Book excerpt: This book is a new theoretical model of criminal dangerousness with special reference to the prediction of violence. The model proposes that criminal violence evolves from the combination of deviant social values that limit the constraints upon lawful behavior (antisociality) and cognitive deficits that interfere with effective planning of crimes and with the conduct of criminal transactions with the victims (impaired cognition). A program of research is used to consider the validity of the criminal dangerousness model as well as empirical tests of the theory's assumptions and the issues raised. Extensive validity evidence is presented. Assumptions tested include further refinement of specific cognitive deficits, and issues addressed involve the relevance of race, gender, and mental disorder to the dangerousness model.

These claims about panic-prone mass publics--about the dangers of 'mob rule'--are widespread and are the central focus of Lisa L. Miller's The Myth of Mob Rule. Are democratic majorities easily drawn to crime as a political issue, even when risk of violence is low? Do they support 'rational alternatives' to wholly repressive practices, or are they essentially the bellua multorum capitum, the "many-headed beast," winnowing problems of crime and violence down to inexorably harsh retributive justice? The Committee has set out a number of conclusions and recommendations, including: that only since 2007 has it been mandatory for the police to record the presence of a knife at the scene of a crime; that the majority of victims of violent crime treated in A & E units did not report their injuries to the police; that the Committee believes that the Home Office and the Department of Health should jointly establish a national system for the automatic sharing of depersonalised violent crime data between hospitals, police and the Crime & Disorder Reduction Partnerships; that the Department has made little progress since 2005 in managing to distribute funding for tackling violent crime to the Crime & Disorder Reduction Partnerships; that the Home Office has a limited understanding of the nature of gang membership and activity and how such activity has changed over time; that only one third of the Crime & Disorder Reduction Partnerships had developed written strategies to tackle violent crime and that they also lacked the analytical capacity needed to assess the data they collect on violent crime in their locality.
