Using a postmodernist framework, the author explores the insights and experiences of a theatre group attempting to develop an undergraduate degree programme in the performing arts. In doing so, he provides a theoretical map of insights into discourses of power and knowledge, and makes transparent competing and contradictory discursive practices. Suggesting that ‘learning difficulties’ is a constructed and re-constructed discourse serving normative interests, the author demonstrates that despite the rhetoric of widening participation, individuals are intentionally beset by barriers, silenced and excluded from degree level participation. The author calls for a radical re-think of the notion of ‘learning difficulties’, segregated provision, access to employment in theatre, and critically questions the notion of participation in higher education. This pioneering volume will appeal to students and scholars of inclusive education, (critical) disability studies, cultural studies and the sociology of education.

Book excerpt: Extending the chance for people from diverse backgrounds to participate in Higher Education (HE) is a priority in the UK and many countries internationally. Previous work on widening participation in HE however has focussed on why people choose to go to university but this vital new research has focussed on looking at why people choose not to go. Moreover, much of the extant literature concentrates on the participation decisions of teenagers and young adults whereas this book foregrounds adult decision-making across the life-course. The book is also distinctive because it focuses on interview data generated from across the membership of inter-generational networks rather than on individuals in isolation, in order to explore how decision-making about educational participation is a socially embedded, rather than an individualised, process. It draws on a recent UK-based empirical study to argue that this network approach to exploring educational decision making is very productive and helps create a comprehensive understanding of the historically dependent, personal and collective aspects of participation decisions. This book examines, therefore, the ways in which (non-) decision-making about HE is embedded within a range of social networks consisting of family, partners and friends, and to what extent future participation in HE is conceived as within the bounds of possibility. It: provides a conceptual framework for understanding the value of network-based decision-making about participation in HE, in the light of the changing historical and policy contexts in which it is always located; highlights the importance of researching the socially embedded narratives of ‘ordinary people’ in order to critique the deficit discourse which dominates debates about widening participation in HE; discusses the policy and practice implications of the network-based approach for widening participation and educational institutions.

Book excerpt: This is not yet another book on New Labour and neoliberalism - but the only book which uses policy case study evidence to show the rhetorical nature of the commitment New Labour appeared to have been making to education. Unlike other books on that era, this one aims to review New Labour's time in government through specific policy texts. This book reviews some of the major policy shifts in the education sector, analysing selected case study policies in order to articulate dominant discourses in recent policy-making which have helped establish a particular hegemony. The book’s originality lies in its policy analysis and case study base, whereby key policy texts across different sectors are dissected using the 'policy cycle' framework, allowing for an in depth analysis of the policy discourse as well as a discussion on how the neoliberal agenda was reflected and /or promoted. Education is often only perceived as limited to policies relating to schools and higher education. However the book seeks to demonstrate that education as a sector is a much broader field and therefore the areas covered include key policies in citizenship and youth work, widening participation in higher education, the place of inclusive education in the curriculum, the undergraduate medical curriculum, and the effect of the Cox review on creativity. In effect the broad selection of sectors demonstrates that New Labour's education policies were not only detrimental in traditional education settings, but also affected areas such as medicine and the media which are of importance to those who no longer are affected by what happens in institutions of learning and teaching. The book is consequently relevant for a much wider audience beyond the education community.

In The Labour of Words in Higher Education: Is it Time to Reoccupy Policy? two globes are depicted. One is a beautiful, but complete artefact, that markets a UK university. The second sits on a European city street and is continually inscribed with the markings of passers-by. A distinction is drawn between the rhetoric of university McPolicy, as a discourse that appears to no longer require input from humans, and a more authentic approach to writing policy, that acknowledges the academic labour of staff and students, in effecting change. Inspired by the work of George Ritzer on the McDonaldisation of Society, the term McPolicy is adopted by the author, to describe a rational method of writing policy, now widespread across UK universities. Recent strategies on ‘the student experience’, ‘technology enhanced learning’, ‘student engagement’ and ‘employability’ are explored through a corpus-based Critical Discourse Analysis (CDA). Findings are humourously compared to the marketing of consumer goods, where commodities like cars are invested with human qualities, such as ‘ambition’. Similarly, McPolicy credits non-human strategies, technologies and a range of socially constructed buzz phrases, with the human qualities and labour activities that would normally be enacted by staff and students. This book is written for anyone with an interest in the future of universities. It concludes with suggestions of ways we might all reoccupy McPolicy.

It examines their social impact on the regions in which they are situated, both from the perspectives of the universities themselves and from the perspectives of a range of different local and regional interest groups. It draws on a national study in the UK which has examined the role played by universities in four contrasting regional contexts. This UK study will be set within the larger theoretical and international literature on the role played by universities in processes of social change and transformation. An important theme of the book is the effects of university activities on various socially disadvantaged groups and consideration is given to whether there are ‘winners’ and ‘losers’ arising from the activities and interventions of universities. The book distinguishes between ‘discourses’, ‘activities’ and their ‘impacts’ in considering the role of universities and emphasises the importance of history and context as important mediators of national and institutional policies. It examines some of the key partnerships which universities enter into within their regions and considers some of the factors which determine the nature of these partnerships. Implications are drawn out for university leaderships and for regional and national policy bodies. The book provides empirical evidence in a field marked by a considerable amount of rhetoric from interested parties. One of the book’s conclusions is that there is considerable diversity among higher education institutions in how they perform a regional role, but it is a significant question for each of them. People from lower socio-economic backgrounds, those living in the most deprived areas and people from minority ethnic groups are underrepresented. In this book, we focus on how we can move the field of widening participation forward, paying specific attention to the theories and methods we can use to better understand and tackle the problem of underrepresented groups in post-compulsory education, and how individuals and institutions can be supported. We argue that in order to make sense of these issues, it is important to engage in both the findings of widening participation research and the theoretical foundations which underpin them. This way, alternative perspectives on the widening participation agenda and emerging research and policy can be explored from alternative perspectives. This book was originally published as a special issue of Studies in Continuing Education.
