From their origins in North America in the 1960s, food banks provide food to communities in approximately one hundred countries on six continents. This book analyzes the development of food banks across the world and the limits of food charity as a means to reduce food insecurity and food waste. Based on fifteen years of in-depth fieldwork on four continents across North America, Europe, Asia, and Africa, this volume illustrates how and why food banks proliferate across the globe even though their impacts may be limited. Rather than addressing the root causes of food insecurity and food waste, governments and corporations promote food banks because it allows them to deflect attention away from their own institutional shortcomings. The coronavirus crisis has only further underscored the fact that food bank systems are a patchwork of charities rather than a systematic network to reduce food insecurity and food waste. Given the limited impacts and potential pitfalls of food banks in different contexts, the author of this book suggests that we need to reformulate the role of food banks. To start, the mission of food banks needs to be clearer and more realistic, as food surpluses cannot reduce food insecurity on a significant scale. In addition, food banks need to regain their institutional independence from the state and corporations and incorporate the knowledge and experiences of the food insecure in the daily operations of the food system. Also, given that food systems are designed differently across the Global South, food banks may not be a good fit for development in some contexts. If implemented, these collective changes can contribute to a future where food banks play a smaller but more targeted role in food systems"--

Taking advantage of a unique panel dataset representative of the largest part of the 1.4 million people hosted in the Uganda refugees’ settlements, this paper investigates how different social protection interventions (cash and food) are effective in alleviating food insecurity and in contributing to beneficiaries’ self-reliance. The results show that the effectiveness of transfers depends on beneficiaries’ characteristics, on context specificity, and on the outcome assessed.

Other forms of malnutrition are also growing: adult obesity continues to increase in countries irrespective of their income levels, and many countries are coping with multiple forms of malnutrition at the same time – overweight and obesity, as well as anaemia in women, and child stunting and wasting.

Book excerpt: Updates for many countries have made it possible to estimate hunger in the world with greater accuracy this year. In particular, newly accessible data enabled the revision of the entire series of undernourishment estimates for China back to 2000, resulting in a substantial downward shift of the series of the number of undernourished in the world. Nevertheless, the revision confirms the trend reported in past editions: the number of people affected by hunger globally has been slowly on the rise since 2014. The report also shows that the burden of malnutrition in all its forms continues to be a challenge. There has been some progress for child stunting, low birthweight and exclusive breastfeeding, but at a pace that is still too slow. Childhood overweight is not improving and adult obesity is on the rise in all regions. The report complements the usual assessment of food security and nutrition with projections of what the world may look like in 2030, if trends of the last decade continue. Projections show that the world is not on track to achieve Zero Hunger by 2030 and, despite some progress, most indicators are also not on track to meet global nutrition targets. The food security and nutritional status of the most vulnerable population groups is likely to deteriorate further due to the health and socio economic impacts of the COVID-19 pandemic. The report puts a spotlight on diet quality as a critical link between food security and nutrition. Meeting SDG 2 targets will only be possible if people have enough food to eat and if what they are eating is nutritious and affordable. The report also introduces new analysis of the cost and affordability of healthy diets around the world, by region and in different development contexts. It presents valuations of the health and climate-change costs associated with current food consumption patterns, as well as the potential cost savings if food consumption patterns were to shift towards healthy diets that include sustainability considerations. The report then concludes with a discussion of the policies and strategies to transform food systems to ensure affordable healthy diets, as part of the required efforts to end both hunger and all forms of malnutrition.

Book excerpt: We assess the impact of Ethiopia’s flagship social protection program, the Productive Safety Net Program (PSNP) on the adverse impacts of the COVID-19 pandemic on food and nutrition security of households, mothers, and children. We use both pre-pandemic in-person household survey data and a post-pandemic phone survey. Two thirds of our respondents reported that their incomes had fallen after the pandemic began and almost half reported that their ability to satisfy their food needs had worsened. Employing a household fixed effects difference-in-difference approach, we find that the household food insecurity increased by 11.7 percentage points and the size of the food gap by 0.47 months in the aftermath of the onset of the pandemic. Participation in the PSNP offsets virtually all of this adverse change; the likelihood of becoming food insecure increased by only 2.4 percentage points for PSNP households and the duration of the food gap increased by only 0.13 months. The protective role of PSNP is greater for poorer households and those living in remote areas. Results are robust to definitions of PSNP participation, different estimators and how we account for the non-randomness of mobile phone ownership. PSNP households were less likely to reduce expenditures on health and education by 7.7 percentage points and were less likely to reduce expenditures on agricultural inputs by 13 percentage points. By contrast, mothers’ and children’s diets changed little, despite some changes in the composition of diets with consumption of animal source foods declining significantly.

Food banks are currently one of the most common responses to food insecurity in the country. Since they emerged in the 1980s, food banks have proliferated across Canada and the number of people accessing them has risen steeply. While food banks have faced criticisms in their capacity to address food insecurity, there have been shifts in how they operate over recent years. There are a growing number of examples of food banks that changed the types of food that they distribute and the programs and services that they offer on location. However, there is little evidence to explore the impact of shifting food bank operations. In a series of three studies, this dissertation explored operational characteristics and strategies of food banks, experiences with accessing food banks, and associations between food bank access and food insecurity, as well as related dietary and health outcomes. The first study employed a qualitative methodology to examine staff and volunteer perspectives on the strategies that food banks have adopted and adapted to address the needs of the people that they serve and the factors that enable or impede change. The findings illustrate current food banking practices and revealed examples of how food bank operations have changed over recent years to endeavor to better address the needs of the people who access their services. Moreover, the results illuminate food bank efforts to raise awareness and advocate for policy change to better address issues of poverty and food insecurity. The second study used qualitative data collected at two time points, six months apart, to explore experiences of food insecurity and food bank access among people who access them. While there was variation in the social and emotional experiences of accessing food banks, a common theme of long-term and regular access due to constrained financial resources arose in the data. The third study was a quantitative investigation of the associations between the operational characteristics of food banks and changes in food insecurity, diet, and health over a six month period. Results indicated that accessing a food bank that employed a choice model of food distribution was significantly associated with increased fruit and vegetable consumption over the study period. Accessing a food bank integrated within a community resource centre was significantly associated with reporting less severe food insecurity at six months compared to baseline. The findings presented in this dissertation offer novel evidence to elucidate the shifting operations of food banks and the associations between food banking operational characteristics and food insecurity over time. Moreover, these findings may inform decisions to change or adapt food banking operations to better address the needs of the people and communities served. Food banks, though they do not address the root causes of food insecurity, are established community resources, and thus, serve as strategic access points for not only short-term food assistance but also for connecting people with services and advocating for food security and poverty reduction.
