Each aspect is addressed from a more human rights-focused angle and a development-policy angle. This allows comparisons between the different approaches but also seeks to close gaps which would remain if only one perspective would be at the center of the discussions. Specifically, the book shows the strong connections between human rights and the objectives of the 2030 Agenda for Sustainable Development and the Sustainable Development Goals adopted by the United Nations in 2015. Already the preamble of this document explicitly states that "the 17 Sustainable Development Goals ... seek to realise the human rights of all". Moreover, several goals and targets of the 2030 Agenda correspond to already existing individual human rights obligations. The contributions of this volume therefore also address how the implementation of human rights and SDGs can reinforce each other, but also point to critical shortcomings of the different approaches.

Book excerpt: Structural transformation involves the reallocation of resources from less to more productive uses. It involves growth in agricultural productivity and generation of higher productivity jobs in other sectors. In addition, in the longer-term, it can support poverty reduction. However, the transition process and its outcomes are frequently challenging – especially among the poor and vulnerable people and households, given the economic and social forces that pressure them to adapt to realities faster than they are able to. The objective of the paper is to show how social protection policies and programmes can contribute to structural transformation, smoothen the transition for the poor and vulnerable and facilitate changes in their livelihoods such that they are able to actively participate in the process of structural transformation. Social protection interventions help households to engage in new economic activities generated by structural transformation, allow them to better manage the risks of such transitions and provide a safety net for those who are not adequately equipped to adapt to the changing circumstances rapidly enough. The paper draws from an extended review of the literature to assess how social protection influences human capital, labor mobility, reallocation of resources, productive capital and access to technology. The paper shows that the potential for major benefits from social protection in smoothening transitions and transforming the income generating activities and livelihoods of individuals and households is significant, the actual impact however is smaller than actually desired or expected.

This will require bridging gaps and removing existing barriers that limit the access of rural populations to social protection.Extending social protection for all is core to the work of the Food and Agriculture Organization of the United Nations (FAO) and the International Labour Organization (ILO). The present paper lays out the specific profiles, risks and vulnerabilities of rural populations and explores options to extend social protection coverage to them.

These programs aim to address chronic poverty through redistribution and protect vulnerable households from falling below the poverty line. Although investments in social protection programs are often motivated by equity concerns, they can also contribute to economic growth by, for example, encouraging savings, creating community assets, and addressing market imperfections. Despite their potential and proliferation, not enough is known about social protection programs in Africa. The 2017–2018 Annual Trends and Outlook Report (ATOR) reduces this knowledge gap by focusing on the potential of such programs on the continent and the corresponding opportunities and challenges. The chapters of the Report highlight the benefits of these programs, not only to their direct recipients but also others in the community through spillover effects. They also underscore the importance of appropriate design and sustainability to fully realize the potential of social protection programs.

Book excerpt: This book introduces the human right to adequate food and nutrition as evolving concept and identifies two structural "disconnects" fueling food insecurity for a billion people, and disproportionally affecting women, children, and rural food producers: the separation of women’s rights from their right to adequate food and nutrition, and the fragmented attention to food as commodity and the medicalization of nutritional health. Three conditions arising from these disconnects are discussed: structural violence and discrimination frustrating the realization of women’s human rights, as well as their private and public contributions to food and nutrition security for all; many women’s experience of their and their children’s simultaneously independent and intertwined subjectivities during pregnancy and breastfeeding being poorly understood in human rights law and abused by poorly-regulated food and nutrition industry marketing practices; and the neoliberal economic system’s interference both with the autonomy and self-determination of women and their communities and with the strengthening of sustainable diets based on democratically governed local food systems. The book calls for a social movement-led reconceptualization of the right to adequate food toward incorporating gender, women’s rights, and nutrition, based on the food sovereignty framework.

Book excerpt: While the right to adequate food is often discussed in the context of developing countries, especially in situations where access to adequate food is a problem on a larger scale, this book focusses on the right to food in two Western countries in which theoretically the circumstances allow this right to be enjoyed by each individual. Through a legal comparative study, the enforceability of the right to food is compared between the Netherlands and Belgium in light of the current UN Human Rights system. There seems to be a difference between what the countries do, what they say they do, and what they should do on the matter. As it appears, the coincidental constitutional circumstances mainly determine the enforceability of the right to food, rather than the content of the human right in itself. This book includes a thorough analysis of suitable comparative legal methodology and the embedment of the right to food in the UN human right system. Furthermore, for both countries, an in-depth analysis of the case law on the right to food (mostly concerning the status of foreigners), the constitutional context in which the Judiciary operates, and the relevant UN reports and subsequent procedures are outlined. Finally, recommendations are made to both countries and the relevant UN Committees.

It is among those most cited in solemn declarations and most violated in practice. In a landmark decision, the 1996 World Food Summit decided to break with the all too familiar right-to-food rhetoric and requested a clarification of "the content of the right to food and the fundamental right of everyone to be free from hunger" and the means for its implementation. Since then much efforts have gone into further conceptualisation of social and cultural rights in general and the right to adequate food in particular. UN agencies, scholars, interested governments and civil society have joined forces in attempting to provide a foundation for national and international follow-up of the recommendations of the World Food Summit, reinforced by the Millennium Development Goals. This first of two volumes provides evidence of some of this work and gives direction for future activities to promote and protect the right to adequate food for all. It has contributions from some 15 authors who have all been directly involved, from different angles, in the advancement of the right to food and related human rights over the past years. Besides introducing the concept of the right to food and elaborating on its theoretical basis and meaning in development, it provides several recent examples from work both at the national and international level to apply it in practical situations, and with a special view to how to go about identifying the corresponding obligations of states and complementary duties and responsibilities of non-state actors and international organisations. Finally, several chapters address the right to food under special circumstances and for special groups needing particular attention. The book is the first of its kind on the right to food as a human right.
