Book excerpt: Human rights indicators are central to the application of human rights standards in context and relate essentially to measuring human rights realization, both qualitatively and quantitatively. They offer an empirical or evidence-based dimension to the normative content of human rights legal obligations and a provide means of connecting those obligations with empirical data and evidence, and in this way relate to human rights accountability and the enforcement of human rights obligations. Human rights indicators are important both for assessment and diagnostic purposes: the assessment function of human rights indicators relates to their use in monitoring accountability, effectiveness and impact, while the diagnostic purposes relates to measuring the current state of human rights implementation and enjoyment in a given context, whether regional, country-specific or local. This paper offers a preliminary review of the foregoing in the development context, and a general perspective on the significance of human rights indicators for development processes and outcomes. It is not intended to be prescriptive and does not provide specific operational recommendations on the use of human rights indicators in development projects. Nor does it advocate a particular approach or mode of integrating human rights in development, or argue for a rights-based approach to development. This paper is designed to provide development practitioners with a preliminary view on the possible relevance, design and use of human rights indicators in development policy and practice. It also introduces a basic conceptual framework about the relationship between rights and development, including in the World Bank context and surveys a range of methodological approaches on human rights measurement, exploring in general terms different types of human rights indicators and their potential implications for development at three different levels of convergence or integration.

In 2022, the Federal Ministry for Economic Cooperation and Development (BMZ) took an important step in this direction by introducing 43 standard indicators. The aim was to aggregate development results across themes and countries in order to present them to the public. The BMZ hopes for more effective communication with Parliament (Bundestag) and the general public, as well as more coherent reporting by Germany's two main implementing organisations, the GIZ (Gesellschaft für Internationale Zusammenarbeit - the German agency for international cooperation) and the development bank of the Kreditanstalt für Wiederaufbau (KfW). From an international vantage point, Germany needs to catch up in respect to results orientation. Other major actors, especially the United Kingdom, the United States and multilateral development banks, introduced comprehensive reporting systems back in the 2010s. These organisations report on 20 to 50 standard indicators to demonstrate how their activities contribute to measurable results. On this basis, they communicate more coherently with the public. BMZ aims to create a similar basis for improved communication. In a participatory process - and jointly with the GIZ and the KfW development bank - the BMZ has formulated indicators that are equally suited to implementing organisations' political priorities and their needs. The administrative burden of collecting the standard indicators is limited by leveraging existing data. In addition, the BMZ has set methodological standards whose obligatory use is intended to increase the quality of the data collected. However, the introduction of standard indicators also entails risks: They can set perverse incentives that encourage reporting on short-term results. Such reporting can lead to a neglect of long-term effects, which are more difficult to measure. Research also shows that indicators no longer fulfil their original purpose of providing neutral representations of change if they are used to exert political control. In addition, there are methodological challenges, such as double counting across different benchmarks, as well as concerns about unrealisable expectations. Overall, we assess the development and introduction of standard indicators in GDC positively. Yet, some important decisions are still pending. The level of detail at which the data will be shared among stakeholders and the public has yet to be determined. The quality of the data collected and the transparency of reporting will in turn determine what larger effects towards an improved results orientation of GDC can be achieved. In view of the decentralised and fragmented structure of GDC, especially regarding monitoring and evaluation systems, we hope that the new indicators can foster the harmonising of the reporting systems of the GIZ and the KfW development bank. The standard indicators can also help make GDC more transparent. We therefore recommend that all data collected be made publicly available. Finally, the integrative potential of standard indicators should be harnessed to improve the division of labour between the ministry and the two main implementing organisations towards becoming learning-oriented - both in the data collection process and during evaluation.

Book excerpt: The use of indicators in development cooperation has increased as a result of two main phenomena, the constant obsession to determine aid effectiveness and the establishment of quantifiable goals such as the Millennium Development Goals. More recently development indicators have been used to measure States' performance in order to determine the distribution of aid, thus addressing simultaneously the problems of aid effectiveness and aid allocation. By using indicators the donor community has managed to give an aura of objectivity and transparency to its decisions and to the model of development that is expected to be implemented by States in the South. However, in reality indicators are concealing a determined development common sense promoted by the donor, which is neither true nor objective since development knowledge remains contested. As previous scholarship has noted, indicators have two effects, a knowledge and a governance effect. A close analysis of the genealogy of the International Development Association's (IDA) Performance Based Allocation System reveals these effects, as a purportedly objective knowledge of development is produced by the indicator, and this knowledge influences the policies and regulations of receiving States. The structure and content of the indicator also has the effect of laying blame for underdevelopment on the receiving State. As this paper argues, IDA's indicator mainly embodies a particular brand of development theory, that legitimizes economic approaches to development by incorporating some social and human concerns.
