This article explores the fate of social partnership in the 'other half' of Europe, the countries of the Commonwealth of Independent States, where social dialogue has largely been abandoned and trade unions alternatively marginalised or subordinated to the state apparatus.

Whilst in the early years, they had been characterised as "parliaments in adolescence," they have - through the second decade - continued to improvise but also elaborate their working relationships with both their chief executives and electorates. This book examines these adaptations in seven parliaments, comparing both among them and with parliaments of west Europe. Their changes are traced through four distinct sets in context, members, internal structure, and working relationship with the executive. This research develops a common perspective for our understanding of both new and developed legislatures by tracing the steps through which new parliaments begin, adapt and become established. However, much of this literature tends to be located into distinct theoretical-traditional 'silos', such as national business systems, social systems of production, regulation theory, or varieties of capitalism, with limited dialogue between different approaches to enhance understanding of institutional effects. Again, evaluations of the relationship between institutions and employment relations have tended to be of the broad-brushstroke nature, often founded on macro-data, and with only limited attention being accorded to internal diversity and details of actual practice. The Handbook aims to fill this gap by bringing together an assembly of comprehensive and high quality chapters to enable understanding of changes in employment relations since the early 1970s. Theoretically-based chapters attempt to link varieties of capitalism, business systems, and different modes of regulation to the specific practice of employment relations, and offer a truly comparative treatment of the subject, providing frameworks and empirical evidence for understanding trends in employment relations in different parts of the world. Most notably, the Handbook seeks to incorporate at a theoretical level regulationist accounts and recent work that link bounded internal systemic diversity with change, and, at an applied level, a greater emphasis on recent applied evidence, specifically dealing with the employment contract, its implementation, and related questions of work organization. It will be useful to academics and students of industrial relations, political economy, and management.

It deals particularly with the interactions between communist and intellectual elites. The authors analyze elites’ initial enthusiasm about the Yugoslav federation and how, with time, they found themselves unable to suppress the nationalists in Yugoslavia. Other scholars have argued that, in a certain sense, Tito’s Yugoslavia proved to be a “hatchery” for the nations that once constituted Yugoslavia, making them ever closer to “completeness.” However, as the authors highlight in this study, this process was one of conflict. The personal role of Tito as an arbiter was essential, although, for the majority of his time in power, he did not act as a dictator. His departure was strongly felt in the 1980s, when ethnic entrepreneurial activity began to flourish—and when ethnic and political relations had gone out of control. While a significant part of this book follows the chronology of ethnic elite interaction in communist Yugoslavia, the global context of Yugoslavia’s rise and fall is taken into account. The authors also use Yugoslavia as a case study to test the validity of nationalism studies more generally.

But the task of building full market economies has been difficult and protracted. Liberalization of trade and prices came quickly, but institutional reforms—such as governance reform, competition policy, privatization and enterprise restructuring—often faced opposition from vested interests. The results of the first years of transition were uneven. All countries suffered high inflation and major recessions as prices were freed and old economic linkages broke down. But the scale of output losses and the time taken for growth to return and inflation to be brought under control varied widely. Initial conditions and external factors played a role, but policies were critical too. Countries that undertook more front-loaded and bold reforms were rewarded with faster recovery and income convergence. Others were more vulnerable to the crises that swept the region in the wake of the 1997 Asia crisis.

Book excerpt: With the collapse of the Council for Mutual Economic Assistance in 1991, the Eastern European nations of the former socialist bloc had to figure out their newly capitalist future. Capitalism, they found, was not a single set of political-economic relations. Rather, they each had to decide what sort of capitalist nation to become. In Capitalist Diversity on Europe's Periphery, Dorothee Bohle and Béla Geskovits trace the form that capitalism took in each country, the assets and liabilities left behind by socialism, the transformational strategies embraced by political and technocratic elites, and the influence of transnational actors and institutions. They also evaluate the impact of three regional shocks: the recession of the early 1990s, the rolling global financial crisis that started in July 1997, and the political shocks that attended EU enlargement in 2004.Bohle and Greskovits show that the postsocialist states have established three basic variants of capitalist political economy: neoliberal, embedded neoliberal, and neocorporatist. The Baltic states followed a neoliberal prescription: low controls on capital, open markets, reduced provisions for social welfare. The larger states of central and eastern Europe (Poland, Hungary, and the Czech and Slovak republics) have used foreign investment to stimulate export industries but retained social welfare regimes and substantial government power to enforce industrial policy. Slovenia has proved to be an outlier, successfully mixing competitive industries and neocorporatist social inclusion. Bohle and Greskovits also describe the political contention over such arrangements in Romania, Bulgaria, and Croatia. A highly original and theoretically sophisticated typology of capitalism in postsocialist Europe, this book is unique in the breadth and depth of its conceptually coherent and empirically rich comparative analysis.
