By the late twentieth century, quantitative data had gained enormous influence in education systems through the work of the OECD, the European Commission and national system agencies. The creation and flow of data has become a powerful governing tool in education. Comparison between pupils, costs, regions and states has grown ever more important. The visualization of this data, and its range of techniques, has changed over time, especially in its movement from an expert to a public act. Data began to be explained to a widening audience to shape its behaviours and its institutions. The use of data in education systems and the procedures by which the data are constructed has not been a major part of the study of education, nor of the histories of education systems. This volume of contributions, drawn from different times and spaces in education, will be a useful contribution to comparative historical studies.

The 2018 WDR—LEARNING to Realize Education’s Promise—is the first ever devoted entirely to education. And the time is right: education has long been critical to human welfare, but it is even more so in a time of rapid economic and social change. The best way to equip children and youth for the future is to make their learning the center of all efforts to promote education. The 2018 WDR explores four main themes: First, education’s promise: education is a powerful instrument for eradicating poverty and promoting shared prosperity, but fulfilling its potential requires better policies—both within and outside the education system. Second, the need to shine a light on learning: despite gains in access to education, recent learning assessments reveal that many young people around the world, especially those who are poor or marginalized, are leaving school unequipped with even the foundational skills they need for life. At the same time, internationally comparable learning assessments show that skills in many middle-income countries lag far behind what those countries aspire to. And too often these shortcomings are hidden—so as a first step to tackling this learning crisis, it is essential to shine a light on it by assessing student learning better. Third, how to make schools work for all learners: research on areas such as brain science, pedagogical innovations, and school management has identified interventions that promote learning by ensuring that learners are prepared, teachers are both skilled and motivated, and other inputs support the teacher-learner relationship. Fourth, how to make systems work for learning: achieving learning throughout an education system requires more than just scaling up effective interventions. Countries must also overcome technical and political barriers by deploying salient metrics for mobilizing actors and tracking progress, building coalitions for learning, and taking an adaptive approach to reform.

Third, there are possibilities in using data analytics to measure the performance of instructors. Finally, for policy makers, it is often unclear how schools use their available resources to "produce" outcomes. By combining structured and unstructured data from various sources, data analytics might provide a solution for governments that aim to monitor the performance of schools more closely. Data analytics in education should not be the domain of a single discipline. Economists should discuss the possibilities, issues, and normative questions with a multidisciplinary team of pedagogists, philosophers, computer scientists, and sociologists. By bringing together various disciplines, a more comprehensive answer can be formulated to the challenges ahead. This book starts this discussion by highlighting some economic perspectives on the use of data analytics in education. The book begins a rich, multidisciplinary discussion that may make data analytics in education seem as natural as a teacher in front of a classroom.

Such 'datafication' of education, mediated through technology, gives rise to what the author defines as 'digital governance' of education – a transnational assemblage of people, technologies and policies that increasingly affects how national education systems are organized and managed. Paolo Landri argues that the emergence of digital governance is closely related to the new wave of standardization in education, exemplified by the shift towards what is measurable (for example focus on 'learning outcomes') and towards transparency in education practice - a shift that is both facilitated and augmented by digital technologies. The author places the digital governance of education within the framework of Europeanization of education, exploring how it contributes to the creation and regulation of European education arena through consolidation of digital space and tools introduced in this process (such as guidelines, country reports and online dashboards). Adopting a sociomaterial approach to education policy and drawing on actor-network theory, Paolo Landri uses empirical data to investigate how the digitization of education policy and practice is occurring in Italy, and to what extent it contributes to the growth of the digital governance of education. Pointing out the variety of risks and opportunities, he indicates future directions of critical research and the wider international implications of this global trend.
