Book excerpt: While previous literature has found that the effect of public services decentralization on quality of delivery and satisfaction is ambiguous, little evidence has been provided regarding the role that the efficiency of local governments may play in enhancing a decentralization reform. To shed light on this issue, we exploit a randomized intervention directed towards enhancing local governments' efficiency in three regions of rural Russia (Adyghea, Penza and Perm) at the onset of a major decentralization reform. We found that the intervention increased satisfaction levels with decentralized services only in the region with relatively higher ex-ante experience with decentralized and participatory decision making (Penza). Moreover, we find that settlements with high pre-treatment accountability levels were differentially benefited by the intervention. Overall, our findings suggest that short-term interventions do not translate into higher satisfaction with local public services. Rather, it appears that enhancing local managerial efficiency in delivering public services is a long-term process and that intensive interventions translate into higher satisfaction when they are provided to local governments with relatively longer institutional experience of formal self government and higher levels of accountability.

Book excerpt: Dissatisfied with centralized approaches to delivering local public services, a large number of countries are decentralizing responsibility for these services to lower-level, locally elected governments. The results have been mixed. The paper provides a framework for evaluating the benefits and costs, in terms of service delivery, of different approaches to decentralization, based on relationships of accountability between different actors in the delivery chain. Moving from a model of central provision to that of decentralization to local governments introduces a new relationship of accountability-between national and local policymakers-while altering existing relationships, such as that between citizens and elected politicians. Only by examining how these relationships change can we understand why decentralization can, and sometimes cannot, lead to better service delivery. In particular, the various instruments of decentralization-fiscal, administrative, regulatory, market, and financial-can affect the incentives facing service providers, even though they relate only to local policymakers. Likewise, and perhaps more significantly, the incentives facing local and national politicians can have a profound effect on the provision of local services. Finally, the process of implementing decentralization can be as important as the design of the system in influencing service delivery outcomes.

Using a combination of quantitative and qualitative methods this study is examining varying outcomes of decentralization policy in Indonesia and shows - both theoretically and empirically - that the performance of newly empowered local governments is deeply rooted in local politics. If local political processes are distorted, political and bureaucratic agents face incentives to use the greater fiscal and political independence that comes with decentralization to draw private 'rents' and consequently often fail to deliver basic services. Conversely, higher accountability increases the political costs of inefficient and inadequate public decisions and public service performance is likely to improve. This requires the interaction of local political institutions, the electoral regime and a well informed and a politically active community able to broadly participate directly and indirectly in exacting accountability. Economists, political scientists and practitioners of decentralization and public sector reform in emerging markets will take great interest in this book. Book excerpt: This paper explores the impact of fiscal decentralization on the efficiency of public service delivery. It uses a stochastic frontier method to estimate time-varying efficiency coefficients and analyzes the impact of fiscal decentralization on those efficiency coefficients. The findings indicate that fiscal decentralization can improve the efficiency of public service delivery but only under specific conditions. First, the decentralization process requires adequate political and institutional environments. Second, a sufficient degree of expenditure decentralization seems necessary to obtain favorable outcomes. Third, decentralization of expenditure needs to be accompanied by sufficient decentralization of revenue. Absent those conditions, fiscal decentralization can worsen the efficiency of public service delivery.

Book excerpt: Theoretical literature claims that improved efficiency is considered as the main outcome expected from a decentralized system of public service provision. Hence analysing public sector efficiency provides the de facto measure of the ability of decentralized local government in internalizing the benefits of fiscal and political decentralization. However, the outcome of decentralization does not always fit with the theoretical claims. First, there are always externalities arising from spillovers between localities that should be taken into account and set against improved accountability. Second, decentralization may paradoxically diminish accountability in a situation where local governments enjoy a degree of cohesiveness with central government, cohesiveness of interest groups at the local level is high and local voter ignorance is also high. Third, lack of democratic institutions and norms that essentially complement electoral democratization have been an obstruction to improved accountability. This happens particularly in young democratized countries. This book investigates public sector efficiency in the decentralized Indonesia within its political and institutional arrangements.
