The DEGREESnigration of the wheat belt. A similar movement is showing itself with respect to wheat. Wheat, like beef, has been, in a sense, a frontier crop. This is for no other reason than that it is a suitable crop to grow at long distances from market where land is abundant. That is to say, wheat, like beef, stands transportation well, and, more important still, it is most economically produced where there is abundance of cheap land in proportion to the supply of labor. When labor has become relatively more abundant and land relatively more scarce, there has been a tendency throughout our history for wheat and beef growing to give way to other products requiring less land and more labor for their economical production. For this reason wheat, like beef, has followed our frontier, and we need not be surprised or alarmed when the center of wheat production passes to the new frontiers beyond our national boundaries. This will not be a decline in agriculture but an advance. However, it is not likely that the total amount of either wheat or beef will actually or seriously decline in this country, though it is unlikely that it will keep pace with our growth of population. Wheat will be found to fit into systems of crop rotation with other heavier-yielding crops. In parts of England, for example, the author has been told by farmers that they could not afford to grow wheat except for the above reason, and for the further reason that they needed straw as bedding for their cattle. If this satisfactorily explains why wheat continued to be grown in an old and densely populated country like England, we may safely predict that it will continue to be grown, to a certain extent, for a great many years in this country. It is discussed often by men who know nothing about it, simply because it has been incorporated into the party platform, and opposed by men equally ignorant, because it has been condemned by the other party. Protection is either right or wrong; is a benefit or else an injury; and it should be examined and considered calmly and dispassionately as to whether it promotes or retards the prosperity and welfare of the country. The examination should be a practical one, and not from a theoretical standpoint. Many things are very beautiful in theory, but when applied practically, under new or different conditions, are perfect failures. You might as well prescribe the same bill of fare for all mankind as to attempt to apply the same theory in political economy to all nations. What may be good for England, with her redundant population and her peculiar climate and soil, may not be suited to the people of the United States, with our sparse population, our great abundance of land, and genial climate. Hence the theory that works in one country may not work iu another. Therefore the statesman should look at it from a practical, rather than a theoretical, standpoint. Outside of Switzerland no civilized country in the world has ever adopted Free Trade. England has not now, and never has had, Free Trade; she has a tariff for revenue only; and next to the United States raises more revenue from her tariff system than any nation in the world. Free Trade is unrestricted commerce. A tariff for revenue conflicts with the fundamental principles of Free Trade as much as a tariff for Protection. At the Farmers' National Congress, held at the City of Washington on the 11th of January, 1887, Col. Beverly, of Virginia, the president of the body, in his address delivered at the opening, uses this language: " The tremendous power of associated capital seeks to wrest from us (the farmers) an undue share of the fruits of our toil, under the delusive pretext of indirect taxation. He founded the Perkins School for the Blind which quickly became the foremost institution of its type in the world. There he developed techniques for teaching the deaf-blind, the first man in history to succeed in this field. He supported Horace Mann in reforming the public school system and Dorothea Dix in protecting the interests of the insane. After 1845, he spent most of his energies, political and literary, in abolitionist activities. Yet he found time to give his medical services in the Greek war of independence 1825-1830, and in our Civil War; and he worked on the presidential commission sent to Santo Domingo in 1871. Schwartz traces Howe's public career, but he also describes Howe's childhood, his choice of a medical career, his membership--together with Longfellow, Cornelius Felton, Charles Sumner, and George Hillard--in the social circle called the Five of Clubs, and his marriage to Julia Ward. This book carries the full flavor of mid-nineteenth-century Boston. Howe's own activities, the reform movements he supported, and the striking individuals with whom he was associated are merged into one integrated story. The spotlight often shifts from Howe to Horace Mann, John Brown, Theodore Parker, Laura Bridgman, and--most of all--Charles Sumner; and in the background we can see the slow development of the slavery issue, which eventually overrode all other reform movements. Here too is the story of a marriage: Julia Ward Howe led but half a life with a husband whose ideas about a woman's place did not stretch to include her talents. Schwartz bases his admirable biography on extensive research in primary, and largely untouched, sources: these include the Howe papers--which contain many letters to Mann, Parker, and Sumner, and never used by their biographers--the Sumner and Laura Bridgman papers, and contemporary newspapers as well as Howe's own books, pamphlets, and articles. Schwartz is thus able to cast new light onthe personalities of the Bostonian reformers: harsh, sanctimonious, or unfair as they might appear to their opponents, they were, Schwartz reminds us, basically earnest men who, by acting on their faith in progress and their sense of duty to the helpless did, in fact, improve the lot of humanity.
