After 1660, English governments aimed to convert scattered overseas dominions into a coordinated territorial power base. Stuart monarchs encouraged schemes for expansion in America, Africa, and Asia, tightened control over existing territories, and endorsed systems of slave labor to boost colonial prosperity. But English power was precarious, and colonial designs were subject to regular defeats and failed experimentation. Recovering from recent Civil Wars at home, England itself was shaken by unrest and upheaval through the later seventeenth century. Colonial policies emerged from a kingdom riven with inner tensions, which it exported to enclaves overseas. Gabriel Glickman reinstates the colonies within the domestic history of Restoration England. He shows how the pursuit of empire raised moral and ideological controversies that divided political opinion and unsettled many received ideas of English national identity. Overseas ambitions disrupted bonds in Europe and cast new questions about English relations with Scotland and Ireland. Vigorous debates were provoked by contact with non-Christian peoples and by changes brought to cultural tastes and consumer habits at home. England was becoming an imperial nation before it had acquired a secure territorial empire. The pressures of colonization exerted a decisive influence over the wars, revolutions, and party conflicts that destabilized the later Stuart kingdom.

This critical edition presents a remarkable collection of 18 Restoration pamphlets dealing with the English occupation of Tangier. In an extensive original introduction, Karim Bejjit narrates the various stages of the colonial venture in Tangier, and critically analyses both the British historiography and current scholarship on the subject. He provides an alternative reading of the Tangier episode, emphasising the Moroccan point of view and the significance of the local political agency. At the same time, as the author argues in the introduction, so intertwined were the affairs of the colony and the home country in 1680 that the political crisis which was then unfolding in England cannot be fully explained without acknowledging the impact of dramatic developments in Tangier. Despite their generic diversity, as Bejjit shows, the pamphlets in this collection share a common interest in the affairs of Tangier, and reflect the changing circumstances and shifting politics at home and in the colony. In bringing together these long forgotten narratives, this edition revives critical interest in the colonial adventure in Tangier which had considerable influence on the political scene in England. Read collectively, the texts offer a genuine glimpse into the colonial scene and the interplay of forces which governed English presence in Tangier.

Book excerpt: The daring raid on the Medway in June 1667, when the Dutch navigated the treacherous shoals and sandbanks of the Thames estuary and the Medway in order to attack King Charles's ships laid up below Chatham, was one of the worst defeats in the Royal Navy's history, and a serious blow to the pride of the English crown. Perhaps the greatest humiliation was the removal by the Dutch of the flagshipRoyal Charles, towed down river after the raid and taken back to Holland. Her stern piece resides in the Rijksmuseum in Amsterdam to this day. The raid, intended to bring to an end English procrastination at the peace negotiations in Breda, was to cause simmering resentment and lead eventually to the Third Dutch War. As Pepys wrote in his diary on 29 July 1667, "Thus in all things, in wisdom, courage, force, knowledge of our own streams, and success, the Dutch have the best of us, and do end the war with victory on their side." P G Roger's account of the raid, and its significance within the Second Anglo-Dutch War between Britain and the United Provinces of the Netherlands, is vividly told and he sheds much interesting light on the English navy of Pepys's day. His particular knowledge of the Medway and the topography of Gillingham and Chatham also enables him to describe the manoeuvres at a level of detail that has not been replicated. This edition of a classic work will delight a whole new generation of readers.

The problem it treats is wide and universal-the origins of a great war. There can be no adequate history of the relations between states whieh does not take into account the knowledge, judgment and deci sions of individual statesmen. Diplomatie history, though only a part, is a necessary part of the history of international relations. Within a more or less c10sely circumscribed range of possibilities, men in power choose between alternative policies, with results they may or may not have anticipated. The historian therefore can and should describe the past, present and future, as it were, of the historical persons whom he studies: the past whieh provides them with oppor tunities and limitations, both objective and subjective; the present in whieh they act; the future in whieh the consequences of their actions appear, for the most part beyond their control. This is a study of the part played by a great diplomat-the perfect ambassador, his own age called hirn-in the formation of policy. My task has been a dual one. First, I have observed Arnauld de Pomponne at work. Second, I have attempted to evaluate the French plans for war against the Dutch republic, with particular attention to Pom ponne's contribution to them.
