Book excerpt: Social conflicts are ubiquitous and inherent in organized social life. This volume examines the origins and regulation of violent identity conflicts. It focuses on the regulation of conflict: the constraining, directing, and repression of violence through institutional rules and understandings. The core question the authors address is how violence is regulated and the social and political consequences of such regulation. The contributors provide a multidisciplinary multi-regional analysis of identity conflicts and their regulation. The chapters focus on the forging and suppression of religious and ethnic identities, problematic national identities, the recreation of identity in post-conflict peace-building efforts, and the forging of collective identities in the process of democratic state building. The instances of violent conflict treated here range across the globe from Central and South America, to Asia, to the Balkans, and to the Islamic world. One of the key findings is that conflicts involving religious, ethnic, or national identity are inherently more violence prone and require distinctive methods of regulation. Identity is a question both of power and of integrity. This means that both material and symbolic needs must be addressed in order to constrain or regulate these conflicts. Accordingly, some chapters draw on a political-economy approach that places primary emphasis on resources, organization, and interests, while others develop a cultural approach focusing on how identities are constructed, grievances defined, blame attributed, and redress articulated. This volume offers new ideas about the regulation of identity conflicts, at both the global and local level, that engage both tradition and modernization. It will be of interest to policymakers, political scientists, human rights activists, historians, and anthropologists.

Book excerpt: This study identifies the lessons for current and future U.S. nation building initiatives that are offered by the role sub-national identities played in the failure of two past nation building projects, in the American South after the Civil War and in Iraq after the 2003 invasion. Detailed accounts of the Southern and Iraqi experiences with state building seek to identify valid generalizations about the role and development of sub-national identities. Special attention is paid to how identity was actively constructed, the primary agents of identity construction, the role of violence, the implications of sub-national identity conflict for democracy, and the alignment of identities with economic divisions. The main conclusion is that in post-conflict societies, the existing fault lines of identity are likely to widen through mutual fear, distrust, and the deliberate efforts of entrenched economic subgroups seeking to maintain an elite position. Policymakers must avoid assuming that redefining the political structure will automatically reshape the social and economic structure of a society. Unless all spheres of power relations are addressed, attempts to build viable societies--whether led from without or from within--will fail.

Book excerpt: This book examines post-secession and post-transition state building in Somaliland, Somalia, South Sudan and Sudan. It explores two intimately linked, yet analytically distinct themes: state building and national identity reconstruction following secession and collapse. In Somaliland and South Sudan, rearranging the state requires a complete metamorphosis of state institutions so that they respond to the needs and interests of the people. In Sudan and Somalia, the reconfiguration of the remains of the state must address a new reality and demands on the ground. All four cases examined, although highly variable, involve conflict. Conflict defines the scope, depth and momentum of the state building and state reconstruction process. It also determines the contours and parameters of the projects to reconstitute national identity and rebuild a nation. Addressing the contested identity formation and its direct relation to state building would therefore go a long way in mitigating conflicts and state crisis.

Key international stakeholders—from activists to politicians, humanitarian agencies to financial institutions—characterize disparate sites as “weak,” “fragile,” or “failed” states and, as a result, prescribe peacebuilding techniques that paradoxically disable effective management of post-conflict spaces while perpetuating neoliberal political and economic conditions. Treating all efforts to represent post-conflict environments as problematic, the goal becomes understanding the underlying connection between post-conflict conditions and the actions and interventions of peacebuilding technocracies.

Book excerpt: There is a growing consensus that the international community's nation-building efforts have disproportionately focused on state-building - developing the capacity of the state and its institutions. Peace and security have been inextricably linked to state-building, in particular to the construction of a liberal democratic state and institutions. However, identity-building - developing a unifying national political community - is also a fundamental process of nation-building. Identity-building legitimises and consolidates the nation-state, guarding it against further fragmentation. The thesis critically assesses nation-building in Timor-Leste. Peace and stability in Timor-Leste were under threat from internal forces and not external ones, as had been the case during periods of Portuguese colonialism and Indonesian occupation, only a few years after achieveing independence on 20 May 2002. The emergence of the so-called east-west divide between Timorese from the eastern region,lorosa'e, and those from the western region, loromonu, during the 2006 crisis in Timor-Leste indicates that identity-building in Timor-Leste is fragile or even failing. In the post-independence period, contemporary lorosa'e andloromonu identities have become politicised in a divisive national discourse about the competing roles played by both groups during the resistance movement. The developing national political community in Timor-Leste appears to be weak and unable to contain strong regional identities. The thesis examines the political significance of the east-west divide in the post-crisis period, exploring the implications of its ongoing significance for nation-building in Timor-Leste, in particular for identity-building. The thesis argues that the divide poses a critical challenge to the emergence of new narratives of nationalism which support reconciliation in the post-independence period and consequently, to the development of a cohesive national political community.
