It tells the story of aerial warfare from the earliest bombing raids and in World War 1 through to the London Blitz and Allied bombings of Europe and Japan. These are compared with more recent American air campaigns over Cambodia and Vietnam in the 1960s and 1970s, the NATO bombings during the Balkan Wars of the 1990s, and subsequent bombings in the aftermath of 9/11. Beginning with the premonitions and predictions of air warfare and its terrible consequences, the book focuses on air raids precautions, evacuation and preparations for total war, and resilience, both of citizens and of cities. The legacies of air raids, from reconstruction to commemoration, are also discussed. Liquid life is metaphor and apparatus that discusses the consequences of thinking, working, and living through liquids. It is an irreducible, paradoxical, parallel, planetary-scale material condition, unevenly distributed spatially, but temporally continuous. It is what remains when logical explanations can no longer account for the experiences that we recognize as part of "being alive."Liquid Life references a third-millennial understanding of matter that seeks to restore the agency of the liquid soul for an ecological era, which has been banished by reductionist, "brute" materialist discourses and mechanical models of life. Part I of this document sets out more of the background to the HS2 project. Part 2 moves on to discuss the detail of the government's initial preferred route, station and depot options for phase two.
