Book excerpt: In this innovative study of the press during the French Revolutionary crisis of the early 1830s, Jeremy Popkin shows that newspapers played a crucial role in defining a new repertoire of identities&—for workers, women, and members of the middle classes&—that redefined Europe&’s public sphere. Nowhere was this process more visible than in Lyon, the great manufacturing center where the aftershocks of the July Revolution of 1830 were strongest. In July 1830 Lyon&’s population had rallied around its liberal newspaper and opposed the conservative Restoration government. In less than two years, however, Lyon&’s press and its public opinion, like those of the country as a whole, had become irrevocably fragmented. Popkin shows how the structure of the &"journalistic field&" in liberal society multiplied political conflicts and produced new tensions between the domains of politics and culture. New periodicals appeared claiming to speak for workers, for women, and for the local interests of Lyon. The public was becoming inherently plural with the emergence of new &"imagined communities&" that would dominate French public life well into the twentieth century. Jeremy Popkin is well known for his earlier studies of journalism during the eighteenth century and the French Revolution. In Press, Revolution, and Social Identities in France, he not only moves forward in time but also offers a new model for a cultural history of journalism and its relationship to literature.

Focusing on the career of Johann Cotta, the preeminent publisher of his generation, this book offers a lens through which we can more fully view and understand these turbulent years. Cotta is a familiar figure in the history of German letters, but his public life has never been studied comprehensively. He financed and directed the Allgemeine Zeitung of Augsburg, which would become one of the great European newspapers of the nineteenth century. Book excerpt: Habermas’s Public Sphere: A Critique analyzes the evolution of Juergen Habermas’s social and political theory from the 1950s to the present by focusing on the explicit and on the tacit changes in his thinking about The Structural Transformation of the Public Sphere, his global academic bestseller, which has been translated into 30 languages. Integrating “public sphere,” “discourse,” and “reason,” the three categories at the center of his lifelong work as a scholar and as a public intellectual, Habermas’s classic public sphere concept has deeply influenced an unusually high number of disciplines in the social sciences and in the humanities. In the process, its complex methodology, whose sources are not always identified, can be perplexing and therefore lead to misunderstandings. While Habermas’s “Further Reflections on the Public Sphere” (1992) contain several far-reaching clarifications, they still do not identify a number of the most important sources for his methodology, above all Herbert Marcuse and Ernst Bloch. Hence, a key purpose of this study is to thoroughly analyze the Marxist critique of ideology that Habermas uses in dialectical fashion for his theory reconstruction of Immanuel Kant’s liberal ideal of a rational-critical public as the organizational principle of the constitutional state and as the method of Enlightenment. Such dialectical thinking allows him to appropriate the structure of Reinhart Koselleck’s Critique and Crisis and of Carl Schmitt’s writings on the modern state while simultaneously upending their conservative critique of Liberalism and of the Enlightenment. However, this strategy restricts the application of his concept to his stylizations of the French Revolution and of his British “model case.” This critique reinvigorates Habermas’s seminal distinction between the purely political polis of antiquity, which excludes the private economy from the res publica, and the modern public sphere with its rational-critical discourse about commodity exchange and social labor in the political economy. At the same time, it identifies the crises of seventeenth-century England and the Dutch Republic as the origins of the new channels of public communication used to constantly evaluate the role of state power as political facilitator and regulator of an increasingly complex, dynamic, and crisis-prone market economy.

This study seeks to uncover the roots of historically informed ideas of Europe, while at the same time underlining the fundamental differences between the writings of the older counter-revolutionary Europeanists and their self-appointed successors and detractors in the twenty-first century. In the decades around 1800, the era of the French Revolution, counter-revolutionary authors from all over Europe defended European civilisation against the onslaught of nationalist revolutionaries, bent on the destruction of the existing order, or so they believed. In opposition to the new revolutionary world of universal and abstract principles, the counter-revolutionary publicists proclaimed the concept of a gradually developing European society and political order, founded on a set of historical and - ultimately divine - institutions that had guaranteed Europe's unique freedom, moderation, diversity, and progress since the fall of the Roman Empire. These counter-revolutionary Europeanists drew on the cosmopolitan Enlightenment and simultaneously criticized its alleged revolutionary legacy. Throughout the nineteenth and twentieth centuries, these ideas of European history and civilisation were rediscovered and adapted to new political contexts, shaping in manifold ways our contested idea of European history and memory until today.
