For the next three decades, the growth of the region’s working age population will far outpace the growth of dependents. Close to one million individuals will enter the workforce every month. This large, economically active population can increase the region’s capacity to save and make crucial investments in physical capital, job training, and technological advancement. But for South Asia to realize these dividends, it must ensure that its working-age population is productively employed. As one of the most prominent labor-intensive industries in developing countries, apparel manufacturing is a prime contender. With around 4.7 million workers in the formal sector and another estimated 20.3 million informally employed (combined with textiles), apparel already constitutes close to 40 percent of manufacturing employment. And given that much of apparel production continues to be labor-intensive, the potential to create more and better jobs is immense. There is a huge window of opportunity now for South Asia, given that China, the dominant producer for the last ten years, has started to cede some ground due to higher wages. But the region faces strong competition from East Asia—with Cambodia, Indonesia, and Vietnam already pulling ahead. Plus the sector suffers from production inefficiencies and policy bottlenecks that have prevented it from achieving its potential. Against this backdrop, this report hopes to inform the debate by measuring the employment gains that the four most populous countries in South Asia—Bangladesh, India, Pakistan and Sri Lanka (hereafter `SAR countries’)—can expect in this new environment of increased competition and scrutiny. Its main message is that it is important for South Asian economies to remove existing impediments and facilitate growth in apparel to capture more production and create more employment as wages rise in China. The successful manufacturers will be those who can supply a wide range of quality products to buyers rapidly and reliably—not just offer low costs.

The full report analyzes the issues affecting income security for the elderly in both developing and industrial nations. Systems providing financial security for the old are under increasing strain throughout the world. Changing demographics have led to an increased proportion of old people in the general population. Traditional means of support for the old, such as extended families, are weakening. Meanwhile, formal systems, such as government-backed pensions, have proven unstable. For these reasons economists, policymakers, and government officials are exploring ways to address such issues as: *How to ensure financial security for the old and the best ways of paying for such security *The roles of the public and private sectors when systems are used to enhance rather than detract from economic growth. This study, the first comprehensive and global examination of old age security, addresses such issues. It identifies three functions of old age financial security programs--redistribution, saving, and insurance. It evaluates the policy options for meeting these functions using two criteria: their impact on the aged and their impact on the economy as a whole. The study suggests that financial security for the old and economic growth would be better served if governments relied on three systems: 1) A publicly managed system with mandatory participation and the limited goal of reducing poverty among the old 2) A privately managed mandatory savings system 3) A voluntary savings system. These three systems would ensure against the many risks of old age. The study concludes that a combination of different income security policies is more effective than any single approach and that all countries should begin planning for their aging populations now. Unlike many of their Western competitors, however, Japan's larger companies have survived the "decline" of a sector consumed by fierce international competition. Providing the fullest English-language account of Japanese textiles, Dennis L. McNamara explores the entire sweep of the industry, from factory to high-fashion brokerage to policymaking circle. Tracing the strategies by which the textile industry has survived, he provides a distinctive view of Japanese capitalism in a climate of change. McNamara reconstructs a world riven by the competing interests of state and capital, firm and industry, labor and management, mill and merchant. We encounter giant "mogul" companies and upstart independent "mavericks"—such firms as Toray, Toyobo, Itochu, Tsuzuki, Kondobo, Onward, and Renown—all hustling to restructure for survival. Drawing on extensive interview data as well as recent Japanese and English-language work in political economy and social anthropology, McNamara describes a dynamic of competition between moguls and mavericks in a turbulent business torn by divisions but bound together by compromise. He finds that, despite enormous international pressures, the industry has maintained much of its market share, largely because state bureaucrats and leaders of major firms have managed to create a cooperative politics of adjustment. A corporatist structuring of interests, he concludes, has helped to moderate decline and maintain stability, permitting survival among the moguls without preventing the successful participation of mavericks.
