Around the world, countries undertake teacher education reforms in response to international norms and assessments. Russia has been no exception. Elena Aydarova develops a unique theatrical framework to tell the story of a small group of reformers who enacted a major reform to modernize teacher education in Russia. Based on scripts circulated in global policy networks and ideologies of national development, this reform was implemented despite great opposition—but how? Drawing on extensive ethnographic material, Aydarova teases out the contradictions in this process. Our system has gotten worse at its core, in its philosophical tenets and in its ultimate effects, by placing unwonted pressure on our youth and in stifling their creativity. While this goes back decades, Respect for Teachers takes its title from a phrase --perhaps a codeword-- in President's 2011 State of the Union address and sits down to consider its implications. Connecting attacks on teachers, unions and schools and the misrepresentation of research to the promotion of new economic models in education, it suggests that the Obama administration may be, without quite realizing it, setting the stage for rapid privatization of the public system. As this endangers the egalitarian basis of democracy, it also reminds us that schooling is big business – many trillions of dollars world-wide. Joseph Schumpeter once said, “No bourgeoisie ever disliked war profits.” Respect operates under the premise that no bourgeoisie ever disliked the spoils of school reform, either.

Given this convergence of educational and governmental activity, the studies presented here are a significant departure from conventional discourse on reform, because they explore the ways that social regulation and political power operate through the processes of educational reform. This book considers the reform of teacher education to be an integral part of the larger system of social regulation that takes place in the arena of schooling. Reforms in teacher education involve complex sets of interactions among and within social institutions. These interactions help shape power relations and patterns of social regulation that operate through state, university, and school interactions. Nevertheless, the patterns that give direction and value to teacher education are not easily discerned in public discussions of educational change. Instead, many of the most important regulatory aspects of teacher education reform are partly obscured by a public discourse that focuses attention on formal responses to socioeconomic events, and that tends to divert critical attention away from the power that is exercised--and the interests that are served--during reform. This volume presents studies of reform in Australia, Finland, Iceland, Portugal, Spain, Sweden, the United Kingdom, and the United States. Although these countries differ in their political and social histories, rates and levels of industrialization, and patterns of educational practice, there is a striking commonality in both the strategies that are employed to reform teacher education, and in the nature of social regulation that is a concomitant of reform.

It asks how modern school systems arose in a variety of different republics and non-republics across four continents during the period from the late eighteenth century to the early twentieth century. The authors begin with the republican preoccupation with civic virtue – the need to overcome self-interest in order to take up the common interest – which requires a form of education that can produce individuals who are capable of self-guided rational action for the public good. They then ask how these educational preoccupations led to the emergence of modern school systems in a disparate array of national contexts, even those that were not republican. By examining historical changes in republicanism across time and space, the authors explore central epistemologies that connect the modern individual to community and citizenship through the medium of schooling. Ideas of the individual were reformulated in the nineteenth century in reaction to new ideas about justice, social order, and progress, and the organization and pedagogy of the school turned these changes into a way to transform the self into the citizen.

In examining the issues and exercise of power that are sustained in the long-standing policy of standardized testing in schools, this work provides a big picture perspective on assessment practices over time in the U. S.; by examining the rise of value-added assessment in Tennessee, a fine-grained and contemporary case is provided within that larger context.
