Book excerpt: Available online: http://urn.kb.se/resolve?urn=urn:nbn:se:norden:org:diva-6010 “The aim of the Nordic countries is to be carbon neutral and to demonstrate leadership in the fight against global warming.” These were the words of the Nordic prime ministers in their declaration at a summit in Helsinki as part of active Nordic climate co-operation under the auspices of the Nordic Council of Ministers. Each of the five Nordic countries has national goals for becoming carbon neutral before or by mid-century. In the Helsinki Declaration the Nordics committed themselves to assess the scenarios for how the different Nordic countries can achieve their respective carbon neutrality goals, including implications for various sectors. The aim of this study is to contribute to making this assessment possible and to highlight areas where co-Nordic initiatives can strengthen the Nordic countries’ aims towards carbon neutrality.

Countries that have the tools, know-how and institutional and financial capacity can demonstrate mitigation options in all sectors. The project's visions of a climate neutral Nordic society is not just only about emission reductions and technology. The net zero transformation creates opportunities, jobs and spurs investments and innovation. Nordic climate neutral societies are in social and environmental balance. A smarter society with inclusive democracy and long-term policies.

The report is a stocktake of GHG emissions in the Nordic countries, and a description and assessment of the different national pathways towards climate neutrality in the Nordic region. Many of the challenges on the path towards climate neutrality are not unique to the Nordic countries and solving these in the Nordic region – in countries well-positioned to do so – would prove valuable for global climate action. The report highlights common challenges across the Nordic countries and proposes opportunities for further cross-Nordic collaboration.

The Nordic Council of Ministers was tasked with steering Nordic co-operation towards delivering this vision. The Nordic Council of Ministers is following a special action plan in its efforts relating to the vision for the period 2021 to 2024. Now, after almost two years, a mid-point evaluation has been produced. Despite the challenges posed by the COVID-19 pandemic and the Russian war of aggression against Ukraine during the period, the Nordic Council of Ministers has delivered concrete results and made an impact. The activities of the Nordic Council of Ministers are being steered towards supporting the Nordic countries as well as possible in their realisation of the vision. Efforts relating to the green transition have been bolstered by way of DKK 120 million in additional funding thanks to a budget redistribution in the period 2021 to 2024. The mid-point evaluation was approved by the Ministers for Nordic Co-operation in September 2022.

This report summarises Nordic perspectives on best practice for the voluntary use of carbon credits and related claims, and recommendations for further Nordic cooperation in this field.

It also filters out 7 mitigation, adaptation and/or finance related initiatives of particular interest for Nordics. They are well aligned with the 2019 Declaration on Nordic Carbon Neutrality by the Nordic prime ministers and represent major opportunities for accelerated climate action - also within Nordic countries.

Book excerpt: Available online: https://pub.norden.org/nord2021-024/ This analysis sheds light on the Nordic region's environmental "spillover effect" as a result of our consumption, as well as other social effects.The results indicate that in general consumption-based emissions reveals that the global emissions continue to grow with transport as the biggest source to consumption-based CO2-e emissions from households in the Nordic countries, followed by food and housing. Also, there is a need for better due diligence, transparency and monitoring. Based on reported CO2-e intensities several shifts are suggested to be supported by policy instruments: 1. Shift from beef to other meat consumption. 2. Shift from meat to vegetables. 3. Reduce food waste. 4. Reduce air travel. 5. Shift from private cars to public transportation and soft mobility. 6. Prolong life of goods. 7. Respect human rights. 8. Reduce overall private consumption.

The study highlights the costs, savings and co-benefits of implementing the solutions as well as makes policy recommendations for capturing the potential. The project was carried out by the Finnish Innovation Fund Sitra, together with its partners CICERO, CONCITO, Stockholm Environment Institute, Institute of Sustainability Studies at the University of Iceland and C40 Cities. The project is part of the Nordic Council of Ministers’ Prime Ministers’ Initiative Nordic Solutions to Global Challenges.
