of the five river basin case studies in China, Indonesia, Nepal, Philippines and Sri Lanka, satisfactory participation levels achieved in the cases of Sri Lanka, Philippines and Indonesia generated a momentum on their own, which helped them to initiate action plans for further institutional development.

Based on the development of a multidisciplinary knowledge base assessment in all case studies (policy, social and natural sciences) and an early stage development of IWRM conceptual framework, this book investigates IWRM in the four selected twinned catchments covering six countries in Europe and Asia. Twinning activities based on a problem-based approach have been performed in four case river basins: Tunga Bahdra (2 states in India), Sesan (Vietnam/Cambodia), Glomma (Norway), Tejo/Tagus (Spain/Portugal). The problems covered are water regimes in transboundary regulated rivers; environmental flow; land and water use interaction; and pollution under the IWRM framework. The research used sub-basins of each river basin in all cases to allow more detailed studies and easier integration of all stakeholders, for transferability purposes.
