This phenomenon has its roots in medieval times. Different peoples waged fights against each other when a kind of ball was in the near trying to show power. Later it is distinguished between disorder and disaster describing kinds of incidents during games. As a result, additional costs for the population and sport clubs are generated and sustainably affect public expenditures. The population is exposed to the danger of destruction, violence and aggression before, during and after the games. Internalising these negative effects, more means of the tax payer are used to pay policemen operating hours. Regarding the German football seasons of the first and second league in 2007/2008 and 2011/2012 there has been an increase of 32 % in terms of working hours. Furthermore sport clubs recruit stewards having other rights than policemen. These employees are allowed to stick to the stadium’s house rules and may throw people out although they have not broken the law. More and more stadiums tend to install new, high developed cameras, namely CCTV, to monitor the spectators. Socalled smart cards help to identify people very fast and the sport clubs know who enters the stadium. Without incorporating and implementing an adequate strategy, state and sport clubs hardly succeed in weakening or controlling hooliganism.

The onset of the Cold War forced countries of all sizes to rethink their relevancy. A country’s ability to exert “soft power,” or influence others through the cultural sphere, became more important. Sport was but one way through which to do so. The extent to which France harnessed the athletic domain was unprecedented among other West European nations. In France, sport, particularly at the youth level, was used to cultivate soft power internationally, to transmit republican ideals of democracy and fair play to the youth, and to examine and create a modern, post-colonial French identity in a globalizing world. The French sought to find a “third way” in sports, much in the way that it sought to create an alternative between the diplomatic policies of Washington and Moscow. Fifth Republic sports systems placed the training of elite athletes under the state. At the same time, private clubs also played an important role in developing players to serve the republic in elite competition. Examination of the republic’s quest to create elite athletes provides perspective on how France coped with and adapted to the post-1945 world. In what ways did the country reconfigure its global role? How did domestic changes impact society? In a globalizing, post-colonial world, how has France come to terms with the past? In what ways has France sought to create a new “French” identity? This story helps answer such questions. The history of the state’s cooption of youth sports forms a compelling tale and serves as a prism through which to investigate the larger history of France, the evolution of society, the impacts of the media revolution, and the government’s mission of public health. The numerous clubs of amateur football prove the popularity of the sport. There are stadia filled all around Europe with football fans. But the sport events are since its early days followed by violent phenomenons around the game. Fights in the stadium during the game before or afterwards became a problem. The groups were called hooligans and they coined the perception of football's fandom. The display of violence in hooliganism varies immensely from researcher to researcher. The proof for hooliganism as a violent phenomenon is given in the most researchers' results. Nevertheless the explanations of violence differ. Locating hooligans in society and analyzing the groups properties should help to find an explanation for their acting. The perspective on this phenomenon differs immensely depending on the spectator. Especially, the stereotype of the hooligan is coined by the media and only slightly by the results of academic approaches. The stereotype of the football hooligan is that of the ignorant working-class "yob" who attends football matches as an opportunity to get into a fight, and not from any "genuine" interest in the game itself. His violence, like the destructive behavior of the vandal [...], is perpetually described as mindless, senseless,illogic and irrational.(Clarke 7) The picture which is drawn in academic literature is different. This paper will compare gathered facts about hooliganism to explain the violent acting of hooligans. King argues that “the issue of violence at English football grounds has become of less pressing concern to the state and the media with the development of all-seater stadia. However, since fighting still occurs with regularity, the study of hooliganism is not without contemporary relevance." (576). The approach I had chosen, is gender related and will seek for co-relations between doing gender and the violent behavior of hooligan. During the work a relation between change of the labour market and the influence on the gender identities of men became visible. The hooligan who is according to his stereotype a rowdy without any reason is restored by arguments which try to explain his behavior. The violence of these football fans shall not be justified by the explanations.
