Book excerpt: The roots of the contemporary radicalisation and support to terrorism can be traced back two decades to the organisational lessons of the Soviet-Afghan war. At the time a number of sympathetic NGOs provided various kind of assistance which proved to be invaluable in the longterm struggle. By clothing their militant activity with charitable ideals, radical militants discovered that they were able to maintain their level of efficiency while working with very few restrictions on an international level. The practice of radical and militant involvement with NGOs and charitable organisations continues today, and an understanding of the linkages between radicalisation and the NGO community is necessary when considering development interventions.

Here we discuss about the increasing financial sources and methods of their modern fundraising. The al Qaeda terrorist network and its sources of funding seem very complicated and mysterious at large. And much of what we know may only be speculation. The CIA has estimated, for example, that it cost Al Qaeda’ some $30 million a year to sustain itself during the period preceding 9/11, but the agency is still not sure what al Qaeda needs or expends today. What we know today is the modified money transfer system of Al-Qaeda, the way it moves funds around the globe. Before September 11, many financial institutions have helped transfer millions of dollars of al-Qaeda’s money, without any problem. However, after greater inspection over the past transactions, other policies were created to prevent legal transmission of terrorist funds after 9/11. Today terrorists are increasingly using the informal hawala, a very historical transaction system. To transport the huge amount of cash money, diamonds and gold they use donkeys, mules and horses to transport to the very remote areas.

Yet clearly there is more to transnational Muslim NGOs. Most are legitimate providers of aid to the world's poor, although their assistance may sometimes differ substantially from that of secular NGOs in the West. Seeking to broaden our understanding of these organisations, Marie Juul Petersen explores how Muslim NGOs conceptualise their provision of aid and the role Islam plays in this. Her book not only offers insights into a new kind of NGO in the global field of aid provision; it also contributes more broadly to understanding 'public Islam' as something more and other than political Islam.
