Book excerpt: Indonesia has managed to combine high rates of growth, rapid reductions in rural poverty and a significant structural transformation of its economy all at the same time without a big increase in urban manufacturing. Agriculture was a critical part of this transformation through two important channels. First, export-oriented agriculture, particularly palm oil and rubber contributed to rising foreign exchange receipts and helped make compatible rapid growth without balance of payments pressure on the macro economy. Second, through the release of workers from low productivity agriculture to more productive nonagricultural activities, structural change contributed between 25 and 50 percent of the rise in national labor productivity depending on the period. The government also played an important role in agricultural development and productivity growth. Public investments in irrigation in combination with subsidies for fertilizer and improved seeds increased agricultural productivity generating an adequate supply of food for domestic needs with less labor.

Setting aside some backsliding resulting from the Covid-19 pandemic, Indonesia’s poverty reduction journey has come a long way since the Asian financial crisis to less than 10% by 2019. Likewise, meaningful progress has been seen in daily calorie consumption and a declining stunting rate. But despite these gains, many challenges are evident. On the production side, agriculture struggles to promote productivity, community livelihood, and sustainability—a challenge made more pronounced by increased extreme weather events, climate change, and emissions . Meanwhile, on the consumption side, not everyone enjoys access to food and nutrition security equally. Modernizing agriculture is seen as a potential response to challenges in agriculture. Increased investment in agricultural mechanization and digital technologies provides a critical avenue to transform the sector into a more inclusive, efficient, and sustainable system. With the expected increase in productivity and income—including for smallholder farmers—agricultural modernization will help Indonesia’s economy structurally transform and finally shift off-farm toward higher-paying, higher-productivity sectors outside of agriculture. The challenges facing Indonesia's food security and modernization efforts in agriculture set the broad context for this book. While solutions to food insecurity are complicated and involve many stakeholders, this book focuses on optimizing the private sector’s role in improving food security. The Center for Indonesian Policy Studies (CIPS) has gathered expertise on a range of topics related to improving Indonesian agriculture and food security and the private sector’s contribution. CIPS is an independent, non-profit, non-partisan think tank advocating for practical policy reforms informed by evidence-based policy research and analysis. Book excerpt: Over the past fifteen years, international agricultural research centres (IARCs), particularly the International Rice Research Institute (IRRI), have made significant contributions to the development of modern technology which has had a significant impact on rice production and could be potentially used in other crop production as well. IRRI's impact has been felt in a number of ways. Its early successes with IR5 and IR8 are credited with demonstrating the potential impact of agricultural research and this is believed to have helped influence and encourage the Government to invest heavily in agricultural research through the establishment of the Agency for Agricultural Research and Development (AARD) in 1974. Since 1972, it has supplied new germplasm and collaborated closely in Indonesia's own germplasm improvement program. However, more than anything else, it has trained Indonesian scientists. It is not yet possible to relate a similar story for the activities of any of the other IARCs, all of whom have had to operate in Indonesia within a framework of weaker infrastructural support and with local counterpart personnel who were less in numbers and often less well trained than the scientists with whom IRRI has worked.
